Before you travel, turn on the emergency-alert settings available on your phone, check whether your destination sends warnings to roaming visitors, and confirm your device can connect to a participating local network. Some cell-broadcast systems work without mobile data or Wi-Fi, but there is no worldwide guarantee: delivery depends on the destination, network, phone, settings, and coverage. Keep another way to receive local safety information.
How phone emergency alerts reach you abroad
Many public-warning systems use cell broadcast: authorities send a message through mobile network cells serving an affected area. In the UK, for example, compatible phones in range of nearby masts can receive alerts over UK 4G and 5G without mobile data or Wi-Fi. That describes the UK system; it does not establish how every country delivers warnings. UK Government: How emergency alerts work.
Other destinations may use location-based SMS, government apps, or more than one channel. The European Commission says most EU member states use Cell Broadcast or location-based SMS systems capable of warning roaming end users; some also use apps. Phone-platform alerts are another, separate channel. Google’s Crisis alerts may draw on public information, official sources and published feeds, and require internet connectivity. Turn on the alerts available on your phone
iPhone: check Government Alerts
- Open Settings > Notifications.
- Scroll to Government Alerts and review the categories shown for your country or region.
Apple says Government Alerts are enabled by default, but support requires a SIM or eSIM from a supported provider. Available categories and whether they can be turned off vary by country or region. Android: check Wireless emergency alerts
- Open Settings > Notifications > Wireless emergency alerts.
- Review the categories and any available history, sound, vibration, or test options.
- On supported phones, find Google Crisis alerts separately under Safety & emergency > Crisis alerts.
Google says Wireless emergency alert menus vary by device and that Crisis alerts are on by default on supported phones. If you cannot find a setting, search Settings for “emergency alerts” or “wireless emergency alerts”; menu names and categories can differ by manufacturer, software version, SIM configuration, and country. Will you receive alerts with an international SIM or while roaming?
Sometimes, but it depends on the destination’s alert system and the local network, not simply on whether your home number is active. The European Commission says most EU member states’ Cell Broadcast or location-based SMS systems can reach roaming end users. Slovenia says its SI-ALERT Cell Broadcast system also applies to visitors from abroad on local mobile networks. Hong Kong’s communications authority says overseas visitors roaming on local networks can receive alerts if their device supports Cell Broadcast and is connected to the local network. These examples establish that visitor reception is possible in those systems, not that every country, carrier, device, or alert type will work.

Conditions that can prevent reception
- The phone is switched off or out of network coverage.
- The device, SIM/eSIM, or connected network is incompatible with the local alert system.
- The phone is in airplane mode or connected only through Wi-Fi. The UK system’s guidance specifically says Wi-Fi-only phones and airplane mode will not receive its alerts.
- The phone is connected to 2G or 3G rather than a network generation supported by that system; UK alerts work on 4G and 5G.
- The alert’s geographic broadcast zone does not match where you think the hazard boundary lies. Slovenia notes that the zone may not align perfectly with perceived danger boundaries.
These conditions are system-specific: verify the destination’s official instructions rather than assuming that a rule documented for one country applies everywhere.
Prepare before you leave
- Check connectivity and alert support. Ask your home carrier whether your phone and plan work at the destination, and ask specifically about roaming and local public-warning support. Many U.S. plans do not include international service by default, according to the U.S. Department of State’s Communicating While Abroad guidance.
- Choose how the phone will connect. A roaming plan, local SIM, or international eSIM can provide connectivity, but purchasing one does not guarantee government alerts. The visited network and local authority determine alert delivery rules.
- Review settings and install updates. Enable the alert categories available on your device and keep its software current; settings and compatibility vary by phone and region.
- Save essential information. Learn the local emergency number and save important contacts. Eligible U.S. travelers can enroll in the State Department’s Smart Traveler Enrollment Program (STEP) for embassy or consulate email updates and a way for the embassy to contact them or an emergency contact in an emergency.
- Plan for a dead battery or lost service. Keep the phone charged and carry a backup device or printed contact list. A power bank can provide backup power, but it cannot solve a lack of coverage, incompatible hardware, or an unsupported alert system.
- Check local instructions after arrival. Read official guidance and any roaming welcome message. In the EU, a welcome SMS may identify how to reach local emergency services and explain other local alert channels.
Compare local warning channels, not just phone settings
If a destination offers several ways to send warnings, check each channel against these practical questions. The answers are set locally and can differ even within the same country.
