This changes the apparent internet exit point; it does not guarantee that a bank, streaming service, or government website will accept the connection.
Connect to a Saudi Arabia VPN location
-
Choose a VPN whose current app lists Saudi Arabia. Check whether the location requires a paid plan and whether it is virtual or uses hardware physically in Saudi Arabia.
-
Install the provider’s app for your device, sign in, and search for Saudi Arabia in its location list.
-
Select Saudi Arabia and connect. Once connected, use an IP-checking service to confirm the public IP and its reported country. This verifies the apparent public exit location, not whether a particular website will allow access.

Provider documentation describes this general method. Proton VPN says it offers Saudi servers but not on its Free plan, so its paid plan is needed for that location (Proton VPN Saudi Arabia). Its statement describes its own plan availability, not an independent service test.
Compare providers before subscribing
Saudi endpoints, plan requirements, and location arrangements vary. Check the provider’s current app and terms rather than relying on an old server count or assuming the selected country is where the hardware sits.

| Provider | What its documentation says | What to check |
|---|---|---|
| Proton VPN | Advertises Saudi servers and says its Free plan does not include them; a paid plan is required for a Saudi IP (provider page). | Confirm current Saudi availability and the plan requirement in the app before subscribing. |
| ExpressVPN | Lists Saudi Arabia as a virtual location. Its explanation says a virtual location can provide an IP registered to the selected country while the server hardware is physically elsewhere (location list; virtual-location explanation, updated July 16, 2026). | Do not treat the Saudi selection as proof that the hardware is in Saudi Arabia; check the provider’s current location disclosure. |
| Surfshark | Advertises Saudi locations and instructs users to search for and select Saudi Arabia in its app. Its page claims eight Saudi servers; this is a provider-published, changeable figure, not an independent count (Surfshark Saudi Arabia page). | Verify the location is currently offered and usable on your plan. |
These are examples based on provider statements, not a comparative test of speed, reliability, privacy, or compatibility. Before paying, also review supported devices, privacy terms, refund conditions, and whether the service you need blocks VPN connections.
Understand what a Saudi IP can—and cannot—do
A Saudi exit IP may make a connection appear to originate in Saudi Arabia to services that rely on public IP geolocation. It does not make the device physically present in the Kingdom, and a service may use additional checks or block VPN addresses. The provider pages cited above do not establish that any particular bank, streaming platform, or government service will accept a VPN connection.

If access fails, first confirm the public IP and its reported country while connected. If they do not show Saudi Arabia, reconnect or contact the VPN provider. If they do, the target service may still reject the VPN IP; a matching country result is not a guarantee of access.

The Saudi Telecommunication and Information Technology Act, published June 13, 2021, gives the Communications, Space and Technology Commission, in coordination with competent authorities, powers to filter internet content or limit, prevent, or restrict access to specified content or services at gateways. Article 24(2) states: “It is prohibited to bypass or swindle internet filtering or to provide the means to do so.” The Act’s English text says the Arabic version prevails if the two differ (CST, Telecommunication and Information Technology Act).

That statutory text does not, by itself, settle whether ordinary individual VPN use to obtain a Saudi IP is categorically lawful or unlawful. Proton VPN’s FAQ says VPN use is legal in Saudi Arabia, but that is the provider’s interpretation, not an official legal ruling (Proton VPN). Do not assume a VPN makes otherwise unlawful activity lawful. The Saudi National Platform’s ISP permit page concerns permits for commercial provision of internet-protocol interconnection or provisioning services; it does not establish a rule for an individual consumer’s VPN use (Saudi National Platform ISP permit service, updated August 18, 2025).
