To flatten a PDF, first decide what you need to make static: completed form fields or annotations, document layers, or transparent artwork for printing or export. These are different operations, and using the wrong one can discard content or change how a page looks. Save a copy before you begin.
What “flatten a PDF” means
Flattening is not one universal command. It describes several operations that turn particular PDF features into page content or remove their structure:
- Forms and annotations: Form fields become non-interactive, so users can no longer change their values through those fields. Flattening annotations can likewise make them part of the page rather than editable markup.
- Layers: The PDF’s layer structure is removed. Only content visible at the time of flattening remains.
- Transparency: Transparent artwork is prepared for an output workflow that cannot handle transparency, such as some print or export processes.
Choose the operation based on the issue you are solving. Making a form non-interactive does not remove document layers, and flattening layers is not the same as preparing transparent artwork for print.
Before you flatten: save a separate copy
Keep the original PDF and work on a duplicate. Flattening can remove functionality or content, and flattening layers cannot be undone through that operation. In particular, hidden layer content is discarded when layers are flattened. Check the duplicate before sharing or submitting it.

Make completed form fields or annotations non-interactive
Use a form or annotation workflow when the goal is to preserve what is shown on the page while preventing edits through those interactive elements. Adobe describes Acrobat and online tools for flattening PDFs; the precise steps depend on the type of form or annotation. Adobe’s technical documentation also describes converting interactive XFA PDFs or Acrobat Forms into non-interactive PDFs, after which the field data cannot be modified through those fields.
Print a completed form to PDF
For a court-filing example, the U.S. District Court for the Southern District of Mississippi recommends printing a completed form to a PDF printer driver in most Windows environments. On a Mac, its guide describes opening the PDF in Preview and choosing File > Print, then Save as PDF. This produces a new file; retain the original and inspect the saved PDF. These are instructions for that court’s filing context, not a universal requirement for every submission portal. See the court’s How to Flatten PDF Files guide.

Flatten PDF layers in Acrobat
- Open the PDF and open the Layers panel.
- Choose Options, then Flatten Layers.
- Review the resulting PDF and confirm that the visible content is what you intend to keep.
Adobe states that “Flattening removes all layer structure from your PDF.” Content on hidden layers is permanently discarded by this operation, so make a backup and check which layers are visible before proceeding. See Adobe’s instructions for merging and flattening layers.

Transparency flattening is relevant when printing or saving or exporting to a format or workflow that does not support transparency. It is not automatically needed for every PDF print job. Adobe notes that PDF 1.4 (Acrobat 5.0) and later can retain transparency; for production work, follow the print provider’s requirements. Choose the vector-versus-raster balance for the output
The flattening setting affects how artwork is preserved: a higher setting keeps more vector objects, while a lower setting rasterizes more vector artwork. The amount of rasterization also depends on page complexity and overlapping objects. Adobe provides presets for output contexts such as press output, desktop proofs, and web output. There is no single best setting for every file; use the destination’s specifications rather than choosing a setting without knowing the required output.

What flattening does not guarantee
- It is not secure redaction. Flattening should not be treated as a way to hide confidential information. The Southern District of Mississippi’s guide warns that redacted words in a Word-created document may remain viewable after conversion to PDF and advises redacting in Adobe. Verify that sensitive content is truly removed using an appropriate redaction workflow.
- It does not guarantee a smaller file. Adobe says file size may decrease or increase depending on document content; complex forms can become larger.
- It does not make every kind of editing impossible. Flattening supported fields makes those fields non-interactive, but that does not establish that all other edits to the PDF are impossible.
- It does not ensure text searchability across every method. The effects on searchable text depend on the operation and output; check the final PDF if search or text selection matters.
