First identify which feature is affected: Recall, Click to Do, the Microsoft Copilot app, or Copilot inside a Microsoft 365 app. They have different requirements and fixes. Recall and Click to Do require eligible Copilot+ PC hardware, while the Copilot app can be installed separately. A missing icon, an unavailable setting, and a feature that opens but shows no activity are different problems.
Identify the feature and the symptom
Use the path that matches what you see:

Fix Recall when it is missing or will not turn on
Recall is an optional Windows feature, not a switch available on every Windows 11 PC. Microsoft’s documented minimum requirements include a Windows 11 Copilot+ PC meeting the Secured-core standard, a 40 TOPS NPU, 16 GB of RAM, and 256 GB of storage capacity. The PC also needs at least 50 GB of free storage to enable Recall; automatic snapshot saving pauses if available space falls below 25 GB. Device Encryption or BitLocker must be enabled, and Windows Hello Enhanced Sign-in Security enrollment must include at least one biometric sign-in option. These are Recall requirements, not requirements for every Windows AI app. Microsoft’s Recall requirements are subject to change; the support page reviewed for this article did not state a publication or update date.
Check whether your organization controls Recall
On a work- or school-managed PC, an administrator may remove Recall, disable it, or restrict snapshots. If Recall settings are greyed out or the feature is unavailable, ask your organization’s IT administrator whether it is allowed. Administrators can restrict the feature, but they cannot opt an individual user into saving snapshots.
Check the Windows optional-feature state
If the PC meets the requirements and organization policy allows Recall, search Windows for Turn Windows features on or off and check whether Recall is selected. Microsoft documents this screen as the route to remove or re-enable Recall; restart Windows after changing the selection. Removing Recall deletes snapshots already saved, so do not use removal as a first troubleshooting step if you want to keep that data.

Fix Recall when it opens but has no saved activity
Recall does not save snapshots until you opt in. Open it with Windows key + J, from Start > All apps, or from its taskbar icon, then accept the opt-in prompt. Alternatively, go to Settings > Privacy & security > Recall & snapshots and turn on Save snapshots. Windows Hello confirmation is required when launching Recall and changing its settings.
Resume snapshots and check available space
Look for the Recall icon in the system tray to see whether snapshot saving is paused. Resume it if needed; a pause can also end automatically at midnight. Check that the PC has enough free space: saving pauses when available storage falls below 25 GB.

Review filters before treating missing content as a fault
Recall lets you filter apps and websites, and sensitive-information filtering is enabled by default. Content from a filtered app or site may therefore be absent from snapshots. Website filtering depends on browser support: Microsoft lists Edge, Firefox, Opera, and Chrome for website and private-browsing filtering, with narrower website-filtering support for other Chromium-based browsers. Fix Click to Do when it is missing or partly unavailable
Click to Do is for Copilot+ PCs and has its own control at Settings > Privacy & security > Click to Do. Microsoft says it is enabled by default, but it can be turned off there. The feature can be opened using supported keyboard or touch interactions; whether an action appears also depends on the content Click to Do recognizes. Check requirements for intelligent text actions
Some intelligent text actions require all of the following:
- The device’s default language is English.
- The selected text contains at least 10 words.
- You are signed in with a Microsoft account or an Entra account.
Copilot-related actions in a work or school setting can also require a Microsoft 365 license. Availability varies by region; Microsoft lists some actions as unavailable in the European Economic Area and China. A missing action may reflect language, account, selection, license, or regional availability rather than a fault with Click to Do itself.

Understand what happens to selected content
Microsoft says Click to Do analyzes content locally, but some actions you choose send content to an online provider. Local analysis does not mean every follow-up action stays on the device.

Check Start and the taskbar first. Microsoft says the Copilot app should already be installed by default on new Windows 11 PCs. If it is absent, install it from Microsoft Store and sign in with the personal Microsoft account or work or school account appropriate to the experience you want. Microsoft’s Copilot on Windows guidance also describes launching the app with the Copilot key or Windows key + C. Shortcut behavior can be configured in the app’s account settings; a supported pen shortcut can also be assigned to act as the Copilot key.

Run the right Microsoft Copilot troubleshooter
For a Copilot connection problem
- Open Get Help in Windows.
- Search for Copilot connectivity troubleshooter.
- Follow the on-screen steps. Microsoft says this troubleshooter checks firewall rules and other connection blockers.
For a missing Microsoft 365 Copilot icon
If you believe your account has a Microsoft 365 Copilot license but the icon is missing from an eligible Microsoft 365 application, open Get Help and search for Copilot License Troubleshooter. This is for checking Microsoft 365 Copilot licensing visibility; it does not install the separate Windows Copilot app. Microsoft describes both tools on its Copilot troubleshooters page.
Keep Recall privacy and storage behavior in mind
Recall snapshots and related data are stored locally and encrypted. Saving is opt-in, and users can pause, filter, or delete snapshots. These controls can explain why expected activity is absent, so check them before removing and re-enabling the optional feature.
