If Windows says a file is open in another program, first check the file’s full path: an overly long path can trigger similar wording even when no app appears to have it open. If shortening the path does not help, find which process is using the file, close that app normally, and try again. The message alone does not identify the cause.

1. Close apps that may be using the file

Close the file in any likely app, such as a document editor, PDF reader, or media player. Also close open or save dialogs that may have the file selected, then retry the delete, move, or rename. Background processes can hold a file open even when no obvious window is visible; examples reported in Microsoft’s community support discussions are cases, not a definitive list of causes.

2. Check whether the path is too long

Microsoft says the common Windows File Explorer path limit is 260 characters, and that this can affect opening, renaming, and moving files. Its guidance notes that shortening names or moving an item closer to the drive root may help. File Explorer and Office desktop apps do not opt into extended-length paths, so enabling Windows long-path policy alone does not necessarily remove this practical limit. Other applications may have different limits. See Microsoft’s path-length guidance.

  1. In File Explorer, select the address bar and copy the full path into a text editor to inspect its length.
  2. If it is near or over 260 characters, shorten one or more folder or file names, or move the item nearer the drive root.
  3. Retry the operation. If the item is in OneDrive or SharePoint, remember that cloud and sync limits differ from File Explorer’s practical limit: Microsoft lists 400 characters for a OneDrive or SharePoint cloud path and 520 characters for the combined OneDrive sync path and OneDrive root. A path below those cloud limits can still be too long for desktop apps.

3. Find the process holding the file

If the path is not the problem, identify the process using the file before attempting to stop anything. Close its app normally if possible, then retry the operation. Do not terminate an unfamiliar Windows process.

Use Resource Monitor

A Microsoft Q&A answer describes this built-in Windows route:

  1. Press Win+R, type resmon, and press Enter.
  2. Select the CPU tab and expand Associated Handles.
  3. Search for the file or folder name and inspect the process shown in the results.
  4. If you recognize the process, close the associated app normally and retry.

Use a Microsoft utility

PowerToys File Locksmith can identify processes using a selected file or directory. Process Explorer, part of Microsoft Sysinternals, can search handles. These are alternatives if you prefer a dedicated interface; the cited documentation does not establish a performance winner.

4. Test whether File Explorer’s Preview Pane is involved

If the file is selected in File Explorer’s Preview Pane, turn the pane off and retry. Press Alt+P to toggle it. An older Microsoft Q&A discussion includes a user report that disabling preview resolved a PDF deletion problem. 5. Restart only if the cause remains unclear

If ordinary close-and-retry steps fail and you cannot identify a process, restarting File Explorer, signing out, or restarting Windows can reset open handles. Microsoft Q&A users have reported restarting as a workaround, but those reports do not establish that it is necessary or explain every occurrence. Try the more targeted checks first.

What to note if the error continues

The dialog cannot, by itself, distinguish an overlong path from a process holding a file open. If the steps above do not resolve it, record the Windows version, the operation you were attempting (delete, move, or rename), the file type, whether it is stored locally, synced, or on a network, and any process identified. Those details can help narrow down the cause.
