If Windows location settings are grayed out and show “Some settings are managed by your organization,” a device policy or administrator permission may be controlling them. The notice alone does not identify who applied the restriction or prove that the PC is enrolled in workplace management. On Windows 11, start at Settings > Privacy & security > Location; the device-level Location services control is separate from the per-user settings that let apps use your location.
What the “managed by your organization” notice means
Microsoft says a workplace-assigned device—or a personal device used at work—may prevent users from changing location settings. A local Group Policy or a mobile device management (MDM) configuration can also be responsible, so the banner is not proof of a particular enrollment or administrator. Microsoft describes the notice and location controls; its System Policy CSP documentation describes the policy that can enforce them.
The device-level policy is called AllowLocation. It can force location off, leave it under user control, or force it on. In either forced state, Windows can gray out the Location privacy controls. The policy reference applies it at device scope to Windows Pro, Enterprise, Education, and IoT Enterprise, from Windows 10 version 1507 onward.

The Group Policy mapping is Computer Configuration > Windows Components > Location and Sensors > Turn off location. The backing policy data is under SoftwarePoliciesMicrosoftWindowsLocationAndSensors, with the value DisableLocation.

Check which location control is locked
- Open Start > Settings > Privacy & security > Location.
- Check whether the device-level Location services control is available and on. In current Windows 11, this control is shown to administrators; a standard user may not see it.
- Then check the separate control for whether apps can access your location and, where available, the permissions for individual apps.
If Location services is off, changing the per-user app-access setting cannot turn on the device-level service. A policy can also override settings that would otherwise be available to the user. Microsoft’s Windows location and privacy guidance explains these control layers.

Choose the right fix for your PC
If your workplace or school manages the PC
Do not edit policy or registry settings to get around an enforced restriction. Ask your IT administrator whether a Group Policy or MDM configuration is intentionally forcing location on or off, and request the approved setting if you need location for a particular feature. Microsoft identifies workplace-assigned and workplace-used devices as cases where users may not be able to change the setting.
If you own and manage the PC
Have an administrator review the effective local policy and any management configuration before changing anything. Check the Location and Sensors Group Policy and determine whether an MDM policy is also applying. If the policy is set to let the user control location, the corresponding device policy is AllowLocation value 1; values 0 and 2 force the service off and on, respectively. Change the setting at its source rather than trying to override an active policy with a separate registry value.

After an authorized policy change, check the setting again after the policy refresh or restart required by the device’s configuration. If it remains locked, central management may still be applying the restriction. There is no universal registry edit or guaranteed one-step fix for every Windows build and management setup.
Windows 10: treat older steps as version-specific
Microsoft’s automatic-time-zone troubleshooting article documents legacy Location and Sensors Group Policy, registry, and MDM steps for Windows 10. It warns that Group Policy disabling location overrides a manual registry change. Do not use its older Settings path as if it were the current Windows 11 route; consult the Windows 10 troubleshooting guidance only when its version-specific instructions match your system.

Windows location services support location-aware apps and features such as automatic time zone and Find my device. Windows may estimate a device’s location using GPS, nearby wireless access points, cell towers, an IP address, or a default location; accuracy depends on the device’s capabilities. Microsoft also says location information is de-identified before being sent to Microsoft to improve the service. One Windows setting does not necessarily govern every way software can infer location. Desktop apps may not offer the same per-app precise-location controls as Microsoft Store apps, and some third-party software can use other technologies. Review individual app permissions and privacy policies rather than assuming that switching off Windows location blocks every possible location signal.
