The preview is not necessarily corrupt, and the message alone does not mean the video is gone. Try the safe checks below before changing iCloud settings or deleting anything.
Why Photos cannot load the higher-quality video
When Optimize iPhone Storage is enabled, Apple says, “all your full-resolution photos and videos are stored in iCloud in their original formats, with storage-saving versions kept on your iPhone.” The iPhone may therefore need to download the original when you open or edit a video. If that fetch fails, Photos can display the error even when a smaller preview is present. Apple’s iPhone User Guide explains Optimize iPhone Storage and original downloads.

A download can be interrupted or delayed by a weak connection, a paused Photos sync, low battery, device conditions, or full iCloud storage. iCloud Photos synchronization is separate from an iCloud device backup: having a device backup does not by itself confirm that a particular video has uploaded to the Photos library.
Try the safest fixes first
- Connect the iPhone to power and reliable Wi‑Fi. Keep it connected while Photos works. Apple recommends letting the device sync uninterrupted; large files may take longer. Apple’s iCloud Photos sync troubleshooting steps describe this approach.
- Check the Photos sync status. Open Photos, go to Collections, and tap the profile or account button. Read the status below your account name. If sync is paused, iCloud storage is full, or the iPhone reports low battery, address that condition before retrying. The exact labels and navigation can vary by iOS version. Apple’s sync troubleshooting guide lists common paused-sync conditions.
- Retry the video and allow time for the download. Return to the video and wait, especially if it is large. Avoid repeatedly switching networks or force-closing Photos while the download is progressing; Apple notes that larger files can take longer to sync. Apple Support
Choose a fix based on where the original is and available storage

Before turning off iCloud Photos or removing local items
Do not disable iCloud Photos or choose an option to remove photos from the iPhone until you have confirmed an original copy is accessible and, if it matters, saved a separate copy. An optimized local item may not be full resolution. Apple’s turn-off procedure directs users to download originals first when needed. Apple’s guide to turning off iCloud Photos also notes that changes stop syncing between devices when iCloud Photos is disabled on one or more devices.

Optional community workaround
An Apple Community participant reports that opening the affected video, tapping Edit, waiting for the download to start, and then tapping Cancel prompted the original to load. This is an anecdotal workaround, not an Apple-endorsed or guaranteed fix. If you try it, do not save changes you did not intend to make, and use the documented checks above first.

Contact Apple Support if the video is missing from iCloud.com and all devices signed in to the same Apple Account, or if Photos remains stuck after you have addressed its displayed sync status, power, network, and storage conditions. If you can access the video elsewhere, preserve a downloaded or exported copy before troubleshooting further on the iPhone.
