If your Windows 11 desktop keeps changing, first check whether its background is set to Windows Spotlight or Slideshow. If you want a fixed image, go to Settings > Personalization > Background and choose Picture; if the change persists, check themes, Windows Backup, virtual desktops, organization policies, and wallpaper apps.
When the change happens is a useful clue to its cause.
Find the likely cause first

1. Set the background to Picture
To stop Windows from using a rotating background:
- Right-click an empty area of the desktop and select Personalize.
- Select Background.
- Under Personalize your background, select Picture.
- Select Browse photos and choose the image you want.
Do not select Windows spotlight or Slideshow if you want a fixed image. Windows Spotlight is a supported desktop-background mode in current Windows 11, not just a lock-screen option. Slideshow rotates images from a selected folder and offers timing and shuffle controls.

Check the lock screen separately
The desktop and lock screen have independent settings. If the changing picture appears before you sign in, it may be the lock screen.
- Open Settings.
- Go to Personalization > Lock screen.
- Under Personalize your lock screen, select Picture.
Changing the lock-screen setting will not fix a desktop background that changes after you sign in, and changing the desktop Background setting does not necessarily change the lock screen. See Microsoft’s lock-screen instructions.
2. Check whether a theme is replacing your picture
A Windows theme can include a background, colors, sounds, and cursor settings. Applying a theme can overwrite a picture you selected manually.
- Open Settings > Personalization > Themes.
- Select the theme you want to use.
- Return to Personalization > Background and select your preferred picture.
- If appropriate, save the combination as a custom theme.
Saving a custom theme gives Windows a defined set of personalization settings to reapply. It will not override a slideshow, cloud restore, third-party wallpaper program, or administrator policy. See Microsoft’s guidance on Windows themes.
3. Stop Windows Backup from restoring the wallpaper
Windows Backup can restore personalization settings, including wallpaper, colors, and themes. This can make an old wallpaper return after you sign in, set up another PC, or use the same Microsoft account on multiple devices.
- Open Settings.
- Select Accounts > Windows backup.
- Expand or inspect Remember my preferences.
- Turn off the personalization-related backup option, if it is shown.
Current Windows 11 documentation uses Accounts > Windows backup. Older guides may call this feature Sync your settings; wording can vary by build, account type, and whether the device is managed. Windows Backup personalization requires OneDrive sign-in and sufficient available storage.
Clear the old cloud copy
Turning off backup may not delete personalization data already stored in your Microsoft account. If the old wallpaper keeps returning:
- Turn off the relevant Windows Backup option.
- Open your Microsoft account’s Devices page.
- Look for Cloud synced settings near the bottom.
- Select Clear stored settings.

4. Check virtual desktops
Windows 11 allows a separate background for each virtual desktop when the background type is Picture. Microsoft does not support Slideshow with multiple desktops. It also does not support a different solid color for each desktop or a different background per monitor when multiple desktops are in use.
Switching desktops can therefore make wallpapers appear inconsistent, especially if you expected one slideshow to run across them.
If you need a slideshow:
- Press Windows key + Tab.
- Close extra virtual desktops.
- Restart Windows.
- Open Settings > Personalization > Background.
- Select Slideshow and choose the image folder.
If you need multiple virtual desktops, use Picture backgrounds instead. See Microsoft’s instructions for configuring multiple desktops.
5. Verify the slideshow folder
If you intentionally use Slideshow but it behaves unpredictably, confirm that the selected folder still exists and contains images.

- Go to Settings > Personalization > Background.
- Select Slideshow.
- Check that the selected folder still exists and contains picture files.
- If possible, use a folder on a permanently available local drive.
A slideshow may fail or fall back to another background if the folder was renamed, deleted, moved, stored on a disconnected external drive, or made unavailable after a OneDrive folder change.
6. Check wallpaper policies on a work or school PC
An administrator can force a wallpaper or prevent users from changing it. This can happen on domain-joined, Microsoft Entra-joined, or MDM-managed computers.
If Settings displays Some of these settings are managed by your organization, repeatedly selecting a new picture will not override the policy. Contact the organization’s administrator.

- Press Windows key + R.
- Enter gpedit.msc and press Enter.
- Open User Configuration > Administrative Templates > Desktop > Desktop.
- Inspect Desktop Wallpaper.
- Also open User Configuration > Administrative Templates > Control Panel > Personalization.
- Inspect Prevent changing desktop background and Load a specific theme, if present.
On an unmanaged personal computer, these policies would normally be Not Configured. Do not change a workplace policy without approval.
Windows 11 Home does not officially include Local Group Policy Editor. Avoid unofficial scripts claiming to install it; they are unsupported and may not provide functioning policy controls. Microsoft’s ADMX_Desktop policy documentation covers the supported editions and policy.
7. Disable wallpaper applications and startup programs
Wallpaper utilities can change the image at sign-in, on a timer, or when the desktop loads. Examples include wallpaper rotation tools, Bing Wallpaper, OEM utilities, and desktop-customization software.
To disable a suspected startup application:
- Open Settings > Apps > Startup.
- Turn off wallpaper, theme, customization, or desktop-utility applications.
Alternatively, right-click Start, open Task Manager, select Startup apps, choose the suspected application, and select Disable. Microsoft’s startup-application instructions cover both paths.
If the program is not needed, remove it through Settings > Apps > Installed apps. Select the application’s three-dot menu and choose Uninstall.
A background that changes only after sign-in or reboot is more suggestive of startup software, a theme, Windows Backup, or policy than Windows Spotlight.
8. Use a clean boot to identify third-party software
A clean boot temporarily disables non-Microsoft services and startup applications. It can help determine whether another program is changing the wallpaper.
- Sign in as an administrator and search for msconfig.
- Open System Configuration and select the Services tab.
- Select Hide all Microsoft services, then select Disable all and Apply.
- Open the Startup tab and select Open Task Manager.
- Disable each enabled startup item, close Task Manager, select OK, and restart.
If the wallpaper stops changing, re-enable services and startup applications in groups, restarting between groups until you identify the responsible program.

To restore normal startup, open msconfig, select Normal Startup on the General tab, restore the services and startup items, and restart. A clean boot can temporarily disable other functionality, so use it as a diagnostic step rather than a permanent setup. See Microsoft’s clean-boot instructions.

Use this later in troubleshooting, after checking normal settings, backup, themes, virtual desktops, policies, and third-party programs. A stale or corrupted cache can cause a picture to remain stuck, appear black, or reappear unexpectedly. Clearing it will not defeat Group Policy, Windows Backup, Spotlight, Slideshow, or a wallpaper application.
Open Windows Terminal or PowerShell and run these commands:
Stop-Process -Name explorer -Force -ErrorAction SilentlyContinue
Remove-Item “$env:APPDATA\Microsoft\Windows\Themes\TranscodedWallpaper*” -Force -ErrorAction SilentlyContinue
Remove-Item “$env:APPDATA\Microsoft\Windows\Themes\CachedFiles\*” -Force -Recurse -ErrorAction SilentlyContinue
Restart Windows and set the wallpaper again. Explorer’s taskbar may temporarily disappear while the process is stopped. The commands remove cached wallpaper files for the current user under %APPDATA%\Microsoft\Windows\Themes.

10. Confirm your Windows edition and build
Some fixes depend on the edition and version installed.
- Search for winver and open it to see the Windows version and build.
- Open Settings > System > About.
- Inspect Windows specifications for the edition.
Microsoft’s documented desktop-wallpaper policy applies to Windows 11 version 21H2 and later on Pro, Enterprise, Education, and IoT Enterprise editions. Home users should use the normal Personalization, Backup, Startup, and application checks instead of unofficial policy-editor installers.

Why does my Windows 11 wallpaper change every day?
Windows Spotlight is a likely cause. Open Settings > Personalization > Background and change Personalize your background to Picture.
Why does my old wallpaper return after I restart Windows?
Check Settings > Accounts > Windows backup, Personalization > Themes, and Apps > Startup. A Microsoft-account backup, theme, or wallpaper utility may be restoring the old image.

Can Windows Spotlight change the desktop background?
Yes. Current Windows 11 supports Windows Spotlight as a desktop-background option as well as a lock-screen option. These are separate settings.
Why does the wallpaper change when I switch virtual desktops?
Windows 11 can assign separate Picture backgrounds to virtual desktops, but Slideshow is not supported with multiple desktops. Use Picture backgrounds or close the extra desktops.
What if Windows will not let me change the wallpaper?
A Group Policy, MDM configuration, or work/school account may enforce the background. If Settings says some settings are managed by your organization, contact the administrator.
Will deleting TranscodedWallpaper fix the problem?
It may fix a stale or corrupted per-user cache, but it will not stop Spotlight, Slideshow, cloud restoration, administrator policy, or third-party wallpaper software.
