Cisco Webex problems on Windows 11 usually fall into one of four groups: the app will not start or join a meeting, cached Webex data is damaged, Windows is blocking the camera or microphone, or another application is using the device. Work through the section that matches the symptom rather than reinstalling Webex immediately.
1. Check whether the problem is the Webex app or the meeting
First, note exactly what fails:

Also close Zoom, Microsoft Teams, camera utilities, recording software, and other meeting applications before testing. They can keep exclusive control of a camera or microphone.
2. Reset the Webex cache
A damaged or stale cache can cause Webex to display outdated information, fail to load correctly, or behave differently from the browser version. Cisco identifies Webex’s built-in reset as the easiest first cache-clearing step.
- Open Webex.
- Select Help > Health Checker.
- Select Reset.
- Close and reopen Webex, then test a meeting.
This is safer than deleting random folders from the Windows user profile because the reset targets Webex’s own data.

Clear the Webex cache manually when the app will not launch
If Webex cannot open, sign out first if possible, then close it completely. If it remains running in the background:
- Press Ctrl + Alt + Del and select Task Manager.
- Select More details if the compact view is shown.
- Open the Processes tab.
- Right-click Webex and select End Task.
- Right-click the Windows (Start) button and select Run.
- Enter %USERPROFILE%\AppData\Local and press Enter.
- Open the CiscoSpark folder and delete its contents.
- Start Webex again.
Delete the contents of CiscoSpark only. Do not delete unrelated folders under %USERPROFILE%\AppData\Local.
3. Fix Webex meetings that will not start or join
Cisco lists hangs at “One Moment Please,” “Starting Webex,” “Meeting in Progress,” and progress levels such as 10%, 86%, and 99% as possible installer or permission failures. The older “Java is not working” message can appear in the same group of failures; it does not automatically mean that Java needs to be installed.
Try the browser again
- Close every open browser window.
- Open a new browser window.
- Open the meeting link again and retry.
- If it still fails, clear the browser’s cache and cookies.
- Retry the meeting.
If the browser still cannot start or join the meeting, ask your IT administrator about manually installing the Webex Desktop App. Company security policies can prevent the browser from downloading or starting meeting components.

On a work or school computer where you do not have administrator rights, the normal Webex installer may not be able to write to the file system. Cisco provides a Temporary File Solution (TFS) for this situation. It lets a user join without downloading and installing the Webex Desktop App into the file system.
Use the temporary-file option offered on the Webex meeting page when it is available. If your organization removes or blocks that option, contact IT rather than repeatedly running the installer.

Remove and reinstall Webex Meetings
If the Webex Meetings installation is incomplete or corrupted, Cisco’s documented Windows removal method uses the Meeting Services Removal Tool:
- Download the Meeting Services Removal Tool from Cisco’s Webex troubleshooting instructions.
- Run the downloaded file.
- Follow the prompts to remove the meeting components.
- If Windows requests elevated permissions, use Run as administrator.
- Restart Windows and install Webex again from your organization’s approved source or Cisco’s official download page.
For a normally installed Windows program, the standard Windows 11 uninstall route is Start > Settings > Apps > Installed apps, find Webex, select the three-dot menu, and choose Uninstall. However, the Meeting Services Removal Tool is the more specific option when Webex meeting components are stuck or only partially removed.

These controls are not available for every desktop application, so a missing Repair or Reset button is normal. Store-app troubleshooting instructions also do not automatically apply to the Cisco desktop installer.
4. Allow Webex to use the camera
Windows 11 camera permissions are controlled here:
Start > Settings > Privacy & security > Camera
Turn on camera access. Make sure Windows allows apps to access the camera. Desktop applications do not always appear as individual entries in the normal Microsoft Store app permission list, so do not assume that Webex is blocked simply because you cannot find a separate Webex switch.
Fix a disabled camera
- Right-click Start and select Device Manager.
- Expand Cameras.
- Right-click the camera.
- If the menu shows Enable device, select it.
- Restart Webex and check the video preview.
Release a camera being used by another app
Close Zoom, Microsoft Teams, Skype, the Windows Camera app, browser tabs that requested camera access, and any recording or virtual-camera software. Then exit and restart Webex. A camera that works in the Windows Camera app but not in Webex is often already being held by another application.
Fix a camera that Webex cannot find
Cisco documents error 0x80070002, or ERROR_FILE_NOT_FOUND, when the camera device is unavailable. Try this recovery:

- Open Device Manager.
- Expand Cameras.
- Right-click Integrated Webcam and select Uninstall device.
- Restart Windows.
- Allow Windows to reinstall the camera driver.
- Return to Device Manager and update the camera driver if necessary.
- Check whether antivirus or endpoint-security software is blocking Webex.
If the camera does not return after the restart, the issue may be the device, its driver, a hardware privacy shutter, or an organization policy rather than Webex itself.
5. Fix microphone and speaker problems
Confirm that Windows can hear the microphone
- Open Start > Settings > System > Sound.
- Under Input, select the microphone or headset you want to use.
- Under Input settings, select Start test.
- Speak normally, select Stop test, and select Play.
- Increase Input volume if the test is too quiet.
If the Windows test fails, changing Webex settings will not solve the underlying problem. Check the headset’s mute switch, its USB or Bluetooth connection, and whether the correct input device is selected.
Enable Windows 11 microphone access
Open Start > Settings > Privacy & security > Microphone. Turn on:
- Microphone access
- Let apps access your microphone
Webex may not appear as a separate entry under the per-app list. Microsoft notes that desktop apps are outside the normal per-app privacy list, so a missing Webex entry does not by itself prove that access is blocked.
Reinstall or change the audio driver
When Windows does not detect the microphone or headset:
- Open Device Manager.
- Expand Sound, video and game controllers.
- Right-click the affected audio device and select Uninstall device.
- Enable Attempt to remove the driver for this device, if that option appears.
- Select Uninstall.
- Restart using Start > Power > Restart.
Windows normally reinstalls the audio driver during the restart. If it does not, open Device Manager, right-click Sound, video and game controllers, and select Scan for hardware changes.

You can also try Windows’ generic driver. In Device Manager, right-click the audio device and select Update driver > Browse my computer for drivers > Let me pick from a list of available drivers on my computer. Select the audio device and choose Next.
If the audio stopped immediately after a Windows update, open the device’s Properties, select the Driver tab, and choose Roll Back Driver. This option is unavailable when Windows has no previous driver to restore.

6. Select the correct devices inside Webex
After Windows detects the hardware, open Webex’s settings and check the selected camera, microphone, and speaker. A laptop may have several choices, such as its built-in microphone, a USB headset, a Bluetooth headset, and a virtual audio device. Select the device you actually tested in Windows, then use Webex’s preview or test controls before joining again.
If switching devices fixes the problem, the original device or its driver is the likely cause. If no device appears in Webex but is present in Windows, restart Webex after changing permissions or drivers.

Contact IT or the meeting host’s Webex administrator when:
- You lack administrator rights and the installer repeatedly fails.
- The TFS or browser join option is blocked.
- Antivirus or endpoint-security software may be preventing Webex from accessing the camera or microphone.
- Webex is removed but cannot be reinstalled by your account.
- Windows cannot detect the camera, microphone, or headset after driver recovery.
- The failure occurs only on your organization’s network or managed computer.
Give IT the exact on-screen message, join percentage, device name, Windows version, and whether the same meeting works in a browser or on another device. That information distinguishes an account or meeting problem from a local Windows installation problem.

Fix order that usually saves time
- Close other video and audio applications.
- Run Help > Health Checker > Reset in Webex.
- Check Windows 11 camera and microphone permissions.
- Test the microphone under Settings > System > Sound.
- Check Device Manager for disabled or missing devices.
- Retry the meeting in a newly opened browser.
- Use TFS or contact IT if the computer has no administrator rights.
- Use Cisco’s Meeting Services Removal Tool and reinstall only if the installation itself remains broken.

Why does Webex stop at 10%, 86%, or 99% on Windows 11?
Cisco associates these join failures with Webex’s installer not running correctly, including cases where the Windows account lacks administrator rights. Retry from a newly opened browser, use the Temporary File Solution when available, or ask IT to install the Webex Desktop App.
Do I need to install Java when Webex says “Java is not working”?
Not necessarily. Cisco lists that wording as a legacy symptom alongside installer and permission failures. Treat it as a general Webex start or join problem rather than proof that Java must be installed.
Why is Webex missing from Windows 11’s microphone app list?
Desktop applications do not always appear in the per-app privacy list. Turn on Microphone access and Let apps access your microphone under Start > Settings > Privacy & security > Microphone, then restart Webex.
How do I clear Webex cache if Webex will not open?
