They use different methods, so a Phone Link fix will not necessarily solve a Bluetooth or USB problem. For Phone Link, check Wi-Fi, account, app, and phone settings first; then reset or pair the apps again if needed.
Identify the connection and symptom
Choose the path that matches what you are trying to do:
- Phone Link: Pair your phone with Windows, or use features such as notifications and Phone screen.
- Bluetooth: Send files between nearby devices.
- USB: Connect the phone by cable to access files through Windows.
For Phone Link, note whether setup fails, an existing link will not reconnect, content is not syncing, or a particular feature is unavailable. These symptoms can have different causes.
Fix Phone Link connection problems
1. Check device and app requirements
Microsoft lists Windows 11 (or Windows 10 with the October 2022 update or later), Android 10 or later, and Wi-Fi on both devices among Phone Link’s basic requirements. See Microsoft’s Phone Link requirements for current details. Some features require a supported phone or additional app versions.

2. Check Wi-Fi, accounts, and power settings
- Connect the PC and phone to the same Wi-Fi network, and make sure both are powered on.
- Turn off airplane mode on Android and battery saver on both devices while testing.
- Confirm Phone Link on the PC and Link to Windows on the phone use the same Microsoft account.
- Check that Android battery optimization is not restricting Link to Windows. If necessary, exempt the app using the battery settings available on your Android version; menu names vary by manufacturer and software version.

3. Check whether the network blocks local communication
If both devices are on the same Wi-Fi but still cannot connect, temporarily test without a VPN or firewall rule that may block local device communication. Public or workplace networks can prevent devices from reaching one another; ask the network administrator if you are on a managed network. A router setting called Wireless Isolation or AP Isolation can also block communication between devices on the same Wi-Fi.

4. Update both apps and check permissions
Install available updates for Phone Link in Windows and Link to Windows on Android. Check that Phone Link is allowed to run in the background and that the permissions relevant to the feature you are using—such as notifications—are enabled. Exact Android settings vary by device.
5. Reset or pair the connection again
Try these escalation steps only after the basic checks. Resetting or unlinking means you will need to set up the connection again.

- In Phone Link, turn the relevant feature off and back on, if available.
- Force-stop Link to Windows on the phone, then reopen it.
- Unlink the phone and PC in the apps, then follow the pairing process again.
- If the issue persists, reset Phone Link in Windows and establish the link again. Follow Microsoft’s current reset and relinking instructions, since Windows settings labels can change.
Choose the right method for file transfer

For Bluetooth file transfer, use Windows’ Bluetooth file-transfer option rather than trying to repair Phone Link. Microsoft describes it as a nearby-device way to move files, including between Windows and Android, without internet or a cable: send and receive files over Bluetooth in Windows.
Phone Link also offers file-sharing features on eligible devices. Microsoft lists Windows 11, Android 10 or later, Link to Windows version 1.24032.518.0 or later, and Phone Link version 1.24032.156.0 or later for its file-sharing feature; support and limits can change. Its current file-sharing support page notes that folder drops are unsupported and only one drag-and-drop operation can be underway.

When the problem is a wired USB connection
Phone Link’s Wi-Fi troubleshooting does not diagnose USB file access. Android USB modes, cable requirements, and Windows driver behavior can differ among phone brands and models. Use the phone manufacturer’s instructions for selecting a file-transfer mode and resolving a wired connection; do not assume that resetting Phone Link will fix USB access.
When a Phone Link feature is missing
Basic Phone Link requirements do not guarantee every feature works on every phone. Functions such as Phone screen are limited to supported Android devices and markets. Check Microsoft’s requirements and supported-feature information before troubleshooting a feature your device may not offer.
