Set @page { size: A4; margin: ... }, put print-only changes in @media print, and let variable content flow onto as many A4 pages as it needs. Use break-inside: avoid only for short units that should stay together. If the requirement is exactly one sheet, define what can be limited, omitted, compacted, or reformatted; CSS cannot make unlimited data fit without one of those decisions.
Choose the output contract before writing CSS
“A4 page” can describe two different products. They need different implementation rules:

Make this decision part of the product specification. A generated invoice, report, or form usually needs the first contract. A shipping label, certificate, or single-page summary may need the second.
Set the A4 page and print-only rules
@page describes the page box used by paged output. It is not a rule for the ordinary, continuous screen viewport. Keep screen styling and print styling separate so the same document remains usable in a browser.

The size declaration selects A4 and orientation; the margin reserves printable space around the content. The print media query removes controls that have no place on paper. Keep the overall document and long components splittable. A browser or PDF engine can then paginate the changing data instead of clipping it inside an artificial rectangle.
For a screen preview that resembles a sheet, style a separate preview container. Do not use that preview’s fixed height as the authority for printing. The print rule is the authority for the output page.
Render dynamic data as normal document flow
Dynamic rows should be generated into semantic HTML, not positioned at fixed coordinates. A fixed height, absolute positioning, or a canvas-sized to one sheet makes the layout fragile as soon as a title wraps, a value grows, or an optional field appears.
- Generate the complete data set. Render records, headings, and totals in document order. If a server template is used, loop over the records there; if the browser generates them, populate the DOM before the user prints.
- Use natural block and table layout. Let paragraphs wrap and let tables grow vertically. Avoid setting a page-sized
heighton the main content. - Separate controls from content. Put filters, navigation, refresh buttons, and export controls in elements that can be hidden by
@media print. - Keep the print DOM deterministic. Wait for asynchronous data, images, and fonts to finish before opening the print dialog or requesting a PDF.

Escape untrusted values in your template or DOM API; the example uses trusted demonstration data. If records can contain very long notes, leave the containing section splittable even though each short card is marked as avoid-break.
Control where pagination happens
Keep short, coherent units together
break-inside: avoid is a preference for keeping an element together. It is useful for a compact address block, a short record card, or a signature area. It is not a command to squeeze an oversized element onto one page. A component taller than the available page may still split or overflow according to the renderer.
Use the modern break-inside property in new CSS. The older page-break-inside property is deprecated, although browsers retain it as a compatibility alias. Do not blanket every element with avoid-break: doing so can create large blank areas or force an awkward overflow.
Allow long text and tables to split
Long paragraphs, result sets, and audit tables should be allowed to fragment. A table that cannot fit on the remaining space should continue on the next page rather than being clipped. Keep row content concise where possible, and avoid placing a giant nested component inside a single “keep together” wrapper.

Use intentional breaks sparingly
Insert a deliberate page break only at a meaningful document boundary, such as a new report section. Pagination controls influence fragmentation; they do not turn unlimited content into one-page content. Test the result after every change because a small font, margin, or wording change can move a break.
Prevent orphaned headings
Place a heading with the first part of its section in a wrapper that can stay together, or use a small heading-and-introduction block with break-inside: avoid. Do not wrap the entire long section in that rule, or a renderer may have nowhere sensible to break.
When the requirement is exactly one A4 sheet
A one-sheet promise must specify a policy for data that exceeds the available area. Choose one or combine several of these options:
- Cap the data. For example, show the first N records and provide a separate full report.
- Omit lower-priority fields. Decide in advance which metadata, notes, or decorative elements may disappear.
- Use a compact layout. Replace repeated labels with a table, reduce spacing, or place related values in columns while keeping text readable.
- Change orientation where supported. Landscape can help a wide table, but it does not create more vertical capacity and mixed-width pages should be checked in the target renderer.
- Reduce type and spacing within a defined minimum. Set a lower bound that remains legible instead of continuously shrinking until the output is unusable.

CSS cannot infer which information your business considers safe to discard. That is a product decision, not a pagination trick.

Browser printing versus a controlled PDF pipeline

In either path, treat @page and print CSS as the contract, then inspect the actual PDF or print preview. The CSS Paged Media specification is a Working Draft, and support for individual paged-media features can vary between devices and engines. A broadly available @page baseline is not a guarantee for every descriptor or output device.
Test representative content, not just the happy path
- Short case: one small record, no optional fields, and a single image.
- Typical case: the normal record count, wrapped headings, and ordinary notes.
- Worst case: the maximum expected count, very long text, missing values, large images, and the longest labels.
- Boundary case: content that ends a few pixels before and after a page boundary.
Run each case in the browser and, if applicable, the PDF engine used in production. Check page size, margins, repeated headers, clipping, unexpected blank pages, font substitution, image loading, and whether controls are absent. Also check the print dialog’s paper selection and scale; a browser can override otherwise-correct CSS when the user chooses a different paper size or fit mode.
Troubleshooting common failures

Operational considerations for generated reports
Performance
Large DOM trees, high-resolution images, and thousands of table rows increase layout and PDF time. Paginate data at the application level when a full export is unnecessary, and keep images at a resolution appropriate for the intended output. Avoid repeatedly measuring and rewriting the whole document while records are being added.
Reliability
Pin the browser or PDF engine used for automated output, load the same fonts in every environment, and wait for network resources before capture. Keep a regression set containing short, typical, worst-case, and page-boundary documents. Recheck it whenever CSS, fonts, renderer versions, or data schemas change.

Does an A4 @page rule change the on-screen layout?
No. It applies to paged output such as printing or PDF generation. Use ordinary screen CSS, or a separate preview container, for the continuous browser view.
Can I guarantee identical pagination on every printer?
No. Printer settings, browser engines, fonts, and PDF renderers can vary. Validate the exact browser or rendering pipeline you support and treat other devices as best-effort.
What should happen when one record is taller than a page?
Let that record split or define a business rule to shorten it. break-inside: avoid is only a preference for compact elements and cannot make an oversized block fit.
