Choose a coding or software-skills platform by testing whether learners can demonstrate the abilities you need—not by counting courses or features. Define the target skills first, then check learning evidence, curriculum fit, real learner and instructor workflows, accessibility, integration, data protection, security, AI controls, and the full cost of implementation and exit. No available evidence establishes one platform as the best choice for every school, college, or workforce program.
1. Define what learners must be able to do
Write down the learners, their starting skill level, the languages or frameworks they need, and the outcomes the course should produce. Make outcomes observable: for example, can a learner solve a relevant problem, debug code, explain an approach, or build or modify a project?
Separate demonstrated ability from course completion. Ask the vendor for evidence supporting its specific learning claims, then inspect the actual assessment tasks, scoring rubrics, and feedback learners receive. A completion badge alone does not establish that someone can apply a skill.
UNICEF’s 2024 EdTech for Good Framework 2.0 treats educational soundness, transparency, safety, suitability, and accessibility as parts of responsible EdTech assessment. Its evidence portfolio considers who is behind a product, what it is intended to do, and whether it is suitable for educational use. That is a useful way to structure questions about a vendor’s claims; it is not comparative evidence that a particular coding platform improves outcomes.

2. Check curriculum and competency fit
Map the platform’s sequence, practice activities, projects, and assessments to your curriculum, standards, or job-role framework. Look for gaps as well as overlap: a platform can cover the right subject area but still omit the level, language, framework, or practical task your learners need.
The European Commission’s guidance for digital education content offers a useful cross-check: curriculum alignment and pedagogical relevance, learning impact and assessment, engagement, accessibility and inclusion, legal compliance and copyright, reliability and security, and technical compatibility. These are general digital-resource criteria, not a coding-specific ranking.
If your organization needs competencies, standards, rubrics, or performance-task criteria to move between systems, ask whether the vendor supports 1EdTech CASE 1.1 and which data it exchanges. The CASE specification describes machine-readable exchange of those materials across K–12, higher education, and workforce contexts. Its stated goal is “to replace the current ways of documenting a learning standard and competency, typically a PDF or HTML document, by a method that is both human and machine-readable.” CASE support does not, by itself, guarantee all the integrations you need.

3. Run a realistic learner-and-instructor demonstration
Do not rely on a slide presentation or a prepared vendor walkthrough. Give a learner and instructor realistic tasks, using the kinds of devices, accounts, and network conditions expected in your setting. Observe where they hesitate, need help, or cannot complete the task.

- Instructor: Assign work, review learner progress and code, respond to a misconception, and identify who needs help.
- Administrator: Set up a class or cohort, manage access, and retrieve the reports needed for the program.
For the coding environment, inspect the editor and runtime, supported languages and environments, debugging experience, automated feedback, and project workflow. Check whether feedback helps learners understand and improve their work or merely reports that a response passed or failed. Treat these as evaluation prompts for your program, not as a universal feature checklist: the right workflow depends on the skills and teaching model you require.
4. Test accessibility and inclusion in the actual workflows
Try the platform with the accessibility needs present in your learner population. Test keyboard-only navigation, screen-reader use, zoom and reflow, captions where relevant, and the coding editor and feedback—not just the landing page. Request current accessibility documentation and verify the tasks learners and instructors must perform. A marketing statement or seal is not a substitute for checking those workflows.

The European Commission guidance explicitly includes accessibility and inclusion among its quality criteria. U.S. federal buyers should determine which Section 508 provisions apply to their procurement of web-based software. Buyers in other jurisdictions should identify the applicable local requirements rather than assuming one jurisdiction’s rules apply everywhere.
5. Verify integrations, data exchange, and portability
List the systems the platform must work with, then verify each connection and the data it actually transfers. Depending on your environment, that may include single sign-on, roster or course synchronization, an LMS, SIS or HR system, grade and assessment exports, reporting APIs, or learner-data export.
Ask vendors to name the supported standard and version, explain the scope of the exchange, and provide evidence for any certification claim. 1EdTech says certification testing is available and identifies its TrustEd Apps Directory as a listing of products that passed certification testing. Verify the vendor’s current listing and the specific standard or version; a broad statement that a product is “compliant” is not enough. CASE addresses competency and standards exchange, not every connection in this list.

Request a sample export or exit demonstration before signing. Confirm which learner records, work products, assessment results, and other data can be returned, in what format, and whether the export is usable in a transition to another supplier.

Ask for documents and specific answers, not assurances. Review the data the platform collects, why it is collected, who can access it, where it is stored, how long it is retained, and how it is deleted. Include security and safeguarding in the same review, especially when children or other vulnerable learners use the service.
- Data protection: Request a data map, purposes and lawful basis where applicable, controller and processor roles, subprocessor list, storage locations and transfers, retention schedule, deletion process, and backup handling.
- Security: Ask about authentication, encryption, audit logging, breach procedures, and independent security evidence. Confirm how incidents will be reported and handled under your contract and applicable rules.
- Safeguarding: Identify how the product handles learner-to-learner and learner-to-staff interactions, reporting, moderation, and access controls where those features are present.
- AI features: Ask what each feature does, what learner inputs it processes, whether those inputs are used to train models, how outputs are moderated, how inaccuracies and bias are addressed, and what staff controls are available.
For UK schools, Department for Education guidance recommends data protection by design and default: collect only data needed for a defined purpose and disable non-core features by default. It advises involving the data protection officer early and completing a DPIA when processing is likely to create high risk. The guidance also addresses lawful basis, roles, subprocessors, AI use, child safety, data location and transfers, retention and deletion, portability, security, and end-of-contract exit. These are UK school recommendations; buyers elsewhere must check their own legal requirements.

7. Compare options with a common scorecard
Use the same criteria and evidence standard for each candidate. Set mandatory pass/fail gates first for legal, security, accessibility, and curriculum requirements; only then score preferences. Weight the criteria for your own setting rather than treating all dimensions as equally important.

Record what was demonstrated, what was only documented, and what remains unknown. Apply the same test to every vendor, and do not award a high score for an unsupported claim. No comparative platform results, prices, or learning-outcome statistics are established by the sources cited here.
8. Plan for ongoing oversight and exit
Before procurement, assign contract owners and set review dates. Agree what happens if a platform update changes data processing or adds a feature, particularly an AI feature. Put data return, deletion confirmation, backup and archive handling, portability, and an orderly supplier transition into the procurement plan and contract. UK Department for Education guidance specifically includes portability and end-of-contract exit considerations for schools.
UNICEF reports that Framework 2.0 built on experience evaluating more than 1,400 EdTech tools and a review incorporating over 900 inputs from 141 organizations across 60 countries. Those are figures about developing the framework, not results for coding platforms or evidence of improved learning outcomes.
