There is no universally best AI model established by the available evidence. To choose a tool, test it on the work you actually need done: define success and failure, compare candidates on the same realistic examples, and weigh output quality against practical constraints such as cost, speed, privacy, and review effort.
1. Define the task and the cost of failure
Describe the job in concrete terms before opening a model comparison page. Record what goes in, what the tool must produce, who will use the result, and what happens if it is wrong or incomplete. An AI tool used to brainstorm email subject lines has different stakes from one that summarizes medical records or classifies financial documents.
Choose the trustworthiness dimensions that matter for this use. Depending on the task, these may include accuracy, reliability, robustness, privacy, security, explainability, safety, or bias. NIST cautions that measurement depends on the system’s operating context and that trustworthiness characteristics can involve tradeoffs; not every characteristic matters equally in every setting. 2. Decide what a successful result looks like
Write observable pass criteria before testing. Depending on the job, success might mean facts match a trusted reference, every required field is present, output follows a specified format, a workflow step completes correctly, or a person can review and edit the result within an acceptable amount of time.

Separate must-haves from preferences. For example, a result that is fast but misses required fields may be unusable, while a slightly slower result may be acceptable if it is accurate and easy to check. OpenAI’s evaluation best practices recommend setting the objective before collecting examples and choosing metrics suited to that objective.
3. Build a representative test set
Use examples that resemble the inputs the tool will encounter in real use. Include ordinary cases as well as edge cases that could expose important failures: ambiguous wording, missing information, unusual formats, or inputs that require the system to say it cannot determine an answer.

Depending on the task, examples can come from domain experts, human-curated material, historical work, or production data where its use is lawful and appropriate. Keep sensitive information protected, and do not assume a convenient set of examples represents the full range of actual use. OpenAI’s guidance emphasizes representative data and warns that biased datasets can undermine evaluation.
4. Compare candidates under the same conditions
Give each candidate the same test cases, instructions, and available tools. If you change the prompt, retrieval sources, or allowed tools for one candidate, you are comparing different setups rather than models alone. Record enough detail about each run—such as the model or service, prompt, date, and tool configuration—to make the result interpretable and repeatable.

If the deployed product is a workflow, evaluate the whole workflow as well as its parts. The model may not be the only source of a good or bad result: retrieval, model selection, tool choice, tool arguments, and the final response can all affect the outcome. A model that performs well in a standalone prompt may not be the best fit for an application that depends on several connected steps.
5. Score the dimensions that matter
Use automatic checks when a result can be compared reliably against a reference—for example, required fields or exact formatting. For open-ended qualities, retain human review. Automated graders can help with scale, but compare their judgments with human assessments so you know whether the grader itself is dependable.

Do not reduce the decision to a single quality number if the real choice involves competing needs. Compare the dimensions relevant to your task:
- Correctness and completeness: Are answers accurate, supported, and finished to the required level?
- Consistency and robustness: Does performance hold across ordinary inputs and important edge cases?
- Speed and total cost: Does the tool fit the response time and operating budget the task allows?
- Privacy, security, safety, and fairness: Are the risks acceptable for the data and people involved?
- Review effort: Can a person detect and correct errors efficiently?
- Workflow fit: Does the tool work with the systems, access needs, and processes the user must rely on?
Weight these dimensions according to the consequences of the task. NIST describes trustworthiness as context-dependent and notes that tradeoffs may be involved; its guidance does not imply one universal composite score that fits every use.

6. Treat leaderboards as a shortlist, not a verdict
Benchmarks can help identify candidates worth testing, but a leaderboard result does not establish that a model will be best for your workflow. Scores can depend on the test items and system setup, and performance on a fixed benchmark may not carry over to related tasks.
NIST AI 800-3, published in February 2026, analyzes 22 API-access frontier LLMs on 3 popular benchmarks using a generalized linear mixed model. Those counts describe that study, not the full AI market or coverage of every kind of work. The paper distinguishes accuracy on a fixed benchmark from generalized accuracy across related items and explains why gains on one benchmark need not mean gains on similar tasks. Read the NIST AI 800-3 paper for its scope and findings.
For broader comparison, Stanford CRFM’s HELM repository describes a framework for standardized benchmarks, cross-provider model access, and metrics beyond accuracy, including efficiency, bias, and toxicity. Its README says HELM entered maintenance mode on June 1, 2026, so check the repository’s current status before relying on it as an actively maintained resource.
7. Re-evaluate when the system changes
Keep useful examples of both successes and failures, and rerun them when you change the model, prompt, tools, retrieval setup, or application. Add new cases as you learn how the tool behaves in practice. Evaluation is an ongoing activity, not just a one-time launch check; a passing result today does not guarantee that a changed system will still meet the same criteria.

The same guide states that its Evals platform will become read-only for existing users on October 31, 2026, and is scheduled to shut down on November 30, 2026. These are dated service-status details; verify them on the live OpenAI evaluation guidance before planning around that platform.
