Evaluate an AI tool against a specific business task, using the same representative cases and conditions for every candidate. Set success measures and unacceptable failure modes before a vendor demo; test performance, risks, operating costs, and human-review needs; then pilot with clear oversight and stop conditions. A polished demonstration is not evidence that a tool is suitable for your workflow.

1. Define the job and the decision

Start with the work, not the product. Write a short use-case brief that makes clear what the AI would do and what decision you are making: whether to adopt, which candidate to choose, or whether the task should remain manual or use a non-AI alternative.

  • Workflow: Where would the tool fit, and what happens immediately before and after it?
  • People: Who would use the tool, rely on its output, review it, or be affected by an error?
  • Current method: How is the task handled now, and what does that method do well or poorly?
  • Desired outcome: What measurable change would make adoption worthwhile—for example, fewer errors, faster completion, or more consistent handling?
  • Failure boundary: Which mistakes, delays, omissions, or disclosures would be unacceptable?

Choose measures before comparing products. A useful measure reflects the actual workflow, not a vendor’s preferred demo task. For instance, a support-drafting tool might be assessed on whether a reviewer can produce an accurate, policy-compliant response with less effort—not just whether its draft reads fluently.

2. Map the data, impact, and failure path

Trace what enters the system, what it returns, and what people do with the result. Identify sensitive or regulated information, systems the tool connects to, who can see outputs, and whether inputs or outputs could be retained or reused. Consider both routine use and cases in which the tool is wrong, unavailable, or misused.

Write down the consequence of a bad result for each affected group. A low-impact formatting error and an incorrect recommendation that influences access to a service are not equivalent, even if both count as errors. The likely consequence should determine how much testing, human review, and approval the workflow needs.

  • Can a person catch and correct a mistake before it affects someone?
  • Could an output expose confidential information or be mistaken for an authoritative decision?
  • Who is responsible for resolving a disputed or harmful output?
  • What is the fallback if the tool or its supplier is unavailable?

3. Compare candidates using the same criteria

For each candidate, use the same task examples, input conditions, and review rules. Record evidence as well as scores: a single rating can hide why a tool performed well or poorly. Set priorities for your own context; there is no universal weighting that makes one AI tool best for every business.

Evaluation area Questions to answer Evidence to record
Task results Does it complete the defined task? How severe are errors, and are results consistent? Success against your measures; error types and consequences; variation across cases.
Reliability and resilience How does it handle unusual inputs, interruptions, or unavailable services? Failures, recovery behavior, availability information, and fallback performance.
Data and privacy What information is sent, retained, or reused? Who can access it? Documented data practices, access controls, retention terms, and privacy review findings.
Security and supplier transparency What security controls and third-party dependencies are disclosed? What commitments are contractual? Supplier answers, contract terms, assurance evidence, and identified gaps.
Fairness and impacts Who benefits from the tool and who bears the cost of errors? Do outcomes differ across affected groups? Relevant group-level results, impact concerns, and any limits in the available evidence.
Explainability and accountability Can users understand limitations, challenge outputs, and identify who owns the decision? User guidance, escalation routes, decision ownership, and review requirements.
Operational fit Can it integrate with the workflow? What training, support, oversight, and exit options are needed? Implementation needs, human-review effort, support arrangements, and replacement or exit plan.
Total decision value Do expected benefits justify implementation, oversight, and risk-management work? Benefits and burdens for this use case, with assumptions and trade-offs stated.

Do not let a strong average score conceal a critical weakness. If a candidate fails a non-negotiable safety, privacy, or workflow requirement, record that as a disqualifying issue rather than offsetting it with strengths elsewhere.

4. Test with representative work before rollout

A credible evaluation uses cases that resemble the work employees will actually send to the tool. Include ordinary examples, edge cases, and known failure cases. If errors could affect different groups differently, include cases that let you examine those differences where appropriate and lawful.

Build and document the test set

Use examples that reflect the range and difficulty of the intended task, not just easy successes. Remove or protect sensitive information unless the test environment and approvals permit its use. Keep a record of the cases, test conditions, tool version or configuration, evaluation method, and who reviewed the results.

Run comparable evaluations

Give each candidate equivalent tasks and conditions. Apply the same success criteria and review standard, and note where a result required a human correction. Measure not only whether an output is acceptable but also the severity of errors, consistency, review effort, and behavior when the tool cannot safely complete a task.

Turn findings into operating limits

Record what the tool did well, where it failed, and which tasks or inputs should be excluded. Specify when human review is mandatory, what users should do when uncertain, and how failures should be escalated. NIST’s Generative AI Profile recommends iterative, documented testing, evaluation, verification, and validation (TEVV) early in the lifecycle, with representative AI actors involved; it is useful guidance for generative-AI evaluations, not a universal pass/fail test. 5. Review the supplier, contract, and data terms

For a third-party tool, especially a generative AI service, evaluate the supplier as part of the system. Ask for concrete, written answers about how the service handles your information and what evidence supports its security and performance claims.

  • Data handling: What is collected, where is it processed, how long is it retained, and can it be used to improve or train services? What controls govern deletion and access?
  • Security and dependencies: What security practices, incident procedures, and third-party components are relevant? What assurance reports or software bills of materials are available?
  • Service commitments: What availability, support, change-notification, and incident terms are in the agreement? What happens if the service changes or is discontinued?
  • Intellectual property: Could submitted material or generated output create ownership, confidentiality, or infringement concerns for your use?
  • Assurance and transparency: Can the supplier explain relevant limitations and provide evidence applicable to your use case?

Ask your security, privacy, legal, and procurement teams to review the terms against the actual data and workflow. Which laws apply depends on jurisdiction, industry, use case, and data type; a general framework cannot determine your organization’s legal obligations. NIST’s Generative AI Profile discusses third-party considerations, while the AI RMF Playbook includes acquisition and procurement actions such as service-level agreements and assurance evidence. Select controls proportionate to the system and its context.

6. Pilot with oversight, then monitor changes

A pilot lets you observe the tool in a controlled part of the real workflow before expanding use. Define its scope and duration, who may use it, what data is allowed, and which outputs require review. This is a practical way to apply lifecycle and iterative-testing guidance, not a one-size-fits-all NIST requirement.

Set controls before the pilot starts

  • Name a business owner and an operational contact for issues.
  • Specify mandatory human review, escalation routes, and a safe fallback process.
  • Set stop conditions—for example, a serious privacy or safety incident, repeated failure against a critical measure, or an unexpected change in data handling.
  • Tell pilot users what the tool may and may not be used for, including how to report errors.

Monitor the live workflow

Track the measures that matter to the use case, such as error patterns, corrections, incidents, service interruptions, and review effort. Reassess when the model, supplier, data, configuration, or workflow changes materially; results from one version or setup do not automatically establish suitability for another. The NIST Generative AI Profile includes monitoring and incident-response considerations.

7. Keep a decision record

Document enough for another decision-maker to understand why the tool was approved, restricted, rejected, or sent back for further evaluation. A concise record should include:

  • Use case, workflow, affected people, owner, and intended users.
  • Success measures, unacceptable failures, and evaluation criteria.
  • Candidates considered, test cases and conditions, results, and evidence sources.
  • Known limitations, unresolved risks, trade-offs, and required human oversight.
  • Supplier and contract findings, approval conditions, pilot scope, stop conditions, and fallback.
  • Monitoring measures, incident contacts, and triggers for reassessment.

Keep the record current as the deployment changes. NIST’s AI RMF Playbook provides suggested actions and documentation guidance organized around Govern, Map, Measure, and Manage.

How NIST’s AI Risk Management Framework fits

The NIST AI Risk Management Framework (AI RMF) 1.0 is voluntary guidance, released January 26, 2023, to support risk management across AI design, development, use, and evaluation. NIST describes the framework as under revision; check its current status before relying on a particular version. It is not a legal certification or a substitute for organization-specific legal, security, and procurement review.

NIST identifies trustworthiness characteristics including validity and reliability, safety, security and resilience, accountability and transparency, explainability and interpretability, privacy enhancement, and fairness with harmful bias managed. The relative importance of those characteristics depends on context, and trade-offs may arise. The AI RMF FAQs explain this context-dependent approach. NIST’s TEVV-Athlon announcement, dated August 7, 2026, describes an adaptable framework for assessing AI systems and identifies business decision-makers and procurement specialists among its audiences. Its announced public-input deadline was October 6, 2026, which has passed.
