Do not treat a provider’s general safety statement or benchmark score as proof that a model is safe for your organization. First define the task, users, deployment conditions, potential impacts, and acceptable risk. Then ask for evidence that tests the specific model and configuration in conditions close to your intended use—and plan to monitor it after launch.

Start with the use case and the risks that matter

A model is not simply “safe” or “unsafe” in the abstract. Its suitability depends on what it will do, who will rely on it, how it is integrated, and what happens when it fails. A model used to draft internal notes has a different risk profile from one used to recommend consequential actions about people.

Before reviewing a provider’s claims, write down:

  • Task and workflow: What decisions or outputs will the model support? Will people review its work, or can it trigger actions directly?
  • Users and affected people: Who operates the system, and who may be affected by its outputs?
  • Deployment conditions: Which model version, configuration, prompts, tools, connected data, languages, modalities, and operating environment are planned?
  • Potential impacts: What harm could an incorrect, biased, insecure, or misleading output cause? How severe and reversible would it be?
  • Risk tolerance and obligations: What residual risk can your organization accept, and what legal, regulatory, contractual, or sector-specific requirements apply?

NIST’s voluntary AI Risk Management Framework (AI RMF) organizes risk work around governing, mapping, measuring, and managing. Its Map function calls for defining the business context and risk tolerance. Use the framework as a planning aid, not as a substitute for checking requirements that apply to your organization. NIST says the AI RMF is being revised; consult its current overview for status.

What does a safety claim actually cover?

Ask the provider to state the claim precisely. “Tested for safety,” for example, is incomplete unless you know what system was tested, what risks and scenarios were included, what counted as a failure, and how results relate to your deployment.

Trustworthiness includes multiple dimensions. NIST identifies validity and reliability, safety, security and resilience, accountability and transparency, explainability and interpretability, privacy, and fairness. These dimensions can involve tradeoffs; NIST cautions that addressing them one at a time does not, by itself, ensure trustworthiness. Decide which dimensions are material to your context and examine how they were assessed. See the NIST AI RMF FAQs for its explanation.

Ask for auditable evidence, not just a score

A benchmark result is useful only when you can interpret what it measures and whether it applies to your planned use. Request the underlying evaluation details and connect each claim to an artifact, such as a test plan, results report, limitation statement, or operational control.

  • System identity: Which exact model version, configuration, tools, integrations, and other system components were tested?
  • Scope: Which intended-use scenarios and foreseeable misuse cases were included? Which were excluded?
  • Test data and conditions: What datasets, populations, languages, modalities, prompts, and operating conditions were used? How representative are they of your deployment?
  • Methods and measures: Which metrics and evaluation tools were used, why were they selected, and what uncertainty or measurement limits apply?
  • Results and comparison: What failures were observed? What does any benchmark comparison establish—and what does it not establish about your setting?
  • Independence and data controls: Were test data held out or sequestered? Was an independent reviewer involved? What conflicts, dependencies, or possible train/test contamination should you understand?
  • Limits and response: What generalization limits and residual risks are documented? How does the system fail, and what human controls, escalation routes, and incident processes apply?
  • Operations: Who monitors performance and risk after launch, how often is the system re-evaluated, and who can act on the results?

NIST’s AI RMF Core recommends documenting test sets, metrics, tools, and results, and assessing relevant characteristics such as validity, reliability, safety, security, privacy, and fairness. It also includes deployment-like assessment and monitoring among its Measure outcomes. Consult the AI RMF Core for the framework’s current outcomes.

Judge whether the evaluation matches your deployment

Evaluation quality is about more than the number of tests. Look for a clear match between what was tested and what you intend to deploy. A result from one version, language, population, workflow, or configuration may not carry over to another.

  • Task fit: Does testing cover the actual job the model will perform, rather than a neighboring or easier task?
  • Population and coverage: Do the test cases reflect the people, languages, inputs, and edge cases likely to occur in your setting?
  • Workflow fit: Was the model assessed with the same tools, data access, human review, and permissions planned for production?
  • Failure relevance: Were failures examined for their likely impact, not only counted as aggregate scores?
  • Reproducibility and independence: Are the methods and results documented well enough to scrutinize, and is there reason to trust the evaluation’s independence?

Independent review can help expose internal bias or conflicts of interest. NIST’s Artificial Intelligence Technology Evaluation (AITE) overview describes an example approach that uses blind data in a sequestered test environment, along with common data, metrics, and scoring, to support comparable measurements and reduce train/test contamination. Include generative-AI risks where relevant

For generative AI, assess the system across its lifecycle rather than focusing only on a model’s headline performance. NIST’s Generative AI Profile, NIST AI 600-1, was released on July 26, 2024, as a profile adapting the AI RMF to generative AI. It discusses risks and suggested actions across lifecycle stages, with particular attention to governance, content provenance, pre-deployment testing, and incident disclosure. Use it to inform questions about your own system and deployment; it does not establish that a particular model is safe for your use. Read the NIST AI 600-1 profile.

Make adoption conditional on controls and follow-up

Pre-deployment testing is a starting point, not a permanent assurance. Model behavior, system components, users, threats, and the consequences of use can change. Define who is accountable for monitoring and what happens when evidence shows that performance or risk has shifted.

  • Set human oversight: Specify when a person must review outputs, what expertise or authority they need, and when they must not rely on the model.
  • Define escalation and incident handling: Give staff a way to report harmful or unexpected behavior, assign an owner to investigate, and document how incidents are handled.
  • Monitor in production: Track the risks and outcomes that matter for the use case, with a process to investigate patterns and act on them.
  • Re-evaluate after changes: Trigger reassessment when the model, configuration, connected tools or data, workflow, user population, or operating context changes.
  • Plan to constrain or stop use: Decide in advance how to limit functionality, add safeguards, roll back a change, or suspend deployment if risk exceeds tolerance.

Record gaps in the provider’s evidence instead of silently treating them as passed checks. Depending on their significance, request additional testing, limit the use, add controls, or defer adoption. NIST’s Measure and Manage functions provide a voluntary structure for connecting evaluation, monitoring, and risk response.
