Evaluate AI agent tools against the work your agent must do, not a vendor’s feature list. First identify whether a product provides orchestration, a managed runtime, observability, evaluation, prebuilt agents, or some combination. Then run the same representative workflow through your finalists and compare control, quality, operational fit, safety, and total cost.
What kind of AI agent platform are you evaluating?
“AI agent development platform” can describe different layers of a system. A framework that helps developers coordinate tool calls is not automatically comparable to a hosted runtime or an evaluation service. The OECD’s 2026 report, The agentic AI landscape and its conceptual foundations, distinguishes categories including memory and data management, orchestration and frameworks, observability, monitoring and security, and out-of-the-box agents. It cautions that its landscape is indicative, not exhaustive.

A product may cover several rows, while another may provide only one capability. Compare like with like, or assess each product as one component of the system you intend to operate.
How do I evaluate AI agent platforms against my workflow?
Write down a representative task before opening a feature checklist. Include the agent’s inputs, expected result, available tools, decisions it must make, and actions that require human approval. Use that same task with each candidate so differences in results are less likely to come from differences in the test.

Check workflow and developer control
- Can developers define the tools the agent may call, the conditions for routing, and how work passes between agents or steps?
- Can you inspect and control state, retries, timeouts, and error handling in ways that fit your codebase?
- Can you put approval boundaries around consequential actions, and is it clear which component enforces them?
- Which behavior comes from your application or framework, and which depends on a hosted service?
Run normal cases and failure cases. For example, test what happens when a tool returns incomplete data, an API times out, or an agent proposes an action that should require approval. A polished happy-path demonstration does not show whether your team can diagnose or safely handle these conditions.
Check models, languages, frameworks, and portability
Confirm that the product supports the models, programming languages, frameworks, and APIs your application needs. Then test the actual workflow and data path: a list of connectors alone does not establish that components are interchangeable or that moving to another model or service will be straightforward.
- Try a required model and a realistic tool integration, not just a sample configuration.
- Find out which parts of prompts, state, tools, traces, and evaluation data can be exported or reused elsewhere.
- Identify dependencies on provider-specific services and estimate what a change of model, runtime, or observability vendor would require.
How should I test an AI agent before production?
Use two complementary kinds of evaluation: inspect traces to understand individual failures, then run a repeatable dataset to compare changes. OpenAI’s official guide, Evaluate agent workflows, distinguishes trace grading for debugging from repeatable dataset and evaluation runs for comparisons over time.

Start with trace inspection
A trace records the steps of a particular run. OpenAI documentation describes a trace as “the end-to-end record of model calls, tool calls, guardrails, and handoffs for one run.” Check whether the product lets your team follow a failed task through the relevant model calls, tool inputs and outputs, handoffs, guardrails, and errors. A trace is useful for explaining what happened in that run; by itself, it does not show whether a change improves performance across a broader set of tasks.

Build a representative evaluation set
Create a dataset from tasks the agent is expected to handle, including ordinary cases, edge cases, and cases where it should decline or ask for help. Run the same dataset when you change prompts, routing, models, tools, or implementation. Choose measures that reflect the risks and purpose of your agent, such as:
- Whether the task was completed to the required standard.
- Whether the agent selected the right tool and supplied appropriate arguments.
- Whether it followed instructions and respected approval boundaries.
- Whether its answer was grounded in the information it was allowed to use.
- Whether it responded safely to disallowed requests, missing information, or tool failures.
Do not reduce quality to one aggregate score if a serious failure in one dimension would make the release unacceptable. Review individual failures as well as overall results, and decide in advance which regressions block deployment.

What should I look for in observability and production operations?
Check whether production records give the team enough context to investigate a slow, incorrect, or unsafe run. Useful trace details may include model calls, tool inputs and outputs, handoffs, guardrails, errors, latency, and custom spans. Also examine retention, access controls, export options, integrations, and how sensitive prompts and outputs are handled.
Vendor documentation describes different implementation approaches rather than a head-to-head ranking. OpenAI documents tracing built into its SDK. Google Cloud’s Observability for AI agent developers discusses OpenTelemetry and storing multimodal prompts and responses separately in Cloud Storage. Microsoft’s Observability in Generative AI – Microsoft Foundry documents OpenTelemetry-based distributed tracing integrated with Azure Monitor. Check how each approach fits the telemetry and incident tooling your team already uses.
Observability needs continue after launch. Google Developers Blog states: “Agent quality must be measured during development against the cases you wrote, and after launch against the tasks the agent actually performed.” Google’s announcement on evaluation in Gemini Enterprise Agent Platform describes online monitoring and drift alerts; Microsoft Foundry documentation describes continuous and scheduled evaluation. Treat these as documented capabilities to verify in the specific product, configuration, and region you plan to use.

How do I evaluate agent safety and governance?
Map controls to what the agent can actually do and the consequences of a mistake. Verify tool restrictions, approval requirements for consequential actions, red-team testing, incident review, and post-launch monitoring. A listed safety feature is a capability to investigate, not proof that an agent built with the product is safe in your deployment.
Public disclosure is uneven. In its study of 30 agentic systems, the AI Agent Index research team reported in a 2026 paper on the 2025 AI Agent Index that 135 of 240 safety-related fields had no information available; 25 of the 30 studied systems disclosed no internal safety results, and 23 of 30 had no information about third-party testing. These are findings about that study’s sample, not rates for all platforms. Use them as a reason to ask vendors for specific evidence, not as a score for any individual product.

Validate deployment details for the configuration you intend to run. Confirm supported regions and runtime options, where prompts, outputs, traces, and evaluation artifacts are stored, how long they are retained, and which identity and network controls apply. Check that the platform fits your operational integration needs, including the systems your team uses for monitoring and incident response.

Estimate recurring costs for the whole workflow, not just model inference. Include platform or runtime charges, model calls for agent execution and evaluation, retained storage, and operational services your design requires. Google’s evaluation announcement says server-side model-based metrics incur model-call charges and retained artifacts incur Cloud Storage charges; code-based and computation metrics do not add costs. Confirm current pricing and regional availability directly because these details can change.
How can a team compare finalists fairly?
- Define the workload. Specify inputs, expected outputs, tools, approval points, failure handling, and any deployment constraints.
- Separate required capabilities from preferences. Mark non-negotiable requirements such as a supported region, a particular integration, or a required access control. Remove candidates that fail a genuine requirement before scoring preferences.
- Run the same workflow. Use comparable task examples, data, and success criteria for every finalist. Record results and failures rather than relying on feature descriptions or demonstrations.
- Inspect one-run traces. Follow successes and failures through model calls, tool activity, handoffs, guardrails, errors, and latency where available.
- Repeat evaluations after changes. Run a stable dataset against prompt, model, routing, or implementation changes, and review regressions against your release criteria.
- Review operational evidence. Verify data controls, retention, access, integrations, deployment availability, and the complete recurring cost for your expected use.
- Choose based on fit and evidence. Document trade-offs, unresolved requirements, and the conditions under which the team would reconsider its choice.
There is no evidence here for a universal best platform: the cited product documentation supports what each vendor documents, not a comparative performance ranking. The strongest choice is the candidate that passes your requirements and performs well on the same workflow and evaluation criteria your team will use in production.
