Evaluate a supplier against the specific work you need done—not its headcount, revenue, or number of sites. Define the technical requirements, request evidence tied to them, verify the evidence, and assess whether the supplier has the capacity to deliver on schedule. Company size can provide context, but it cannot establish technical competence or prove that resources are available for your contract.
Start with the work, not the supplier’s size
Turn the purchase into criteria you can observe and verify. Depending on the contract, define the required outputs, tolerances, standards, interfaces, schedule, service levels, security or regulatory duties, and consequences of failure. This makes the evaluation about whether the supplier can meet your actual requirements rather than whether it resembles a preferred type of company.
Set minimum qualification requirements only where falling short would make acceptable performance unlikely. Keep those pass/fail requirements separate from comparative scoring: qualification asks whether a supplier can perform; award evaluation compares the solutions or tenders offered. For UK public contracts, the Cabinet Office says selection requirements should be proportionate to the contract’s nature, complexity, and cost, and should not create unjustified barriers for SMEs, charities, or start-ups. See Module 6: Supplier selection. Where a qualification or membership is requested, allow equivalent credentials where applicable.
Revenue, headcount, and facility count may inform financial resilience or resource context, but they do not show whether the supplier has the relevant expertise, process control, equipment, or available production time. Avoid unexplained size thresholds as a proxy for ability.

Request evidence that maps to your requirements
Ask for evidence in proportion to the contract’s complexity and risk. A focused request might include:
- Comparable work: completed contracts with dates, scope, results, and customer references. Similarity to your work matters more than a long client list.
- Delivery team: the people expected to do the work, their relevant qualifications and experience, their availability, and access to specialist support.
- Methods and controls: process maps, engineering methods, test plans, inspection points, change control, traceability, and procedures for handling nonconforming work.
- Technical resources: equipment, facilities, software, or infrastructure matched to the required process, with maintenance and calibration records where relevant.
- Capacity and schedule: available people and equipment, planned loading, lead times, bottlenecks, subcontractors, and commitments that could affect delivery.
- Quality evidence: quality-system records, validation evidence, defect and corrective-action trends, and certificates relevant to the work.
- Software and services: relevant architecture, development and release controls, support arrangements, and technical service capability.
These are evidence categories, not a mandatory questionnaire. Health Canada’s medical-device quality guidance, for example, lists facilities, personnel, infrastructure, maintenance, calibration, qualification, validation, and capacity planning among possible objective evidence. The Health Canada quality-systems guidance is specific to its regulatory context. Select only what bears on the work you are buying.

Verify claims instead of scoring promises
For each important claim, identify what would corroborate it: a record, demonstration, reference, observation, or other suitable evidence. A polished presentation is not a substitute for records from actual work. Check that the evidence covers the relevant process, people, facility, and time period rather than a different part of the supplier’s business.
When contacting references, ask about comparable scope and performance: what the supplier delivered, whether requirements were met, how issues were handled, and whether the work was completed as agreed. For high-impact purchases, a qualified assessor can conduct a site or remote review. For manufactured items, a sample, prototype, first article, or first lot may be a sensible way to test fit against the specification.

Health Canada advises defining assessment criteria and evaluating demonstrated ability. Sandia describes questionnaires and site or remote assessments as supplier-assurance methods; its guidance is available at Sandia Supplier Information.
Assess capacity separately from technical competence
Capability and capacity are related but different. A supplier may know how to do the work yet lack near-term schedule room, available equipment, or enough qualified people. Ask for a realistic delivery plan, current commitments, lead times, and the resources assigned to your contract—including work that is pending award if it could affect delivery.

Check whether a critical capability depends on a particular employee, subcontractor, parent, or affiliate. Confirm that the proposed delivery arrangement gives the supplier access to those people or resources when needed. In UK public procurement, a supplier may rely on consortium or subcontractor capability in specified circumstances, with the relationship documented as required by the procurement. A certificate can indicate that a supplier has a system or meets a defined standard within a stated scope. It does not, by itself, prove that the supplier’s actual personnel, equipment, processes, and available capacity can meet your specification. Confirm the certificate’s relevance and scope, then check the operational evidence that matters for your work.

Compare suppliers on the same basis
Use the same scope and evidence categories for each supplier, while tailoring the depth of review to the purchase. Separate minimum pass/fail requirements from weighted comparative scoring. Weighting should reflect the contract’s risks and intended outcomes, not a generic template.

Do not infer that smaller or larger suppliers perform better on average. No broadly applicable statistic or universal capability-score threshold establishes that relationship. An example from a different context is Eskom’s Nuclear Supplier Qualification and Audit Manual, Revision 3: it gives approval at 85%–100%, conditional approval at 70%–84%, and non-approval below 70%. Those are Eskom nuclear supplier criteria, not a general benchmark. The manual’s captured source does not establish a publication date, and its PDF warns that downloaded copies are uncontrolled. Consult the authorized current version for that sector; see Eskom’s Nuclear Supplier Qualification and Audit Manual.
Scale due diligence to risk and document the decision
For a low-risk, standard purchase, documented checks and credible references may be enough. For safety-critical, regulated, novel, or difficult-to-replace work, consider deeper technical review, an audit, a demonstration, inspection, or staged approval. Sector rules may prescribe additional qualification and recordkeeping requirements; the legal force of the cited guidance varies by jurisdiction and industry.
Keep a record of the criteria, evidence reviewed, findings, assumptions, and decision rationale. If a gap is manageable, specify corrective actions, deadlines, extra inspection or testing, and a trigger for reassessment. Conditional approval with an action plan and increased oversight appears in Eskom’s nuclear-sector manual, but it is a sector-specific example rather than a universal rule.
