A listing is a venue decision—not proof of safety, fair value, adequate liquidity, regulatory approval, or likely returns.
What a pre-listing review can—and cannot—tell you
A due-diligence checklist helps separate verifiable facts from promises and makes unanswered questions visible. It cannot guarantee a token’s outcome or replace token-specific legal, technical, or financial review. “Token” and “crypto-asset” are general terms here; a token’s legal category and disclosure duties depend on how it works, how it is offered, and where the relevant parties operate.
In the EU’s Markets in Crypto-Assets Regulation (MiCA), categories include asset-referenced tokens (ARTs), e-money tokens (EMTs), and other crypto-assets. The disclosure points below that refer to a crypto-asset white paper principally concern the “other than ARTs or EMTs” framework; requirements and exceptions differ by category and circumstances.
1. Verify the token and the claimed listing
Start with identity, not the ticker. Similar or identical tickers can refer to unrelated tokens, and scammers can imitate project pages or announcements. Record the information needed to distinguish the asset and the specific trading venue:

- Full network name and token standard.
- Exact contract address, checked against the project’s own documentation and a reputable block explorer.
- Ticker, issuer or responsible project entity, and official website.
- The exact venue claimed to list the token, the relevant trading pair if announced, and the venue’s own announcement.
- The date and version of each primary source you reviewed, such as a white paper, project disclosure, or announcement.
Do not treat a project post saying that a listing application is underway as confirmation. A venue’s own announcement is the relevant evidence of its decision; if none exists, treat the listing as unconfirmed.
2. Read the primary disclosures and note what is missing
Use the white paper or equivalent primary disclosure as a starting point, not as proof that its claims are true. For crypto-assets other than ARTs or EMTs within the relevant MiCA framework, ESMA’s disclosure list covers information such as:
- The project, issuer, and people involved.
- Project milestones and allocated resources.
- The offer or intended admission to trading, the venue, and associated costs.
- Token characteristics, rights, and restrictions.
- Supply-adjustment protocols, transfer restrictions, and relevant technology.
- Audit outcomes, if an audit was conducted, and risks associated with the offer, issuer, token, implementation, and technology.
Compare those statements with the contract, code repository, project website, and venue announcement. Write down inconsistencies and unanswered questions rather than filling gaps with promotional claims. The applicable disclosure duty is not the same for every token or venue: MiCA’s territorial scope and exceptions matter, and whether a project is fully decentralized is assessed case by case.
3. Map the supply, rights, and insider exposure
Make a supply and allocation record from the project’s disclosed materials. Include the stated maximum or total supply, amount expected to circulate at launch, planned issuance or burns, and who has authority to change supply. Then identify allocations to founders, investors, the treasury, ecosystem incentives, and public buyers, along with vesting dates, unlock schedules, and transfer restrictions.

Ask what the token actually gives a holder: a right to use a service, governance participation, a claim on something, or no stated entitlement beyond transferability. Check whether those rights or the supply rules can be changed, and who can make the change. MiCA’s disclosure list includes token rights, restrictions, and applicable supply-adjustment protocols. A 2025 submission to the SEC Crypto Task Force separately recommends disclosing supply and issuance mechanics, holder rights, and insider allocations; that submission is a recommendation, not a binding disclosure rule.
Where on-chain data is available, compare disclosed allocations with relevant wallet balances and transfers. Treat address attribution cautiously: one address may represent multiple beneficial owners, and wallet labels may be incomplete or wrong. Concentrated holdings, discretionary unlocks, or privileged controls can create governance and potential sell-pressure risks, but their presence alone does not prove misconduct.
4. Inspect contract controls and security evidence
Find the deployed contract address and check whether its source code is verified on a block explorer. Review, or ask a qualified reviewer to examine, whether an owner, administrator, or other privileged account can:
- Mint or burn tokens, pause transfers, or blacklist addresses.
- Upgrade the contract or change fees and transfer restrictions.
- Control bridges, oracles, custody arrangements, or other dependencies relevant to the token.
Match those powers against the published holder rights and supply rules. A control may have a stated operational purpose, but it also means the token’s behavior can depend on whoever holds that authority and on the safeguards around it.

If the project cites an audit, check who performed it, when, which contract version or code commit was reviewed, the audit’s scope and exclusions, and whether reported findings were addressed. An audit describes work on a defined scope at a particular point in time; it is not a guarantee that the deployed system is secure or that later changes were reviewed. MiCA’s disclosure categories call for audit outcomes if an audit was conducted, and Article 76 requires covered EU trading platforms to evaluate technical reliability as part of suitability review. Neither makes an audit a safety guarantee.
A 2025 SEC Crypto Task Force submission identifies architecture, security model, vulnerability management, audit status, attack surfaces, public block explorers, and source-code access as useful disclosure topics. This, too, is a submission with recommendations rather than a binding rule.
5. Check whether the project has delivered useful work
Separate features that are live from those that are planned. Compare claimed milestones and dates with product releases, functioning software, public code, documentation, named team responsibilities, disclosed resources, and evidence of actual use. Ask:
- What can a holder do with the token now, and is that utility available at launch?
- What does holding the token enable that could not be done without holding it?
- If the token is said to provide a right, how does a holder exercise or redeem it?
- Who is accountable for delivery, and what evidence supports the project’s stated track record?
MiCA disclosure categories cover project purpose, team, milestones, allocated resources, and—in the case of utility tokens—the goods or services involved. A roadmap describes intended work; a promised milestone or exchange listing does not demonstrate adoption or execution.

6. Assess whether trading and exiting may be practical
Confirm the venue and its listing and continued-trading criteria from its own materials. Then assess tradability separately from the token’s displayed price. Find out whether trading will use an order book or a pool, which pairs are planned, and how much depth is available at different prices. A quoted price with little depth may not be achievable for a meaningful order: buying or selling can move the price substantially, creating slippage.
Also examine who controls any liquidity, the duration and enforceability of lock arrangements, disclosed market-maker terms, concentration in the token and quote asset, and the timing of scheduled unlocks. A lock claim is only as informative as its terms and the mechanism enforcing it. Thin depth, concentrated ownership, or near-term unlocks can make an apparent exit less dependable than a headline price suggests.
Under MiCA Article 76, covered EU crypto-asset trading platforms must assess suitability. The article says: “Before admitting a crypto-asset to trading, crypto-asset service providers operating a trading platform for crypto-assets shall ensure that the crypto-asset complies with the operating rules of the trading platform and shall assess the suitability of the crypto-asset concerned.” It further says: “When assessing the suitability of a crypto-asset, the crypto-asset service providers operating a trading platform shall evaluate, in particular, the reliability of the technical solutions used and the potential association to illicit or fraudulent activities, taking into account the experience, track record and reputation of the issuer of those crypto-assets and its development team.” Platform rules may also set liquidity thresholds and disclosure conditions. This is a platform obligation, not an endorsement or investor guarantee.
Historical evidence can inform what to investigate without predicting what will happen to a particular token. Wang and co-authors’ 2021 paper, “Trade or Trick? Detecting and Characterizing Scam Tokens on Uniswap Decentralized Exchange,” identified more than 10,000 scam tokens in its Uniswap V2 dataset and attributed at least $16 million in gains to scammers, involving 39,762 potential victims under the paper’s methodology. It reported that more than 86% of the scam liquidity pools it examined had no more than one day between the scammer’s first liquidity mint and burn events, and that 37% of pools’ liquidity was removed within one hour. These are sample-specific historical findings, not current prevalence estimates, odds for a particular token, or measurements of centralized-exchange listings. They are a reason to ask who controls liquidity and what a claimed lock actually guarantees.

7. Check which legal and disclosure rules apply
Identify where the issuer, offer, trading platform, and intended buyers are located; how the token functions; and how it is marketed. For MiCA, requirements and exemptions depend on such factors as token category, whether there is an offer to the public, and whether admission to an EU platform is sought. ESMA’s Q&A explains that an exclusively outside-EU platform situation can lead to a different white-paper result; a decentralized-exchange listing may amount to an offer to the public, while full decentralization is assessed case by case.
For the United States, do not infer a token’s legal status from its name, a listing, or one feature. The SEC Division of Corporation Finance states of its FAQs: “The answers to these frequently asked questions (FAQs) represent the views of the staff of the Division of Corporation Finance. They are not a rule, regulation or statement of the Securities and Exchange Commission.” A checklist cannot determine whether a specific token or offer is subject to a particular legal regime; that requires analysis of the facts and applicable law.
How to compare two pre-listing tokens
Compare like with like, and note the date of each piece of evidence. Keep the dimensions separate rather than compressing them into an unsupported “safety score.”

When to stop and seek stronger evidence
Pause the evaluation when a core fact cannot be verified or material claims conflict. In particular, do not substitute a social post, copied ticker, audit badge, or venue rumor for primary evidence. An unresolved question is not automatically proof of a scam, but it is a reason not to treat the claim as established. If a decision depends on a token’s legal status, contract behavior, or ability to trade or exit, seek qualified advice specific to that token and your jurisdiction.
