Evaluate a European defence or dual-use startup on evidence of customer demand, technical and manufacturing readiness, ownership and programme eligibility, export-control and sanctions compliance, intellectual-property rights, and financing needs. A grant, accelerator place, or public budget can indicate programme fit or support development; it is not, by itself, proof of a purchase, production capability, or regulatory compliance. This is a first-pass diligence framework, not an investment recommendation or legal opinion.

Start with the customer and the route to a sale

Establish who would use the product, who would pay for it, what operational need it addresses, and how a purchase could be approved. A defence startup may sell directly to a government customer, work through a prime contractor, or enter a procurement programme; each route has different decision-makers, timelines, and dependencies.

  • Ask for a concise product description, intended military or dual-use application, end-user profile, deployment environment, and the capability gap it is meant to fill.
  • For every claimed customer, identify the budget authority, contracting route, procurement stage, and any prime-contractor dependency.
  • Classify each piece of customer evidence accurately: signed contract, paid pilot, funded trial or development agreement, formal procurement step, programme selection, or informal interest. These are not interchangeable.
  • Ask what must happen for a trial or selection to convert into a purchase, who makes that decision, and when the company expects it.

The European Commission’s August 2026 EU Defence Industry Transformation Roadmap identifies procurement access, customer connections, finance, and time to market as barriers for new entrants. That policy framing makes a credible route to a paying customer an important diligence question; it does not establish demand for any particular company.

Separate technical proof from commercial proof

A working demonstration can support a technical claim without proving that the product is reliable in its intended setting, integrates with a customer’s systems, or will be bought. Review the technical and commercial cases separately.

Technical evidence

  • Request test results and the conditions under which they were obtained, including operating environment, configuration, sample size where relevant, and known limitations.
  • Look for independent evaluation, reliability evidence, integration requirements, and a clear account of what remains to reach the intended maturity level.
  • Ask which claims are demonstrated and which are projections, and whether the product depends on systems or components the startup does not control.

Commercial evidence

  • Check for paying users, repeat orders, procurement qualification, and evidence that a trial has converted—or has a defined path to convert—into a contract.
  • Compare the company’s forecast sales cycle with the actual procurement steps and decision dates it can document.
  • Treat admission to an innovation programme as evidence that the company met that programme’s criteria, not as a purchase order or recurring revenue. The Commission describes EUDIS as helping smaller innovators mature, scale up, demonstrate use cases, and enter the market.

Test whether a prototype can become repeatable production

Technical readiness and production readiness are different questions. Ask what it would take to manufacture the product reliably, at the required volume and cost, and deliver it on the customer’s schedule.

  • Request bill-of-materials assumptions, production yields, lead times, quality controls, traceability procedures, and a capacity plan.
  • Identify manufacturing partners and critical suppliers, including sole-source dependencies, component substitution options, and the consequences if a supplier fails.
  • Establish whether production is in-house, outsourced, or dependent on a prime contractor, and which party controls schedules and quality.
  • Estimate the capital expenditure and working capital required to move from current output to repeatable delivery.
  • Stress-test supply chains for export-controlled components or technical data that cannot be transferred as planned.

EU instruments do not all address the same stage: the European Innovation Council (EIC) describes the European Defence Fund (EDF) as supporting collaborative research and development, while industrial-capacity and production-readiness support is associated more with programmes such as the European Defence Industry Programme (EDIP) and the Act in Support of Ammunition Production (ASAP). EDIRPA-supported joint procurement can create opportunities for suppliers whose products are ready for deployment. Programme fit is not a substitute for the company’s own cost, capacity, and delivery evidence.

Check ownership, control, and programme eligibility

Build an ownership-and-control map, not just a list of shareholders. Review beneficial owners, voting rights, board appointment powers, vetoes, access to sensitive information, financing covenants, and change-of-control provisions. Include executive-management location and consider whether a future financing could alter eligibility or access to classified work.

Rules vary by programme and customer. The Commission’s EDF information says recipients and subcontractors must be based in the EU, have executive management there, and not be controlled by a non-associated third country; exceptions may be possible through approved guarantees. EUDIS FAQ terms describe participating-entity conditions in terms of location in the EU or Norway and control by entities outside the EU or associated countries. These are not universal tests for every contract, investor, or national security review. Check the exact call, award terms, and customer requirements against the company’s actual control arrangements.

Map export-control and sanctions exposure

Identify the products, software, technical data, services, customers, intermediaries, suppliers, destinations, re-exports, and end uses involved. Determine whether goods or technology may be subject to dual-use or military export controls, and what licenses or authorizations may be required. Classification and licensing are case-specific; do not infer that a product is uncontrolled merely because it is software, a prototype, or dual-use.

Review how the company screens counterparties and transactions, verifies end users and end uses, and monitors diversion risks. The European Commission’s guidance recommends risk-based diligence on business partners, transactions, and goods, including attention to red flags for sanctions circumvention. The EIC FAQ states that covered companies remain subject to export-control rules regardless of their funding source and that compliance responsibility rests with the company. Obtain jurisdiction-specific advice on the relevant classifications, licensing, and sanctions obligations.

Verify intellectual property, data, and security boundaries

Request a chain-of-title review for core patents, source code, designs, datasets, and inventions by employees or contractors. Check licenses and obligations arising from university work, consortium projects, government-funded development, and open-source dependencies. Establish what rights customers or prime contractors receive, and whether the startup retains the rights needed to improve and sell the product elsewhere.

The EUDIS FAQ says the Commission does not acquire ownership of project results: results belong to the beneficiaries that generated them. It also reserves use of non-sensitive project information and documents for specified policy, communication, and dissemination purposes. That programme statement does not settle background-IP ownership, third-party licenses, or rights under the company’s other agreements. Review sensitive and classified information handling separately from IP ownership.

Reconstruct the financing plan and test the runway

Separate committed private capital, conditional investment interest, grants, reimbursable project costs, debt, and customer receipts. A headline funding total can obscure when money is available, what it can be spent on, and what obligations or matching funds attach to it.

Test the company’s runway against the documented procurement timeline, qualification or certification needs, production ramp, and working-capital requirements. Identify financing gaps if a contract is delayed or a grant reimburses costs only after they are incurred. EU guidance distinguishes programmes by purpose and stage and prohibits financing the same costs twice across programmes.

The current EIC FAQ describes STEP Scale Up Defence as offering selected applications equity-only investments of €10 million to €30 million, subject to a qualified-investor pre-commitment condition. This is a programme term, not an estimate of what a particular startup will receive or qualify for.

Understand what public programmes do—and do not—signal

Programme participation is useful context, but interpret it against the programme’s purpose, the company’s role, and the specific award. The figures below are programme-level amounts, not a startup’s addressable market, valuation, likely award, or expected proceeds.

The Commission lists nearly €7.3 billion for 2021–2027, including €2.7 billion for collaborative defence research and €5.3 billion for collaborative capability development (Commission, 2026). The startup’s actual role, award terms, deliverables, and whether the work has produced customer or production evidence.
European Defence Industry Programme (EDIP) The Commission describes €1.5 billion for 2025–2027, aimed at competitiveness, responsiveness, common procurement, equity funding, and support for Ukraine (Commission, 2026). EUDIS Innovation support for smaller companies and non-traditional players. The Commission reports €231 million in EUDIS measures in the EDF 2026 Work Programme (EUDIS materials accessed 7 October 2026). The cohort or measure, current call dates and terms, and what concrete demonstration, customer access, or other outcome the company received.
ASAP Focused more on industrial capacity and production readiness than collaborative R&D, according to the EIC FAQ. Whether the company’s activity and production plan match the specific instrument and award conditions.
EDIRPA-supported joint procurement Can create opportunities for suppliers with deployment-ready products. Whether the product is actually qualified or selected for a procurement, rather than merely aligned with the programme’s aims.
EIC STEP Scale Up Defence Selected applications may receive €10 million to €30 million in equity-only investment, with a qualified-investor pre-commitment condition (EIC FAQ, accessed 2026). Selection status, applicable current terms, investor commitment, and the company’s own financing plan.
NATO DIANA and NATO Innovation Fund The Commission identifies DIANA as a dual-use innovation accelerator and the NATO Innovation Fund as a venture fund for deep technology in defence, security, and resilience. Actual participation, capital committed, terms, product progress, and evidence of conversion to customers.

Application windows, budgets, and eligibility can change. For any claimed current opportunity, verify the live call and the company’s award documents. The €65,000 seed-financing voucher announced for selected participants in the 2025 EUDIS Business Accelerator is historical context, not a current offer.

Compare candidates on the same evidence

For a consistent first-pass comparison, record what is documented rather than relying on pitch-deck adjectives. Mark unknowns as open diligence items instead of treating them as positive evidence.

For each material claim, request the underlying contract, test report, ownership record, license, award terms, or financial schedule. Company-specific conclusions require those documents; official programme information alone cannot establish a startup’s product quality, traction, or investment value.
