Start with the fund’s documents, not its name
Read the fund’s summary prospectus, full prospectus and latest shareholder report. The prospectus explains the fund’s objective, strategy, principal risks, costs and adviser; the shareholder report provides additional information about the portfolio and its recent operation. The U.S. Securities and Exchange Commission advises investors to check an index fund’s underlying index and holdings rather than relying on its label. - Objective: What index or investment result does the fund seek to track?
- Strategy: Does it generally hold all index constituents, a sample, or use another method?
- Index methodology: What businesses qualify, how are securities weighted, and when are constituents reviewed or replaced?
- Costs and risks: What operating expenses and principal risks does the prospectus disclose?
- Portfolio evidence: Do recent holdings and industry weights support the fund’s stated exposure?
These documents are U.S. fund disclosures for the examples below. Investors considering funds in other markets should use the applicable local regulatory filings.
Define the exposure you actually want
Building and construction can describe substantially different businesses. A broad fund may own companies involved in residential and commercial construction, infrastructure, engineering, materials, machinery, installation, maintenance, repair or land development. A narrower fund may concentrate on home construction or infrastructure-related businesses. Decide which exposure you intend to add before comparing funds’ returns.

Broad building and construction: PKB
Invesco’s August 28, 2026 summary prospectus says the Invesco Building & Construction ETF (PKB) seeks to track the Dynamic Building & Construction Intellidex Index before fees and expenses. The filing says the index contained 30 U.S. companies as of June 30, 2026, spanning activities such as construction and related engineering services, building materials, specialized machinery, installation, maintenance and repair, and land development. PKB generally uses full replication, is classified as non-diversified, and may become concentrated when its index does. These are fund-specific statements; check the latest prospectus and holdings for current terms and portfolio composition. PKB summary prospectus dated August 28, 2026.
Home construction: ITB
BlackRock’s July 31, 2026 summary prospectus describes the iShares U.S. Home Construction ETF (ITB) as tracking a U.S. home construction index. Its constituent categories include residential constructors, certain home-related manufacturers and retailers, and producers of materials used in construction and refurbishment. That mandate is narrower than a broad construction-and-infrastructure exposure. ITB summary prospectus dated July 31, 2026.

Infrastructure businesses: HWAY
The January 28, 2026 prospectus for the Themes US Infrastructure ETF (HWAY) defines its exposure around U.S. businesses involved in building materials and equipment, logistics, construction and engineering services used in infrastructure development and maintenance. That description overlaps with construction, but it does not make the fund interchangeable with a homebuilder-focused ETF. HWAY prospectus dated January 28, 2026.

Check holdings, concentration and portfolio overlap
A fund’s name and index mandate describe what it may own; its holdings show what it owns at a particular reporting date. Review the top positions, issuer weights, industry allocation, number of holdings and portfolio turnover. Then compare those positions with companies and sectors you already own, including through broad-market funds. A construction ETF can add less diversification than expected if your existing portfolio already has substantial exposure to the same firms or economically related industries.
Look for prospectus language such as “non-diversified” and for the possibility that the fund or index may concentrate in an industry. More focused exposure can make returns more sensitive to conditions affecting that segment. The prospectus lists the fund’s principal risks; assess whether those risks and the resulting concentration fit your tolerance for losses and your investment horizon.

Compare costs and index tracking on matching dates
Check the current expense ratio, but do not treat it as the only cost. The prospectus and brokerage disclosures may identify other fund expenses, transaction costs or commissions. The SEC’s investor guidance puts the effect plainly: “Fees and expenses reduce the value of your investment return.” SEC guidance on non-traditional index funds.
For tracking, compare the fund’s return with the same index it seeks to track over identical periods and using comparable return measures. A fund’s return can differ from its index because of expenses and other tracking factors. For example, Invesco reported PKB’s NAV return as 54.66% versus 55.61% for its index for the fiscal year ended April 30, 2026, and attributed the difference primarily to fees and expenses. Account for how ETF shares trade
An ETF’s market price can be above or below its net asset value (NAV). Before buying, compare the market price with NAV and review the fund’s median bid-ask spread and history of premiums or discounts. A wider spread can increase the cost of entering or exiting a position, while a premium means the market price is above NAV at that time. Also check whether your brokerage charges a commission; brokerage charges are separate from the ETF’s annual operating expenses. SEC guidance on ETFs.
Trading measures change over time. Use figures with their reporting dates, and consider checking them near the time you plan to place an order rather than relying on an old fact sheet.
Use a consistent comparison before choosing
When comparing two or more funds, evaluate them over the same reporting dates and against the same decision criteria. A practical checklist is:
- Mandate: Identify the index, eligible businesses, weighting rules and rebalancing approach.
- Portfolio: Compare current holdings, top issuer weights, industry weights, number of positions and turnover.
- Scope: Decide whether you want broad construction, homebuilding, infrastructure, materials, engineering or a combination.
- Costs: Compare the current expense ratio alongside any other disclosed fund or brokerage costs.
- Tracking: Compare fund and index returns over identical periods and note the fund’s tracking method.
- Trading: Review bid-ask spread, price versus NAV and historical premiums or discounts.
- Risk and fit: Read the principal risks, assess concentration, and check overlap with your existing portfolio.
Because fees, holdings, spreads, strategies and risks can change, verify them in the fund’s latest prospectus and disclosures rather than relying on a past description. These checks help assess a fund’s exposure and mechanics; they do not establish that it is suitable for every investor.
