Start with your cloud provider’s emissions report, then narrow the result to the workload using the most detailed allocation the provider can support. Treat the number as an estimate—not a meter reading—and document the provider, reporting period, services covered, accounting basis, and allocation limits. For Google Cloud, Carbon Footprint provides customer-level data; finer resource-level splits based on billing costs are approximations.

What a cloud workload emissions estimate measures

A cloud provider generally allocates a share of emissions from shared infrastructure to customer services and usage. The result is not a direct measurement of energy consumed by one customer’s isolated server. Google Cloud, for example, describes estimating machine energy, allocating it across internal services and customer-facing SKUs, and assigning customer emissions according to usage and location. Google Cloud’s methodology explains that process.

First decide what question the estimate needs to answer: finding operational hotspots, comparing workloads, or reporting corporate emissions. Set the boundary before retrieving data: identify the projects, products, regions, and months in scope, and decide whether you need electricity-related emissions alone or the provider’s broader allocated emissions.

Google Cloud Carbon Footprint includes allocated Scope 1, Scope 2, and specified Scope 3 emissions, but not every emissions source. Its methodology lists exclusions, including downstream end-of-life emissions from data-center equipment and buildings. Do not treat the report as a complete lifecycle assessment of every part of a workload.

How to get and read Google Cloud Carbon Footprint data

Google Cloud computes Carbon Footprint data for a billing account and displays it in a dashboard. Access requires the relevant billing permissions. The dashboard presents emissions in metric tonnes of CO2e; exported report data uses kilograms of CO2e. Data for the previous month can take up to 21 days to appear, so a recent month may be incomplete. See Google’s instructions for viewing Carbon Footprint data.

Use the report’s supported dimensions before trying to estimate an individual resource. The dashboard offers monthly emissions and regional breakdowns; its location-based tab includes project and product views. Choose the accounting basis before comparing results

Location-based and market-based Scope 2 figures describe different accounting views. Keep them separate rather than combining or substituting one for the other.

  • Location-based: reflects the electricity grid associated with the workload’s location. Google says it uses hourly, region-specific grid factors where available; where they are unavailable, it uses country-level annual averages published by the International Energy Agency. Its location-based result excludes Google’s clean-energy contracts.
  • Market-based: accounts for eligible clean-energy purchases using Google’s stated method. Google describes using annual factors and its clean-energy matching approach for this calculation.

Choose the view that fits the reporting purpose and framework, and state which one you used. Google’s specific factor sources and accounting methods are provider-specific; do not assume another cloud provider calculates these views the same way. Details are in Google’s reporting methodology.

Attribute emissions to a workload at the right level

Use provider-reported project, service, and region totals first

Start with the closest provider-supported breakdown that matches your workload boundary. A project, product or service, region, and month can help identify where emissions are allocated without pretending to know the exact energy use of every resource. Keep the boundary consistent: if several services or projects make up one application, include them all or clearly label the estimate as partial.

Treat resource-level billing splits as approximations

Google documents joining Carbon Footprint and billing data to distribute emissions according to each resource’s contribution to cost. It explicitly calls this an approximation: cost does not necessarily track actual energy use. Tags and labels can help organize an analysis, but they do not turn the result into a physical measurement. Use a cost-based instance-, tag-, or label-level split to prioritize investigation, not as a precise device-level emissions figure. Google’s custom analysis guidance describes these limitations.

How Google Cloud estimates and allocates emissions

Google describes a bottom-up approach. It estimates machine energy and distinguishes dynamic from idle power; dynamic power is allocated using internal-service CPU use, while idle power is allocated using resource allocation. It also assigns overhead energy, such as cooling and lighting, to services. The resulting emissions are mapped to customer-facing SKUs and allocated to customers based on SKU usage and location, with reporting by month. Certain non-electricity emissions are allocated proportionally using electricity use.

For location-based calculations, Google applies region-specific grid emissions factors. It says Electricity Maps supplies hourly factors where available; where they are not, the calculation uses country-specific annual averages published by the International Energy Agency. Products may be missing when Google cannot map them to customer usage. The allocation method and its limits are described in the methodology documentation.

Compare workloads on a consistent basis

For an operational report, show both absolute emissions and a functional intensity measure. A functional unit ties emissions to what the workload delivers—for example, kg CO2e per transaction, customer, or unit of output. Google’s sustainability guidance also gives customer, transaction, and revenue units as examples. A lower intensity does not necessarily mean lower total emissions if the workload serves more demand.

Before comparing two workloads or periods, align and disclose these dimensions:

  • Accounting basis: location-based or market-based Scope 2.
  • Boundary: electricity emissions alone or broader allocated scopes and lifecycle categories.
  • Geography and period: cloud region, reporting months, and grid-factor resolution.
  • Attribution level: provider-reported project/service/region data or a cost-based resource approximation.
  • Coverage and assurance: included services, exclusions, assurance status, and methodology version or date.
  • Functional unit: total emissions and the output measure used for intensity.

Google identifies the Green Software Foundation’s Software Carbon Intensity specification as a common way to measure the rate of emissions of software, and the GHG Protocol as a widely used framework for measuring, managing, and reporting emissions. A provider report estimates the cloud service’s allocated footprint; a software-level metric expresses emissions relative to a functional unit. They are not interchangeable unless boundaries and inputs are aligned. See Google Cloud’s industry-guidelines overview.

Account for uncertainty and methodology changes

Google says its customer-specific Carbon Footprint data has not been third-party verified or assured, although its methodology received a third-party review. It also notes that methodology or data-source updates can change current and historical calculations. Keep the calculation date and methodology version with your analysis, and avoid interpreting a changed figure as an operational change until you have checked for accounting updates. These qualifications are stated in Google’s methodology documentation.

One recent change matters for AI workloads: Google’s release notes say that, starting with January 2026 data, it updated its model to allocate previously unallocated AI inference emissions to associated Google Cloud services. Google says the change can increase reported emissions across affected SKUs, with Vertex AI primarily affected and several other services also impacted. The same release notes report that an August 14, 2026 notice delayed the July 2026 semi-annual methodology refresh by one month to incorporate granular certificates. Check Carbon Footprint release notes before comparing affected periods or services.

Turn the estimate into an optimization loop

  1. Establish a baseline. Fix the workload boundary, reporting months, accounting basis, and output unit; save the report and methodology date.
  2. Find hotspots. Review project, service, and region breakdowns to identify the largest allocated totals or intensities.
  3. Make a targeted change. Record what changed and when, such as a workload configuration or deployment-location change, so the comparison has context.
  4. Re-measure on the same basis. Compare subsequent periods with the same boundary and accounting method, accounting for data latency and methodology updates.

Google recommends a continuous cycle of establishing a baseline, identifying hotspots, implementing optimizations, and verifying outcomes. Its guidance is at Continuously measure and improve sustainability.

Can you apply Google Cloud’s method to AWS or Azure?

The allocation details, report coverage, reporting delay, and assurance caveats described here are specific to Google Cloud’s published materials. They should not be generalized to AWS, Microsoft Azure, or other providers. For another provider, use its current primary emissions methodology and reporting documentation, then disclose its accounting basis, coverage, allocation granularity, and limitations before making a comparison.
