Build a defensible cloud migration estimate from measured workloads, a defined target design, and comparable scenarios—not from allocated server capacity or a calculator total alone. Separate recurring cloud run rate from one-time migration work, expose licensing and pricing assumptions, and show how uncertainty changes the result.
1. Define the workloads and migration scope
Choose the applications, servers, databases, storage, and environments covered by the estimate. Record what is excluded, which assets are in each migration wave, and the period the estimate is meant to represent. Without a consistent scope, two estimates cannot be compared reliably.
Map dependencies among applications, servers, and databases before assigning assets to waves. AWS migration guidance recommends inventory and dependency analysis before target architecture and wave planning. A group of servers that appears inexpensive in isolation may need to move with connected services to work as intended.
2. Establish a measured source baseline
Collect utilization data for each workload, not just provisioned capacity. At minimum, capture CPU, memory, and disk read/write activity over a representative period. Include seasonal peaks, batch jobs, and other recurring demand patterns so a quiet measurement window does not become the assumed normal.

AWS guidance calls for fine-grained usage data and actual use when right-sizing. Reconcile monitoring with inventory and billing records where possible; note gaps such as missing telemetry, unknown ownership, or incomplete asset records. Treat those gaps as uncertainty rather than silently substituting a measured value.
3. Model the target state workload by workload
For each workload, specify the proposed compute, memory, storage capacity and performance, network needs, and managed-service choices. Record the region and service configuration being priced. If performance data is missing, document how you selected a size and how uncertain that choice is. Google Cloud Migration Center says it can generate sizing recommendations when asset performance data is unavailable; such a recommendation is not the same as sizing based on observed performance.

Keep a traceable mapping from each source asset to its target configuration. This makes it possible to review oversizing, under-sizing, consolidation, and service changes instead of treating the cloud estimate as a single opaque total.
4. Include recurring, one-time, and contractual costs
Build the estimate from explicit cost categories. Include only categories that apply, but make omissions visible so readers can distinguish “not applicable” from “not assessed.”

- Software: license-included versus bring-your-own-license (BYOL) treatment, license counts, and the entitlement or contract assumptions behind the choice.
- Commercial terms: support level, discounts, and any purchase commitments or committed-use pricing included in the model.
- Migration effort: one-time work represented separately from the ongoing cloud run rate. Google’s Quick TCO Estimator includes a migration-cost-per-VM input, but that does not establish a universal cost for real-world migration work.
- Transition effects: costs relevant to the period when source and target environments coexist, where they apply to the plan.
AWS OLA describes assessing utilization, third-party licensing, application dependencies, performance, and contracts. Use the actual license entitlements and contract terms for the workloads being estimated; a generic license assumption can make a scenario misleading.
5. Compare scenarios on equal terms
Compare plausible choices, such as rehosting versus replatforming or modernization, only after holding workload scope constant. For each option, keep the time horizon and core assumptions visible; otherwise a cheaper-looking result may simply reflect a different workload or service level.

Use a sensitivity range for uncertain utilization, demand, sizing, or effort instead of presenting one scenario as certain. Where the decision depends on the transition or longer-term economics, show both a recurring view and a multi-year view. Google TCO material describes annual and five-year views; choose a horizon that matches the decision rather than treating either period as universally appropriate.

Provider calculators can price modeled workloads, but each has a defined scope. Their outputs are inputs to a business case, not a substitute for source data, licensing review, dependency analysis, or a validated target design.

Google says actual costs can be higher or lower than a generated estimate. AWS likewise describes calculator prices as estimates that depend on service usage. Neither output should be presented as a guaranteed bill or guaranteed saving.
7. Reconcile, document, and update the estimate
Before using the estimate for approval, reconcile its inputs against the evidence available for the estate:
- Inventory and dependency records match the scope and wave assignments.
- Monitoring covers representative usage, including peaks and batch demand.
- Billing records are consistent with the source baseline being compared.
- License entitlements, support terms, discounts, and contracts have been checked.
- Target configurations, regions, pricing assumptions, time horizon, and exclusions are recorded.
Keep an assumptions log with an owner and confidence level for uncertain inputs. Revisit the model when source measurements, target architecture, licensing, or pricing assumptions change. The estimate is most useful when a reviewer can see what evidence supports each input and which changes would move the result.
