Estimate a data centre’s electricity and water use by defining the facility boundary and reporting period, collecting facility-energy, IT-energy and site-water readings for that same period, then calculating power usage effectiveness (PUE) and water usage effectiveness (WUE). The result is only as reliable as its meters, allocation rules and assumptions: label modeled inputs as estimates rather than measured facts.

Set the period and facility boundary

Use a full year when possible. Cooling demand and IT load can change with the seasons and over time, so a short snapshot may not represent annual use. Match the period covered by total facility electricity, IT equipment energy and water records.

Decide what counts as part of the data centre before collecting figures. For a dedicated data-centre building, U.S. Department of Energy (DOE) guidance includes energy used inside the building boundary. In a mixed-use building, shared ancillary services may be excluded, but services dedicated to data-centre operation should be included; document how shared loads are allocated. DOE data-centre energy guidance discusses these boundary distinctions.

Collect the three inputs

  • Total facility energy: electricity used by the data centre and its supporting infrastructure within the defined boundary. Use utility records or facility meters where available.
  • IT equipment energy: energy used by the IT equipment, such as servers and storage, over the same period. Use dedicated meters or documented engineering estimates.
  • Site water use: water used at the site during that period, including relevant cooling-system water. Use water or cooling-system meters and utility records, and state whether the figure represents water supplied, withdrawn or consumed.

Keep energy units consistent, ordinarily kilowatt-hours (kWh). DOE’s water-efficiency guidance distinguishes cooling-tower flows: makeup water enters the system, some water evaporates as heat is rejected, and some leaves as blowdown. These are different quantities; do not treat them as interchangeable or report one as another.

Calculate PUE and WUE

Metric Calculation Units and meaning
PUE Total facility energy ÷ IT equipment energy Dimensionless. Indicates facility-support energy relative to IT energy.
WUE Annual site water use ÷ IT equipment energy DOE expresses this as liters per kWh of IT energy.

Use annual totals from the same boundary and year in both calculations. For example, if a hypothetical facility records 12 million kWh of total facility energy and 8 million kWh of IT energy in one year, its PUE is 12 ÷ 8 = 1.5. If its site water use is 16 million liters in that same year, WUE is 16 million ÷ 8 million = 2 liters per kWh. These figures illustrate the arithmetic, not typical facility performance.

DOE defines PUE as annual total facility energy divided by annual IT equipment energy, and WUE as annual site water divided by annual IT equipment energy. DOE’s definitions and calculation guidance provide the basis for these ratios. Since both use IT equipment energy as the denominator, comparisons are meaningful only when period, boundary and accounting align.

Interpret the result without overclaiming

A lower PUE means less supporting-infrastructure energy for each unit of IT energy, but PUE does not measure useful computing output or the data centre’s overall efficiency on its own. DOE recommends considering multiple metrics, including PUE-family measures and utilization where relevant. Its 2024 design guide labels PUE values of 1.6 as standard, 1.4 as good and 1.1 as better; these are guide benchmarks, not universal targets. The same guide cites Uptime Institute’s 1.55 annual PUE average for large data centres in 2022, so retain 2022 as the survey year when using that figure. DOE’s 2024 design guide provides the benchmark context.

WUE describes site-water intensity per unit of IT energy, not the full environmental impact of electricity or water use. The sources cited here do not establish a broadly comparable WUE benchmark across data-centre types. When comparing facilities, report WUE alongside the water accounting boundary and cooling approach rather than using the ratio alone to rank sites.

Handle missing readings and comparisons transparently

If direct meter readings are unavailable, use documented engineering estimates or allocations, identify which inputs are modeled, and show the calculation. Do not imply meter-grade precision. DOE’s metering guidance emphasizes measured energy where available and gives calculation examples using metered inputs.

A water flow meter may help when reliable utility or site-meter data are absent, but it must be appropriate for the pipe size, flow range, installation and calibration needs. A consumer meter should not be assumed suitable for an industrial cooling system. Where comparing two sites or scenarios, align the reporting period, facility boundary and metering approach; describe whether cooling is evaporative, recirculated or air-cooled, and distinguish water consumption from withdrawal.

What operational figures can—and cannot—tell you

DOE’s 2019 FEMP guidance reports that increasing cooling-tower cycles of concentration from three to six reduces makeup-water requirements by 20% and blowdown by 50%. Those figures describe the operational change cited in that guidance; they are not a universal estimate of a data centre’s water use. The FEMP guide provides the context.
