To estimate a data center’s electricity use, total the energy used over the period you care about: multiply each interval’s average demand in kilowatts (kW) by the interval length in hours, then add the results to get kilowatt-hours (kWh). For a simple energy-charge estimate, multiply kWh by the electricity rate. A realistic bill estimate must also account for the utility’s demand charges, time-of-use rates, fixed fees, and other tariff adjustments.
Start by defining whether you mean IT equipment alone or the entire facility. That boundary determines which meter readings and calculations are appropriate.
1. Define what you are estimating
Choose the measurement boundary and time period before doing any arithmetic. An IT-only estimate covers servers, storage, and networking equipment. A whole-facility estimate also includes cooling, power-conversion and distribution losses, fans, lighting, and other building loads. These are different quantities, so label the result accordingly.
Also decide whether you need energy over a month or year, average demand, or peak demand. Energy is measured in kWh; demand is measured in kW. A utility may bill for both.

2. Estimate electricity use from meter or demand data
Best method: sum whole-facility meter intervals
Use whole-facility meter readings or utility interval data covering the period of interest. For each interval, multiply average demand by the interval duration, then sum the interval energy:
Interval energy (kWh) = average demand (kW) × interval duration (hours)
Period energy (kWh) = sum of all interval energy values
For example, if a facility averages 600 kW during a 15-minute interval, that interval uses 600 × 0.25 = 150 kWh. Add each interval in the billing period to estimate total consumption. Keep the meter boundary and dates aligned with the estimate you intend to report.

If you have only an average demand figure
Multiply representative average demand by the hours in the period:
Estimated energy (kWh) = average demand (kW) × operating hours
For a continuous 30-day period, use 720 hours. State that the result assumes the average demand held throughout those hours. Do not multiply peak demand or equipment nameplate power by every hour unless you know the facility operated continuously at that level.
If you know IT energy but not facility energy
You can estimate total facility energy with power usage effectiveness (PUE), provided the PUE and IT-energy figure cover compatible periods and boundaries:

PUE = total facility annual energy use ÷ IT equipment annual energy use
Estimated facility energy = IT energy × PUE
The U.S. Department of Energy defines PUE as the ratio of total annual facility energy use to annual IT equipment energy use in its Federal data center cooling-water efficiency guidance. Do not apply PUE to readings already taken at a whole-facility meter; that would count facility overhead again.
3. Convert consumption into an operating-cost estimate
Quick energy-only estimate
For a flat energy rate, use:
Energy charge = kWh × price per kWh
This estimates only the energy portion of the bill. For example, at an assumed rate of $0.10/kWh, 100,000 kWh corresponds to $10,000 in energy charges. The assumed rate is illustrative, not a claim about a particular provider or location.
The U.S. Department of Energy’s Federal Energy Management Program used 11¢/kWh—the average electricity price at U.S. federal facilities as of July 2024—in an example annual energy-cost calculation. That figure describes federal facilities at that date, not a current universal rate or a data center’s likely commercial tariff. See DOE federal data center storage purchasing guidance.

For a closer estimate of the bill
Use the tariff that applies to the facility and period. Depending on the utility and rate schedule, a bill may include:
- Energy charges that vary by kWh and possibly by time of day or season.
- Demand charges based on billed peak kW during specified intervals.
- Fixed monthly charges and other applicable adjustments.
A single cents-per-kWh multiplier can miss significant costs when demand or time-of-use charges apply. The DOE’s large-load electricity rate-design brief discusses rate designs relevant to customers such as data centers. For a bill estimate, apply the tariff’s definitions of billing periods, peak windows, and demand measurement rather than assuming every kW is charged identically.

A useful estimate makes its evidence and uncertainty visible. Label each input as measured, billed, assumed, or modeled. If average load, PUE, operating hours, or tariff details are uncertain, calculate low, base, and high cases by varying those inputs. Where possible, vary one assumption at a time so it is clear which uncertainty changes the result.
When comparing two facilities or estimates, align the boundary, time period, tariff, operating conditions, and evidence quality. A site-meter total should not be compared as though it were equivalent to an IT-only estimate, and a modeled projection is not a metered observation.

5. Put national data in context, not in place of a site estimate
National figures show the scale of data-center electricity demand but cannot determine an individual facility’s consumption or bill. A Lawrence Berkeley National Laboratory report announced by the U.S. Department of Energy in December 2024 estimated U.S. data centers used 176 TWh in 2023, about 4.4% of total U.S. electricity that year. The report modeled U.S. data-center use of 325–580 TWh in 2028; that is a projection range, not an observed result. See the DOE announcement of the 2024 report.
A 2025 Lawrence Berkeley National Laboratory update reported a 14% increase in U.S. data-center electricity use from 2023 to 2024. Its sensitivity scenarios ranged from 11% below to 21% above the reference case, with compounded uncertainty described as roughly 20% below to 30% above. These are national modeled estimates and uncertainty ranges, not readings for a particular site. See the DOE announcement of the 2025 update.
6. Use PUE examples cautiously
PUE helps explain the relationship between IT energy and total facility energy, but one facility’s ratio is not a universal benchmark for another. In a DOE case study of three federal data centers, energy-use observations concerned summer 2012. The sites’ reported current PUE values were 1.80, 2.07, and 1.78; modeled potential values were 1.45, 1.55, and 1.38, respectively. The potential values were modeled, not measured outcomes. They illustrate how site conditions and efficiency opportunities can differ, rather than establishing current industry norms. See the DOE case study.
For exploring electrical-system efficiency opportunities, Berkeley Lab’s Power Chain Tool asks for UPS, PDU, transformer, and related system information to estimate energy and cost savings and payback. It is an exploratory tool, not a substitute for a facility’s meter readings or utility bills.
