Reliable scraped data requires a quality contract, layered validation, measurable coverage, provenance, and continuous monitoring. Start by defining what “good enough” means for the downstream decision, then preserve the raw response, test every record and batch, quarantine failures, and track freshness and drift over time. Row counts alone cannot show whether a scraper missed a template, duplicated listings, or silently returned empty fields.
1. Define a quality contract before scraping
Quality thresholds depend on the use case. A price-monitoring feed, a research archive and a fraud model need different tolerances for missing values, delay and extraction errors. ISO/IEC 25024:2015 defines data-quality measures, but it does not provide universal pass/fail ranges. Set thresholds against the decision your dataset supports.
Write down the scope
- Business question: state the decision or report the dataset must support.
- Target entities: define whether one row represents a product, listing, article, account or capture.
- Fields and types: specify required columns, units, enumerations, date format and numeric precision.
- Coverage: record the intended domains, URL patterns, templates, languages and geographic scope.
- Freshness SLA: state how old a record may be before it is stale.
- Acceptable nulls: distinguish legitimately unavailable values from extraction failures.
- Permissions: document licenses, robots and site policies, authentication boundaries and personal-data obligations.
Use explicit quality dimensions

Data.europa.eu guidance highlights consistency, conformity, completeness, documentation and duplicate removal. Treat those as operating requirements rather than after-the-fact labels.
2. Preserve raw evidence and provenance
Store the response before transforming it. For each request, retain the source URL, final URL after redirects, retrieval timestamp in UTC, HTTP status, content type, character encoding, content hash, parser version, dataset version and the raw HTML or JSON where your permissions allow. Record cookies or authentication context only when necessary and protect secrets.

For every output field, keep enough lineage to replay the extraction: selector or JSON path, transformation applied, validation results and the raw fragment that produced the value. A merge trail should show when two records were considered the same entity and which value won.
W3C Data on the Web Best Practices recommends metadata, provenance, persistent identifiers and version history. It specifically says to “Assign and indicate a version number or date for each dataset.” Publish a changelog when schemas, parsers or source coverage change.
3. Validate in layers, from transport to meaning
Run cheap, deterministic checks first and reserve expensive semantic or reference comparisons for records that pass earlier stages. Give every failure a reason code and quarantine the record or batch instead of silently dropping it.
Layer 1: transport and HTTP checks
- Accept only expected status codes and content types; treat redirects, authentication pages and rate-limit responses explicitly.
- Check response size, encoding and a content hash. An unusually small body often indicates a block page or an error template.
- Record timeout, DNS, TLS and connection failures separately from valid empty pages.
- Respect retry-after headers and use bounded exponential backoff with jitter. Do not retry permanent client errors indefinitely.
Layer 2: structure and schema
- Verify that the expected HTML template, JSON keys or schema version is present.
- Check selector presence and count. A selector returning zero nodes or thousands of nodes is an incident, not a normal null.
- Parse dates, numbers and booleans with locale-aware rules; reject ambiguous values rather than guessing.
- Track schema versions and fail closed when a breaking change is detected.
Layer 3: required fields and formats
Validate required identifiers, URLs, currency codes, postal codes and enumerations. Keep “not supplied by the source” distinct from “parser failed.” Normalize whitespace and Unicode deliberately, but retain the original value for audit.

Layer 4: semantic and cross-field rules
- Apply ranges and units, such as non-negative quantities or temperatures within the domain’s plausible limits.
- Check relationships: a start date must not follow an end date; an item marked in stock should have an availability quantity when the source exposes one.
- Compare key fields with a trusted reference dataset when available, recording the reference date and tolerance.
- Flag sudden distribution changes for review instead of overwriting prior values.
Layer 5: duplicates and canonicalization
Prefer a stable source identifier. If none exists, canonicalize URLs (scheme, host case, tracking parameters and fragments according to documented rules) and combine normalized entity attributes. Distinguish a duplicate capture from a legitimate update. Retain the merge decision, source keys and timestamps so it can be reversed.
Layer 6: anomaly checks
Compare each batch with historical baselines for row count, field null rates, category mix, numeric distributions and template frequencies. Alert on both spikes and collapses. A scraper that returns the same value for every page may be syntactically valid but operationally broken.
4. A small, testable validation implementation
Keep extraction separate from validation so parser changes can be replayed against stored payloads. The following Python example returns reason codes instead of hiding bad records:

In production, persist the validation result with the record, parser version and a link to the raw payload. Unit-test each rule with valid, invalid and boundary cases; add fixture pages for every known template.

5. Measure completeness and coverage with denominators
Define the denominator before reporting a percentage. “Completeness” can mean required fields among fetched pages, fetched pages among discovered URLs, or entities represented among the source’s full catalog. Publish which interpretation you use.
- Field completeness: non-null, valid values divided by records expected to contain that field.
- Page coverage: successfully parsed target pages divided by eligible pages discovered.
- Template success: successful extractions per page template, language and geographic segment.
- Source availability: responses accepted divided by scheduled requests, with blocked, timed-out and missing pages reported separately.
Track error counts as well as percentages. A 99% rate can conceal a serious incident when the denominator changes, while a small denominator can make a percentage unstable. Keep the expected URL set, discovery timestamp and exclusion reasons so coverage is reproducible.
6. Monitor freshness and schema drift continuously
Write an explicit update frequency into the dataset documentation. W3C recommends making data available in an up-to-date manner and making update frequency explicit. Schedule jobs to the source’s change rate, then alert when the age of the newest valid record exceeds the SLA.
Signals worth alerting on
- Stale maximum retrieval age or missed scheduled runs.
- Volume shifts by domain, template, category or geography.
- Changes in null, invalid and quarantine rates for each field.
- Duplicate spikes or sudden changes in canonical-key cardinality.
- New or missing schema keys, selector counts and content hashes.
- Distribution drift in prices, dates, labels or other business-critical fields.
When an alert fires, preserve the failing payload, compare it with the last known-good version, identify the root cause, fix the parser or discovery logic, and rerun the affected time window. Never patch historical output without recording the correction and dataset version.

7. Design for replay, scale and cost
- Idempotency: key writes by source identifier, capture time and parser version so retries do not create duplicates.
- Concurrency: limit parallel requests per host, honor rate limits and use connection pooling.
- Caching: cache unchanged responses where permitted; retain hashes to skip unnecessary parsing.
- Queues: separate discovery, fetching, parsing and validation so a parser deployment does not require refetching every page.
- Dead-letter handling: send repeated failures to a queue with reason codes, attempt count and replay parameters.
- Cost accounting: measure requests, bandwidth, browser minutes, storage and manual review per accepted record.
For JavaScript-rendered pages, wait for a documented readiness signal rather than an arbitrary long delay. Capture the selector or network condition used, because a change in that signal is itself a drift event.
8. Privacy and responsible scraping are quality controls
Identify your bot, minimize server load and follow site terms, access controls and published policies. Collect only fields necessary for the stated purpose, restrict access to raw personal data, set retention limits and document deletion procedures. The European Data Protection Board states that the GDPR applies when scraping involves personal-data processing such as collection, storage, organization or retrieval. Consult qualified legal counsel for your jurisdiction and use case; a technically accurate dataset can still be unlawful to collect or retain.

FAQ
What is a reasonable quality threshold?
There is no universal percentage. Set separate limits for completeness, validity, freshness and duplicate rate based on the harm a bad record could cause, then document the denominator and review the limits when the use case changes.
Should failed records be deleted?
No. Quarantine them with reason codes, a raw-payload reference and replay metadata. Deletion destroys evidence needed to diagnose selector breakage and prove what was collected.
How can I tell a source changed instead of my parser failing?
Compare the failing response’s content hash, schema markers, selector counts and template classification with a last-known-good payload. If the source is unchanged, inspect parser deployment and dependencies; if it changed, version the new template and rerun affected captures.
What should a published quality report contain?
Include field definitions and units, scope and exclusions, update frequency, dataset version, provenance, license, completeness and error metrics, duplicate method, known gaps and the date of the last validation run.
Frequently Asked Questions
Can screenshots replace data validation?
No. Screenshots are visual evidence for diagnosing rendering, consent and bot issues; schema, semantic, completeness and duplicate checks still determine whether records are usable.
How often should drift checks run?
Run them at least as often as the scraper schedule, with tighter checks for fast-changing sources and business-critical fields.
