Windows Home editions do not include the Local Group Policy Editor (gpedit.msc). There is no supported switch or Microsoft download that enables it without changing the edition.

The supported solution is to upgrade Windows 10 or Windows 11 Home to Pro. You can also try a DISM-based workaround on some builds, but it is unsupported, may fail, and does not turn Home into Pro.

Check your Windows edition first

Before trying to enable Group Policy Editor, confirm which edition is installed:

  1. Open Settings.
  2. Go to System > About.
  3. Find Windows specifications and check Edition.

The value will show Home, Pro, Enterprise, or another edition. Group Policy Editor is included by default in Pro and higher editions.

You can also press Win+R, type winver, and select OK to check the Windows version. This does not show every edition detail, so the Settings page is the better place to confirm Home versus Pro.

Supported method: upgrade Home to Pro

Microsoft’s supported way to obtain gpedit.msc on a Home computer is to upgrade the Windows edition to Pro. After the upgrade, Group Policy Editor is already included; no separate installation package is needed.

Windows 11 Home

  1. Open Settings.
  2. Select System > Activation.
  3. Expand or select Upgrade your edition of Windows.
  4. Choose Open Store to purchase the upgrade, or select Change product key if you have a qualifying Windows Pro key.
  5. Complete the upgrade and restart if Windows requests it.

Windows 10 Home

  1. Open Settings.
  2. Go to Update & Security > Activation.
  3. Under the upgrade options, choose Open Store or Change product key.
  4. Complete the edition upgrade and restart Windows if prompted.

Once Windows reports Windows Pro, open the editor by pressing Win+R, entering gpedit.msc, and selecting OK. You can also select Start, type gpedit.msc, and open the result.

Unsupported DISM workaround for Home

Some Windows Home installations contain Group Policy component packages in the local Windows component store. The following commands can install those packages and may make gpedit.msc available. This is not an officially supported way to add Group Policy Editor to Home.

Use this only after creating a backup or restore point. Run the commands one at a time in Command Prompt as administrator, not PowerShell.

Run the commands in Command Prompt

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt and select Run as administrator.
  4. Run the first command below, then run the second command separately.

Command 1:

FOR %F IN ("%SystemRoot%\servicing\Packages\Microsoft-Windows-GroupPolicy-ClientTools-Package~*.mum") DO (DISM /Online /NoRestart /Add-Package:"%F")

Command 2:

FOR %F IN ("%SystemRoot%\servicing\Packages\Microsoft-Windows-GroupPolicy-ClientExtensions-Package~*.mum") DO (DISM /Online /NoRestart /Add-Package:"%F")

When each command finishes, look for DISM’s result. A successful result means that matching packages were processed; it does not prove that Home now has the complete Pro Group Policy implementation.

Afterward, press Win+R, type gpedit.msc, and select OK. A restart is not usually required just to open the console, although individual policy changes may require a restart before they take effect.

If you save the commands in a batch file

Command Prompt uses one percent sign for the loop variable when you type the command interactively. A .bat or .cmd file requires two percent signs:

Do not paste the FOR %F form into PowerShell. It is cmd.exe syntax and commonly produces an error there.

Why the workaround may not work

The commands search this local directory:

%SystemRoot%\servicing\Packages

If the ClientTools or ClientExtensions .mum files are not present, DISM has no matching package to install. Other possible outcomes include:

  • gpedit.msc remains missing from Start and does not launch from Run.
  • The console opens but some policy settings have no effect.
  • DISM reports an access or servicing error because Command Prompt was not elevated.
  • The result appears successful, but the policy components are incomplete for that Windows build.
  • On some Windows 11 25H2 Home systems, the modules appear to install while gpedit.msc remains unavailable.
  • Copying gpedit.msc from a Pro computer can cause an MMC error such as “The snap-in could not be added.”

Home remains Home after this process. It does not gain all Pro features, licensing rights, or guaranteed Group Policy behavior.

Do not download gpedit.msc from random websites

There is no supported Microsoft download that adds the Local Group Policy Editor to Windows Home. Policy-definition files and third-party installers found in older guides are not the same as the complete Group Policy components.

Likewise, copying gpedit.msc, GroupPolicy, or GroupPolicyUsers from SysWOW64 into System32 is an outdated, unsupported workaround. The MMC file depends on additional components, so copying files often results in a snap-in error rather than a working editor.

Windows 10 support status

Windows 10 Home and Pro reached end of support on October 14, 2025, with version 22H2 as the final Windows 10 release. If the computer supports it, moving to a supported Windows 11 edition is preferable to relying on an unsupported Home workaround. Windows 11 Home and Pro still have a supported lifecycle; availability of a particular feature can depend on the installed Windows 11 version.

Alternative: change the setting directly

If you only need one particular policy, installing an unsupported editor may be unnecessary. Many local policies correspond to registry values or Windows security settings, but the exact registry path and value depend on the policy. Use Microsoft’s documentation for that specific policy rather than guessing a registry location. Incorrect registry changes can disable features or affect all users on the computer.

FAQ

Can I enable gpedit.msc on Windows Home with a command?

There is no supported enable command for Home. The DISM commands can expose the editor on some builds, but Microsoft does not support this workaround and it does not convert Home into Pro.

Is gpedit.msc included in Windows 10 Pro and Windows 11 Pro?

Yes. Group Policy Editor is included in Pro and higher editions and requires no separate installation.

Why does gpedit.msc still not open after DISM succeeds?

DISM may have processed matching packages without installing a complete, usable Group Policy implementation. The required package files may also be absent, or the particular Windows build may not support this workaround.

Can I copy gpedit.msc from a Pro PC to Home?

That is unsupported and incomplete. The snap-in depends on additional components, and copied files can produce an MMC error saying that the snap-in could not be added.

Can I run the FOR commands in PowerShell?

No. The commands shown use Command Prompt syntax. Run them in an elevated Command Prompt. If you put them in a batch file, change the loop variable from %F to %%F.

Do I need to restart after installing the packages?

A restart is generally not needed merely to open the MMC console, but Windows may require a restart before a particular policy change takes effect.

The Bottom Line

For a reliable, supported installation, upgrade Windows Home to Pro through Settings > Activation > Upgrade your edition of Windows. The DISM package method is only an unsupported experiment: it may work on some builds, may expose policies that do nothing, and may leave gpedit.msc unavailable.
