For a Steam playtest, developers enable the Overlay and set application-level Steam Input options in Steamworks; players open the Overlay and configure a connected controller in the Steam client. Start Steam and launch the playtest through Steam. You do not need to buy a controller to enable the Overlay or configure a device you already own.
For the developer: enable the Steam Overlay
- In Steamworks, open Edit Steamworks Settings > Installation > General Installation.
- Enable Enable Steam Overlay for Application.
- Publish the settings change so it can take effect for players. You need the Edit App Metadata permission to change this setting. Valve’s Steamworks setting documentation describes the application-level option.
The Overlay is designed to hook into games launched from Steam. Make sure participants start the playtest from their Steam Library rather than launching the game executable directly. Steamworks Overlay documentation describes the default shortcut and launch behavior.
For the developer: review the app’s Steam Input settings
- Open the application’s Steam Input settings page in Steamworks.
- Choose a built-in controller template or set up a custom configuration appropriate for the playtest.
- If the game uses the Steam Input API, Valve recommends enabling Any Future Devices so the app’s Steam Input configuration can cover devices added later.
- Save and publish relevant changes in Steamworks for players to receive the updated application settings.
These are app-level defaults and configuration choices; they do not replace an individual player’s ability to adjust bindings. Valve’s developer setup guide explains the settings and publishing workflow.
Basic remapping versus full Steam Input API integration
A player can edit a controller configuration without the game implementing the Steam Input API. A fuller native integration is a separate development effort: it can define in-game actions, provide official configurations, show controller-specific glyphs, support flexible switching or mixing of mouse, keyboard, and gamepad input, and account for text entry. Those features are not prerequisites for a participant to edit a basic controller layout. Valve outlines the integration work in its Steam Input developer guide.

For the playtester: connect and configure a controller
- Connect the controller you want to use. Steam’s controller configuration edit option may not appear unless the device is connected.
- In the Steam client, open Steam > Settings > Controller.
- Enable the support option that matches the connected controller.
- Open the game’s page in your Library, then choose its controller configuration option to review or change bindings.

Open the Overlay during the playtest
While the game is running, press Shift+Tab, Steam’s default Overlay shortcut. If you changed the shortcut, use the key combination shown in Steam Settings instead. Valve says the shortcut can be changed in Steam Settings; the Overlay is intended for games launched through Steam. See Steam Overlay documentation.

If Shift+Tab does not open it
- Confirm the game was launched from Steam and that Steam is running.
- Check the Overlay shortcut in Steam Settings; it may have been changed from Shift+Tab.
- If you are the developer, verify that the app’s Overlay setting is enabled and that the Steamworks change was published.
These checks cover the documented launch, shortcut, and app-setting requirements; they do not establish every possible cause of an Overlay problem.

Steam Input can route controller input through gamepad emulation, mouse-and-keyboard emulation, or the Steam Input API. These are different approaches: emulation maps a device into input a game can consume, while the API lets a game integrate with Steam Input more directly. Valve notes that Windows gamepad emulation can inject an emulated Xbox controller through traditional gamepad input APIs; on macOS and Linux, emulation is provided by a driver. Valve’s documented supported-device list includes Steam Controller, PlayStation 4, Xbox 360, Xbox One, Nintendo Switch Pro, Steam Link App Mobile Touch Controller, PlayStation 3, and DirectInput gamepads. Valve says it continues to add device support, so this is a documented list rather than a guarantee that every device behaves identically in every game.
