YouTube says first-time access may take up to 24 hours to become available. You also need to be at least 16 and have no live-streaming restriction in the previous 90 days. The 50-subscriber minimum applies to mobile streaming, not desktop webcam or encoder streams.
Enable live streaming in YouTube Studio

On a computer, sign in to YouTube Studio and select Settings from the left menu.

Select Channel, then Features. Under Features that require phone verification, select Verify phone number.

Choose whether to receive the verification code by text or voice call, enter the code, and complete the prompts. YouTube says a phone number can be linked to no more than two channels per year. For a channel that is not a Brand Account, only its owner can complete phone verification; Brand Account owners and managers can verify one.

After verification, select Create > Go Live to open the Live Control Room. If this is your first time enabling live streaming, access may take up to 24 hours; it is not an exact guaranteed wait.
YouTube’s current setup guidance is at Get started with live streaming and Verify your YouTube account. Studio labels and policies can change, so check YouTube Help if your screen differs.
Check why Go Live is unavailable
Phone verification unlocks the feature, but it does not override YouTube’s other eligibility rules. YouTube’s current guidance requires the channel to have no live-streaming restriction in the preceding 90 days, and the person starting the stream must be at least 16.

Mobile streaming: YouTube requires at least 50 subscribers, a verified channel, no live restriction in the preceding 90 days, live streaming enabled, and Android 8.0 or later or iOS 8 or later. The 50-subscriber threshold is specific to mobile; it is not a general prerequisite for desktop webcam or encoder streaming.

Live restriction: Policy or copyright issues can lead to a restriction. YouTube says you may not use another channel to bypass a live-streaming restriction. See its live-streaming restrictions guidance.

Streamer under 16: YouTube’s guidance for under-16 participants requires an adult to be visibly present and actively co-create on an adult-owned account. A minor should not operate the stream alone.

Verification code did not arrive: Check that the number is entered correctly, try the other delivery option (text or voice call), and account for YouTube’s limit of two channels per phone number per year.

Choose how to go live
Once access is enabled, choose a method in the Live Control Room based on your device and production needs. You do not need to buy an encoder or other equipment just to enable the feature.

Start a simple webcam stream

In YouTube Studio, select Create > Go Live, then choose Webcam in Live Control Room.

Enter a title and description, and choose the stream’s privacy setting.

Select the webcam and microphone you want to use. Check that the preview shows the right picture and that the selected microphone is receiving audio.

When the preview and details are ready, select Go Live.
For an encoder, scheduled event, or other workflow, use Live Control Room’s management options and the relevant YouTube encoder setup guidance.

Prepare and check the stream
These checks help prevent avoidable problems; they are operational recommendations, not extra eligibility rules.

Check upload capacity: Your available outbound bandwidth must support the stream’s total bitrate. YouTube recommends leaving 20% headroom for network variation. Check the encoder’s total bitrate against your actual upload connection, rather than relying only on a plan’s advertised download speed.

Preview before starting: Confirm the video feed and audio in Live Control Room. Check that the stream is accessible from your channel or watch page and on a mobile device.

Monitor during the event: Watch for audio or video problems as the stream runs, and confirm the connection remains stable.

Allow setup time for encoder events: YouTube suggests setting up at least two hours before an encoder event and starting the encoder at least 15 minutes before the scheduled start.
