For dynamic text, the short echo tag <?= ... ?> is convenient; escape values for the output context, and use include or require when markup belongs in a reusable partial.
How PHP and HTML work together
A PHP file can contain both HTML and PHP. Text outside PHP tags is sent as non-PHP content, while PHP code between the tags is executed. This mixed mode lets a template keep its markup readable instead of building the whole page as a string. See the PHP Manual’s explanation of escaping from HTML and its overview of PHP.

In this example, the HTML remains literal, PHP inserts escaped values, and alternative control-structure syntax surrounds a larger markup block. The variables $title and $items must be defined by the application before this template runs.
Choose between literal HTML and echo
For a substantial block of mostly fixed markup, leave PHP parsing mode and write the markup directly. The PHP Manual says this is generally more efficient than sending a large text block through echo or print, and it is usually easier to read. Use echo for a value or a short, computed piece of output.

echo does not add spaces or a newline, and it has no return value. If the output is a long HTML structure, putting the entire structure into a quoted string also means dealing with PHP string syntax and escaping, without a readability benefit. The manual documents echo’s behavior.
Use the right PHP tags
Use <?php ... ?> for PHP code and <?= expression ?> when outputting an expression. The latter is shorthand for <?php echo expression; ?>. It is distinct from the configurable short opening tag <?; prefer the standard PHP tag and short echo form for compatibility. The PHP tags documentation describes the forms and closing-tag guidance.

When a file contains only PHP code, omit the final closing tag. That avoids accidental trailing whitespace or a newline being emitted after the PHP code.
Escape values before inserting them into HTML
Dynamic values should remain text rather than being interpreted as markup. For ordinary HTML text, htmlspecialchars() converts characters with HTML significance into entities. Specify the document’s actual character encoding; the UTF-8 example uses ENT_QUOTES | ENT_SUBSTITUTE to handle quotes and substitute invalid sequences.

This is not a universal encoder for every destination. JavaScript, CSS, and URL contexts need handling appropriate to those contexts. The PHP documentation for htmlspecialchars() explains its conversions and encoding considerations.

At the point of inclusion, the included file inherits the caller’s variable scope, so make its expected data dependencies clear. PHP begins parsing the included file in HTML mode; executable code in it must use valid PHP tags. A missing file causes include to raise a warning, while a missing file passed to require raises an error. Use require when the page depends on the fragment being present; choose include when the application can handle the warning and continue. Details are in the PHP Manual’s include documentation.

Quick decision guide
- Mostly fixed markup: write literal HTML outside PHP tags.
- A dynamic value: output it with
<?= ... ?>and escape it for its destination context. - PHP logic around a substantial HTML block: use alternative syntax such as
if: ... endif;orforeach: ... endforeach;. - Repeated markup used in multiple places: move it into a partial and include or require the file, with clear expectations about its variables.
