For a one-time announcement, use a bulk-email plugin that supports sending to all registered WordPress users, or have a developer build a carefully managed wp_mail() workflow. For recurring newsletters, use a list tool such as MailPoet, where account status, subscription status, and user roles can be managed separately. Before sending, confirm who should receive the message and check your mail provider’s sending limits: WordPress accepting a message does not prove it reached an inbox.

Choose the right kind of email and sending method

Start by deciding whether you are sending an operational or account notice once, or sending ongoing marketing. An account on your site is not, by itself, proof that someone agreed to receive a newsletter.

MailPoet’s documentation explains its WordPress Users list and its role-segmentation features. Choose by the workflow you need rather than assuming every registered account should receive every message.

Send a one-time message with a bulk-email plugin

A plugin can provide an administrator-facing workflow without requiring you to write custom code. The Mass Email To Users listing describes sending to every registered user or filtering recipients by role. Plugin interfaces and features can change, so confirm the current plugin version, settings, and recipient controls before using it.

  1. Install and review the plugin. In WordPress, open Plugins > Add New Plugin, search for the plugin, and review its current listing and compatibility information before installing and activating it.
  2. Open its email screen. Use the menu added by the plugin; the exact label can vary by version. Choose the all-users option only if the message is appropriate for every account holder. Otherwise, select the intended role or audience.
  3. Check the recipient count and message. Review the audience, sender address, subject, and body. Send a test or preview if the plugin offers that option, and confirm the message renders as intended.
  4. Check sending limits, then send. Verify current limits and configuration with your host or sending service first. The plugin listing recommends SMTP and domain authentication, but neither guarantees inbox placement.

Use MailPoet for recurring newsletters and segments

MailPoet documents a pre-created WordPress Users list populated with site accounts. It also documents synchronization and subscription statuses, including unconfirmed and subscribed states depending on settings. Its role-based segments can include standard or custom WordPress roles.

Before using that list for newsletters, decide how people become subscribed and whether signup confirmation should be enabled. MailPoet recommends enabling confirmation for its automatically populated WordPress Users list. This is product guidance, not a determination that a particular setup meets legal requirements. A WordPress role such as Subscriber describes site permissions; it does not establish newsletter consent.

Use wp_mail() only when recipient handling is managed

WordPress’s wp_mail() reference says the function accepts recipients as an array or a comma-separated list. A developer can use it for a site-specific workflow, but the code must select the right users, avoid unsafe or excessively large sends, and work within the configured mail transport’s limits.

WordPress explicitly cautions: “A true return value does not automatically mean that the user received the email successfully.” In practice, a true return indicates that the configured sending method processed the request without reporting an error; it does not verify inbox delivery. Do not treat the function’s result as a delivery report.

Check the audience, message, and sending setup before delivery

  • Audience: Confirm whether the message is for every account or only certain roles or subscribed contacts. Roles and mailing-list status are different.
  • Content: Check the sender identity, subject, links, and message for accuracy. Preview or test the email where the tool allows it.
  • Sending capacity: Ask your hosting provider or email service about current limits and configuration. There is no universal safe batch size established here; do not assume one large send is acceptable.
  • Delivery expectations: SMTP and domain authentication may be part of a sound setup, but they do not guarantee inbox placement. Monitor available sending or delivery reports rather than assuming a queued message was received.

Handle marketing email according to audience location and purpose

Rules differ by jurisdiction and by whether a message is commercial, transactional, or another kind of notice. Do not call a message transactional solely because recipients have accounts, and do not treat these country-specific examples as universal legal advice.

United States

The Federal Trade Commission’s CAN-SPAM compliance guide describes requirements for commercial email, including accurate sender and header information, nondeceptive subject lines, a valid postal address, and a clear opt-out method. It says opt-out requests must be honored within 10 business days. The FTC also distinguishes commercial messages from narrowly defined transactional or relationship messages; the message’s actual purpose matters.

United Kingdom

The Information Commissioner’s Office says marketing email to individuals generally requires specific consent, with a limited existing-customer soft opt-in for similar products or services when an opt-out was offered at collection and in each message. Its electronic mail marketing guidance notes that it is under review following changes made by the Data (Use and Access) Act.

For other locations, check the rules that apply to the recipients and the message. Mail-list settings can help track subscription status and opt-outs, but the tool’s configuration does not by itself establish legal compliance.
