Why the download option is unavailable
The file owner controls whether viewers and commenters can download, print, or copy a file. When the owner disables those options, Google says the affected controls appear unavailable to those users. Viewer and Commenter roles do not let you change the owner’s sharing settings. Google’s sharing guidance explains the owner control, while Google’s role descriptions distinguish viewing or commenting access from editing.
Google also cautions: “Important: You can limit how people share, print, download, and copy within Google Drive, Docs, Sheets, and Slides, but you can’t stop how others share the file content in other ways.” That limitation is not permission to bypass the owner’s settings; use an authorized route if you need a copy.
Choose the authorized option that fits your need

Be specific in your request: explain whether you need offline reading, a backup, or an editable copy, and ask for the appropriate access or file. If the document contains sensitive information, the owner may need to confirm that sharing a copy is allowed.
If you own the file, allow downloads for viewers and commenters
- Find the file in Google Drive, Docs, Sheets, or Slides and open it.
- Select Share, then open Settings.
- Check Viewers and commenters can see the option to download, print, and copy.
- Close the settings and, if needed, tell the intended recipient that downloading is permitted.
Google’s file-sharing instructions describe this setting. If it is unchecked, viewers and commenters see the affected actions as unavailable. The setting changes what those roles can do; it does not grant editing access.
When a Workspace administrator controls the restriction
In Google Workspace, administrators can use Drive data loss prevention and information rights management rules to restrict downloading, printing, and copying. Google documents options that apply to viewers and commenters or to all collaborators. The applicable policy depends on the organization’s configuration, so ask your Workspace administrator whether a rule is blocking the action and whether an approved exception or authorized export is possible. Google notes a specific limitation: a data protection rule does not prevent printing in Preview mode. That statement concerns printing under that rule; it does not mean a user can download the file or bypass the overall restriction.

Google documents owner and administrator controls for restricting file actions; its documentation does not provide a supported viewer-side method to override them. Avoid extensions, scripts, scraping, or other techniques intended to defeat the restriction.
