The remedy depends on the route and the rules that apply: UK guidance uses reimbursement percentages, EU rules use a ticket-price calculation, and the U.S. Department of Transportation describes a fare-difference refund when you travel on the downgraded flight.
First, establish what changed
Before calculating a claim, write down the departure and arrival airports and identify the airline that operated the flight. A marketing carrier shown on a booking may not be the operating carrier, so keep the flight documents that identify both. The route and carrier help determine which rules may apply; do not assume one country’s remedy covers every itinerary.
Check whether the airline changed your cabin or class of service, or whether you stayed in the same cabin but lost a seat, meal, fare benefit, or frequent-flyer perk. The European Commission’s interpretative guidance dated 22 July 2024 says Regulation (EC) 261/2004 addresses a change in class of service. A different fare within the same class, or a missing seat or catering benefit while remaining in that class, is not itself a downgrade under that provision. A separately paid service that was not delivered may instead be addressed under the airline’s terms or national law.
Which refund or reimbursement framework may apply?
These frameworks are not interchangeable. Confirm the route’s coverage and the relevant current rule before claiming a specific amount.

The UK percentage bands above are from current UK Civil Aviation Authority guidance accessed in 2026. They are not a universal formula. In particular, do not apply them to a whole multi-flight itinerary automatically: the CAA says the refund is likely to relate only to the downgraded portion.
Build a record of the booking, the flight, and the downgrade
Create a dated folder for the trip and save copies of documents, keeping originals where possible. Use clear filenames such as 2026-10-04_booking-confirmation so the timeline is easy to follow. Keep the records that support your actual claim:

- What you bought: the booking confirmation, e-ticket or ticket receipt showing the cabin or class purchased and the amount paid.
- What you flew: the boarding pass or other travel record showing the cabin or class actually flown.
- What the airline changed: downgrade, rebooking, airport notice, or other written explanation from the airline.
- What you paid for separately: receipts and records for a separately purchased service that was not provided, if relevant.
- What happened: notes made promptly with the date and time, flight number, airports, what staff said, and the names or roles of employees you contacted.
- What you requested: copies of every message to and from the airline and any case or reference number.
The U.S. Department of Transportation’s consumer guidance recommends keeping confirmations, boarding passes, notes taken at the time, employee names, baggage-check stubs, and receipts for out-of-pocket expenses. For a downgrade claim, retain the items that connect your booking, the cabin flown, and the remedy you are requesting.
Complain to the airline in writing
Send the complaint through the airline’s customer-care or complaint channel and keep a copy of what you sent, its attachments, and the response. DOT advises passengers to give the airline a chance to resolve the problem before contacting DOT; the UK Civil Aviation Authority also says to complain to the airline directly first.

- Identify the trip: include your name, booking reference, ticket number if available, operating airline, flight number and date, and origin and destination.
- Describe the change: state the cabin or class booked and the cabin or class in which you travelled. If you are unsure whether the issue is a class downgrade or a missing same-class benefit, describe the facts rather than assigning a legal label.
- Ask for a specific response: request the refund or reimbursement under the rules applicable to the itinerary, or the fare or service difference under the airline’s terms where appropriate. If coverage or calculation is unclear, ask the airline to explain its basis and provide its calculation in writing.
- Attach copies: label the booking record, travel record, and airline message so each document is easy to match to your timeline. Do not send your only original.
- Keep the paper trail: save your sent complaint, attachments, delivery confirmation if available, and the airline’s case reference.
Adaptable complaint wording
“I booked [cabin/class] for flight [number] on [date] from [origin] to [destination]. I was carried in [cabin/class]. Attached are my booking confirmation and ticket receipt, travel record/boarding pass, and the airline’s downgrade or rebooking message. Please confirm the basis for the downgrade and calculate the refund or reimbursement due under the rules applicable to this itinerary. Please respond in writing and provide a case reference.”

Next, check which aviation authority is responsible for the itinerary and whether an alternative dispute resolution (ADR) scheme accepts complaints about that airline and trip. The UK CAA’s online route indicates whether it can help; its guidance describes ADR and PACT options according to the complaint’s scope. GOV.UK notes that airline and airport complaint processes vary. In the United States, DOT advises giving the airline an opportunity to address the problem before contacting the department.

Do not assume that every authority or ADR scheme accepts every carrier, route, or type of claim. Check the applicable body’s current eligibility guidance. The rules and deadlines can depend on the law, forum, itinerary, and individual circumstances; there is no single deadline established here for every downgrade complaint.
