Specify the intended use, robot configuration, procedure, measures, and relevant variations so another team can repeat the test and understand what its results do and do not show. For embodied AI, evaluate the learned perception and decision-making together with the sensors, controller, end effector, and robot platform they depend on.
Why test the integrated robot, not just its policy?
A robot’s performance is the result of a chain: sensing, state estimation, planning or learned decision-making, control, and physical action. A policy that appears capable in isolation may fail because of perception, calibration, mobility, grasping, or interaction with the environment. Conversely, a system-level success score alone may not reveal which component made a task fail.
NIST’s robotics measurement-science program treats both component performance and overall system performance as measurement problems. Its Performance Assessment Framework derives tests from task requirements and an assembly-operation taxonomy, then combines measures for areas including perception, mobility, dexterity, and safety into robot-system performance models. NIST’s Physical AI project describes its aim as helping bridge the gap between embodied AI research and approaches practical for manufacturing robot system developers; its project page, updated April 24, 2026, also describes a mixed physical and simulated testbed.
1. Define the claim and intended use
Write down what decision the test is meant to support. A test designed to compare two policies may need different controls and analysis from one intended to qualify a robot for a particular task, track a software revision, or assess recovery from disruptions.

- Claim: What should the result establish—for example, task completion under stated conditions, relative performance between systems, or robustness to specified changes?
- Task boundary: Where does the task begin and end? For a placement task, define whether success means detecting the part, grasping it, transporting it, and placing it within a stated target region.
- Operating envelope: Identify the objects, workspace, surfaces, lighting, obstacles, payloads, and human involvement that matter to the intended deployment.
- Comparison: State which systems, policies, or versions are being compared and what must remain constant for that comparison to be meaningful.
A benchmark score without a declared task and operating envelope is difficult to interpret. The test should make clear whether it supports a narrow claim about a defined setup or a broader claim about deployment readiness.
2. Break the task into observable capabilities
Decompose the task into stages that can be measured separately, then retain a task-level outcome for the complete system. For a manipulation task, stages might include detecting and localizing an object, approaching it, grasping it, transporting it, and completing a placement or assembly action.
Intermediate measures help diagnose a result; they do not replace end-to-end success. A robot may localize an object accurately but still fail to grasp it, or complete a task despite a weak intermediate metric. Keep the outcome of the whole task distinct from measurements of the components that contribute to it.
For embodied AI, include learned perception and decision elements alongside the physical hardware and software they use: sensors, coordinate frames, calibration, controller, end effector, and robot platform. NIST’s framework is useful here because it connects task requirements to component tests and then to system-level performance, rather than treating a component score as proof of task capability.

3. Specify the physical setup
Record enough information to reconstruct the test. NIST’s assessment work describes testbeds spanning arms, mobile bases, hands and grippers, and sensor systems; its manipulation program identifies end-effector testing and assembly task boards as areas for standards development.
- Robot make and model, relevant hardware configuration, and installed tool or gripper.
- Sensor types and placement; coordinate frames; calibration state and method.
- Software, policy, model, and controller versions, plus configuration settings that could affect behavior.
- Workpiece identity and condition, fixture geometry, target locations, and environment layout.
- Relevant lighting, floor or surface properties, network conditions, and other environmental factors.
- Measurement instruments and the method used to record outcomes, contacts, or timing.
Choose fixtures and end effectors to match the task and the measurements. A robot gripper is one test component, not a complete test system: grasp type, payload, mounting, robot compatibility, and measurement needs all affect whether a result is meaningful. A fixture or task board should expose the capability being tested without silently changing the task into a different one.
4. Write a procedure another team can follow
Make the protocol specific enough that a second team can reproduce the conditions and identify deviations. NIST’s 2021 NISTIR 8345 workshop report emphasizes repeatable and independent assessment, along with transparency, reproducibility, and trust. In practice, those qualities depend on the protocol and per-trial record, not only the final average.
- Set initial conditions. Define robot starting pose, object placement and orientation, fixture state, environment state, and any required warm-up or calibration.
- Define reset and recovery. State who or what resets the robot and scene between trials, how a failed or interrupted run is handled, and whether recovery actions are part of the tested behavior.
- Give fixed task instructions. Preserve the exact task prompt, permitted information, and any constraints on operator input or system access.
- Set stopping rules. Specify the timeout, success condition, failure condition, retries, and any reasons a run may be stopped early.
- Control trial order where needed. If learning, wear, temperature, battery state, or changing environment could affect outcomes, document the order and how those effects are managed.
- Log every run. Keep the trial-level outcome, configuration, relevant environmental conditions, interventions, and failure category—not just a summary score.
Define how human interventions are counted. If an operator moves an object, repositions the robot, or triggers a recovery, record whether that intervention ends the trial, changes its outcome, or is an allowed part of the task. Without an explicit rule, two teams can report different results from nominally identical runs.

5. Choose measures that explain performance
Use a primary measure tied to the claim, then add diagnostic measures that illuminate how the system performed. Define each metric precisely, including units, denominator, and how missing or interrupted trials are treated.
- Task outcome: completion or failure under a stated success criterion.
- Perception: a task-relevant measure of detection or localization, when perception is part of the claim.
- Manipulation: grasp, transport, placement, or assembly outcomes appropriate to the task.
- Mobility: measures of navigation or movement needed to complete the task.
- Efficiency: time or throughput when it matters to intended use, with the start and stop points defined.
- Safety and contact: relevant contact, force, or pressure measures where people or shared workspaces are involved.
- Recovery: whether and how the robot resumes or completes the task after a defined failure or disruption.
NIST’s manipulation program identifies methods and metrics for grasping, manipulation, contact safety, and end-effector capabilities. Avoid an opaque composite score that conceals failure modes. If a composite is needed for a decision, disclose its components and calculation, and preserve the underlying measures so readers can inspect what drove the result.
6. Test justified variation and failure cases
A nominal-condition test answers only how the system performed under those nominal conditions. To support a robustness claim, introduce variations that represent the deployment: changes in parts or objects, environmental conditions, obstacles, unexpected events, or failures. NIST’s agility work lists these kinds of variation as evaluation concerns and describes virtual/real validation as part of its program.
For each variation, say why it matters, what changed, and whether it was applied to every trial or a defined subset. Keep baseline and variation results distinguishable. Avoid arbitrary stressors that have no connection to the intended use: a test can be difficult without being informative about deployment.

Also state what was not tested. Naming out-of-scope conditions prevents readers from interpreting a result as evidence for settings the protocol never covered.

Simulation is useful for developing scenarios, screening approaches, and running controlled experiments. It is not, by itself, proof that a robot will perform the same way on hardware. If the claim is that simulation predicts physical performance, test that claim with matched tasks or policies and a declared comparison method.
The 2019 paper “Sim2Real Predictivity: Does Evaluation in Simulation Predict Real-World Performance?” examined PointGoal navigation and proposed a Sim-vs-Real Correlation Coefficient (SRCC). In that specific experiment, success SRCC was 0.18 using the original Habitat challenge setup and 0.844 after simulation parameters were tuned. These figures describe that study’s task and setup; they are not general estimates of simulator reliability. The result illustrates why simulator settings can affect whether simulated comparisons correspond to physical ones.
The 2020 RoboTHOR paper describes paired simulated environments and physical counterparts for embodied AI evaluation, and reports a gap between simulated and physical benchmark performance. NIST’s agility program likewise describes a combined virtual/real testbed and a simulation-to-real pipeline; its ARIAC documentation describes a dynamic simulated manufacturing competition environment intended to inform future agility metrics and methods. Together, these examples support using simulation as part of a broader evaluation program, with physical checks for important claims.

When comparing simulation and reality, document which task, policy, hardware, and environmental conditions are matched and which differ. Compare outcomes or rankings under a stated protocol; do not assume that a high simulation score or a favorable simulated ranking transfers automatically.
8. Treat human interaction and safety as explicit test dimensions
If the task involves people, physical contact, shared workspaces, or collaboration, define the interaction being evaluated and select measures appropriate to it. NIST’s manipulation program reports standards work involving methods to measure forces and pressures in human-robot contacts, while its HRI workshop report addresses holistic performance assessment in real-world teams.
The available NIST materials do not establish which safety standard or edition applies to a particular robot, geography, or application. Identify the applicable current requirements for the intended use and consult qualified safety expertise; a benchmark result is not a substitute for that assessment.
What a reliable test report should let readers determine
A useful report enables another team to reconstruct the conditions, inspect the evidence, and judge the limits of the conclusion. Include the task and claim, operating envelope, full setup and version record, procedure, metric definitions, per-trial outcomes and failures, interventions, variations tested, and any simulation-to-physical comparison method.

There is no universal trial count, confidence threshold, acceptable sim-to-real gap, or single standard protocol established by the cited materials. Choose a test design suited to the claim and application, explain the basis for that choice, and state the uncertainty and scope of the resulting evidence.
