Design identity resilience around the entire sign-in path, not just duplicate identity servers. Map every dependency users and workloads need to authenticate and receive authorization, then build independent alternatives for the failures your organization must tolerate. Test failover and emergency access before an outage.

How do I design an identity system with redundancy and failover?

Start with the paths people and services actually use. A sign-in may depend on a directory, identity provider (IdP), federation service, MFA system, agent, DNS, firewall, load balancer, cloud connection and application token-handling logic. Authorization can also depend on services or data stores beyond the component that authenticates the user. A backup server will not help if both servers rely on the same failed DNS service, network link or site.

  1. Map each sign-in and authorization path. Document the components, network routes and data stores involved for each user group, application and workload. Include token acquisition and what the application does when token issuance, refresh or validation is unavailable.
  2. Name the failures the design must survive. Consider individual servers, racks or zones, sites, regions, providers, identity sources and network paths. Decide which operations must continue, which may be delayed, and what degraded access is acceptable.
  3. Remove dependencies where policy permits. A simpler path can be more resilient than a complex path with multiple nominally redundant components. For hybrid cloud sign-ins, Microsoft recommends considering password hash synchronization (PHS) when organizational requirements allow it, because it can let users authenticate without relying on on-premises identity components.   4. Provide alternatives in separate failure domains. Redundant agents, federation servers, network links or regional deployments are useful only if they do not share the dependency that is expected to fail. Identify what detects failure, what triggers a route change, and who intervenes if automatic failover does not work.
  5. Specify behavior, not just component counts. Record which reads, writes, sign-ins, token operations and administrative actions should remain available; which may be delayed; and how the service returns to normal after the fault is resolved.
  6. Exercise the design. Simulate realistic component and connectivity failures, verify that clients and applications use the alternative path, and rehearse emergency access and restoration procedures.

Separate availability from recovery

Resilience keeps authentication and authorization working through a failure. Recoverability restores tenant objects and configuration after accidental or malicious changes. They need related but distinct plans: a failover route does not restore deleted or altered identity configuration. Microsoft’s tenant recoverability guidance treats recovery planning as a separate concern.

How do I make hybrid authentication resilient?

Choose the cloud sign-in path with its dependencies in view. Microsoft’s recommendations are specific to Microsoft Entra hybrid authentication; password hash synchronization may not meet every organization’s security, policy or operational requirements.

Password hash synchronization

With PHS, cloud authentication can continue without depending on on-premises identity components for each sign-in, which reduces the number of live dependencies in the cloud path. Assess whether this approach is permitted by your policies and security requirements before choosing it. [Microsoft]

Pass-through authentication

Pass-through authentication (PTA) keeps on-premises agents in the sign-in path and requires persistent connectivity to them. Deploy and monitor redundant agents, and check that the agents, their network routes and the services they need do not all depend on one site, link or other shared failure point. [Microsoft]

Federation

Federation adds a federation service and may also involve web application proxies, load balancing, DNS, firewalls and network links. Make those dependencies explicit, provide service-level redundancy, and plan for the configuration or policy data store as well as the federation servers. Microsoft documents Windows Internal Database replication for some AD FS farm sizes and SQL high-availability options for other needs; the applicable features and limits depend on the deployed Windows Server and SQL versions. Check the current documentation for those releases rather than applying a version-specific threshold by assumption. [AD FS Always On guidance]

Microsoft’s Azure AD FS deployment guidance describes a scenario-specific example using load balancing and two or more similar virtual machines in an availability set. That example is not a universal sizing rule or a guarantee that the surrounding network and federation dependencies are redundant. [Microsoft’s AD FS in Azure guidance]

What happens to sign-in if the identity provider or federation service goes down?

The result depends on which component failed, the application’s token behavior, and whether a working alternative path exists. If an application needs a live federation service or an unavailable on-premises agent to complete sign-in, new authentication may be blocked until that dependency is restored or bypassed through a designed alternative. Existing sessions or tokens may behave differently from new sign-ins; map and test the actual applications rather than assuming they will all continue or all fail in the same way.

Managed identity services

A managed platform may provide geographic distribution, monitoring, routing and replication at the service layer, but tenant integrations still matter. External MFA, federation choices, custom token handling, DNS and network dependencies can affect a customer’s outcome. Microsoft describes Microsoft Entra as using active-active read paths and automatic routing across datacenters, while writes use a primary replica with failover. Its architecture overview says read availability remains unaffected in the described primary-replica failover and that write availability may be temporarily affected for 1–2 minutes. Those details describe Microsoft’s service architecture; they are not a recovery-time target or promise for another provider or a customer-run system. [Microsoft Entra architecture overview]

Microsoft’s tenant recoverability guidance states that Microsoft Entra has a 99.99% availability SLA. That is a vendor-specific service-level agreement, not a measured outcome or an availability promise for self-managed identity systems, and it does not replace review of tenant configuration and dependencies. Regional identity services

For multi-region applications, decide whether identity management is deployed across the same regions and how sign-in behaves if a region or the inter-region link is unavailable. Microsoft’s federated identity pattern recommends considering identity deployment alongside the application’s regional design. [Microsoft Federated Identity Pattern]

AWS documents separate IAM control and data planes, regional data planes, and regional Security Token Service (STS) endpoints. AWS IAM Identity Center has a distinct regional consideration: AWS notes that its directory may be affected by a disruption in the Region where the service is enabled. How should emergency access work during an identity outage?

Build an emergency route before it is needed, and make it independent of the component most likely to be unavailable. If the fallback uses the same failed IdP, MFA service, network or directory as ordinary sign-in, it may fail for the same reason.

Define the route and its safeguards

  • Authorized people: name who may invoke emergency access and who can approve it.
  • Independent credentials and factors: document how authorized staff authenticate if the normal identity source or factor is unavailable. A FIDO2 security key may be one factor option where the IdP, enrollment process, recovery arrangement, accessibility needs and organizational policy support it; a key does not provide infrastructure failover or prevent an IdP outage.   • Limited authorization: specify the minimum roles and systems needed for emergency operations rather than granting an unrestricted fallback by default.
  • Monitoring and duration: define how actions are recorded and reviewed, when temporary access expires, and how credentials, memberships or permissions are revoked afterward.
  • Return to normal: document how to end emergency access, verify ordinary sign-in is healthy, and review any changes made during the incident.

AWS IAM Identity Center example

AWS documents an emergency procedure that uses a direct federation application from an external IdP and a temporary operations group. The design illustrates an alternative route, but its availability still depends on the external IdP and other components it uses. AWS also warns that the IAM Identity Center directory itself can be affected by a disruption in its enabled Region, so the emergency route must not depend on that directory when that is the failure being addressed. What should I compare when choosing an identity failover architecture?

Compare how each design behaves under the same named failures. A platform’s service architecture and a customer’s tenant configuration are separate parts of that assessment.

For each candidate, record the following before choosing:

  • Failure-domain coverage: Which server, zone, site, region, provider, identity source or network failures are covered?
  • Dependency independence: Do the primary and alternative paths share DNS, MFA, directory, agents, connectivity or application token services?
  • Failover behavior: Is failover automatic or operator-triggered? How is failure detected, where does traffic go, and what happens if the preferred path returns?
  • Data semantics: What is replicated, how consistent is it, and which reads or writes may be delayed or unavailable?
  • Recovery objectives: What time to restore access and acceptable data loss can the organization tolerate? Set these from business needs rather than copying a vendor example.
  • Fallback security: Are permissions constrained, credentials protected, approvals clear, activity monitored, and temporary access revoked?
  • Operational burden: Can the team patch, monitor, exercise and recover every component in the design?

How do I know the failover design will work?

Run controlled exercises against the paths and failure domains in the design. Include application owners and operations staff, and verify the actual user and workload experience rather than checking only whether a backup server is online.

  • Test loss of a federation server or agent, its network path, DNS resolution, cloud connectivity, and—where the architecture requires it—an identity region or provider dependency.
  • Check new sign-in, token renewal and application authorization separately; record which operations continue and which become unavailable.
  • Confirm monitoring detects the failure, the intended failover occurs, and staff know what to do if automatic routing does not.
  • Exercise the emergency route, approvals, monitoring and revocation process without relying on the normal identity components it is meant to bypass.
  • Separately rehearse restoration of tenant objects and configuration after unwanted changes; availability failover alone does not perform that recovery.
