If Windows says a file or folder is open in another program, close the app that may be using it, then identify and close the process holding it open if needed. Retry the operation once that process releases the item. If no process is using it, check permissions, file-system errors, path length, or an invalid name instead of treating every failure as a lock.
Why Windows says a file or folder is in use
An application or background process can keep an open handle to a file or folder after its visible window has closed. If the handle was opened in a mode that prevents other changes, Windows may block deletion, moving, or renaming. Microsoft’s NTFS troubleshooting guidance states, “You can’t delete a file if the file is being used.” Microsoft’s NTFS deletion troubleshooting covers this and other causes of failed file operations.
Start by closing the likely app
Close the app that may have opened the item, then retry. Consider editors, media players, sync clients, archive utilities, and command windows whose current directory is inside the folder. Save work before closing an app. If the error remains, find which process still has the item open rather than ending an unfamiliar process based only on its name.
Find the process holding the file or folder
Choose a tool based on whether you prefer File Explorer, a graphical search, or command-line diagnostics. A directory scan may take longer than a file search because it checks the directory’s contents.

Use File Locksmith from File Explorer
- Enable File Locksmith in PowerToys if it is not already enabled.
- In File Explorer, right-click the locked file or folder. On Windows 11, open Show more options to access the expanded context menu.
- Select Unlock with File Locksmith.
- Review the listed processes. If the item is in a directory, File Locksmith scans its files and subdirectories.
- Close the owning app normally where possible. If the process is not visible, choose Restart as administrator to scan processes that may be inaccessible under your current permissions.
File Locksmith provides an End task action, but first consider whether closing the app normally is safer. Its results are limited to processes it can access; a process running as another user may not appear in a regular scan.
Search with Process Explorer
Process Explorer is a Microsoft Sysinternals utility that displays handles and DLLs opened or loaded by processes. Use its search function to look for the file or a distinctive part of its path, then identify the process that holds the matching handle. The current Microsoft documentation lists version 17.14 and Windows 11 and higher client support; check the linked page for the latest availability and platform details.

Search with Handle
Handle is a command-line utility for searching open file references. Run it with administrative privilege and supply a distinctive fragment of the file or folder name; the fragment can occur anywhere in the path. Consult Microsoft’s Handle documentation for the current syntax and output details.
Handle also documents a -c option to close a specified handle. Avoid using it as the routine fix: Microsoft explicitly warns that closing handles can cause application or system instability. Prefer closing the owning application or process normally, and reserve forced handle closure for an informed advanced user.

Retry the operation, then check other causes
Once the process releases the item, try deleting, moving, or renaming it again. A delete request may be accepted while the file remains pending deletion until the process releases its handle. If the operation still fails and your process search found no owner, check these other possibilities:
- Permissions: Your account may lack permission to delete or change the item. Microsoft notes that ACL restrictions may require changing permissions or taking ownership. Ownership is a permissions remedy, not a general fix for an open-file lock.
- File-system corruption: If there are signs of corruption, Microsoft recommends running Chkdsk on the affected volume and warns that recovery of file data is not guaranteed. Identify the correct volume and consider the backup situation before using a drive-repair action.
- Path length: A path longer than an application expects can cause an operation to fail even though NTFS can store longer paths. Microsoft describes shortening or remapping the path among the possible remedies.
- Reserved or invalid names: Reserved device names and names ending in a space or period can defeat ordinary Win32 file operations. Microsoft documents special path syntax and other remedies for these cases.
