Create a Windows recovery drive while your PC still starts by using the built-in Recovery Drive utility and an empty USB drive. The process erases the USB drive, so copy off anything you need first. The recovery drive can help restore Windows, but it does not back up your personal files.
What a Windows recovery drive does
Microsoft’s Recovery Drive utility creates bootable recovery media for Windows 10 and Windows 11. It includes Windows recovery material, installed updates available when the drive is created, and manufacturer customizations. Microsoft says it can help recover the device even after its internal drive has been replaced or wiped.
A recovery drive is not a personal-file backup: it does not include your documents, photos, or other personal files. Back those up separately with a service or tool such as Windows Backup or File History.
What you need before you start
- A USB drive you can erase. Microsoft warns: “This process erases anything already stored on the drive.”
- Access to the Windows 10 or Windows 11 PC for which you are creating recovery media.
- Time to let the utility complete. It may take a while to copy the recovery files.
Microsoft’s general instructions do not specify a minimum USB capacity or speed. Check the utility’s prompts for your PC rather than relying on an unsupported size recommendation.

Create the recovery drive
- Before connecting the USB drive, copy any files you want to keep somewhere else; the creation process erases its contents.
- Open Start, search for Recovery Drive, and open the utility. You can also run
recoverydrive.exe. - When the utility opens, make sure Back up system files to the recovery drive is selected, then select Next.
- Connect the USB drive, select it when it appears, and proceed to the next screen.
- Select Create and wait while Windows copies the recovery files. Keep the drive available until the process finishes.
How it differs from other recovery options

You can create Windows installation media on another working PC if you do not have a recovery drive. If hardware-specific drivers or factory applications matter, Microsoft also recommends considering recovery media from the PC manufacturer. These alternatives are not interchangeable with a device-specific recovery drive.
Use the drive if Windows will not start
Connect the recovery USB and start the PC from it. The way to select a USB boot device depends on the manufacturer; consult the PC manual or the manufacturer’s support instructions. Once WinRE loads, it offers several tools, including Startup Repair, System Restore, uninstalling updates, Command Prompt, and Reset this PC. Choose an option based on the problem and its consequences.

Before confirming a recovery
The Recover from a drive option can remove personal files, apps, and settings. Back up data first if it is accessible, and read Microsoft’s instructions for the recovery option you intend to use. If BitLocker is enabled, Microsoft says the recovery key is needed for most recovery options from WinRE; make sure you know how to retrieve it before an emergency.
Run recovery from the USB
- In WinRE, select Recover from a drive.
- Choose either Just remove my files or Fully clean the drive. Review the on-screen explanation carefully, because recovery can remove files, apps, and settings.
- Select Recover only when you are ready to confirm.
Keep the recovery media current
Microsoft recommends creating a new recovery drive annually so the media includes newer Windows updates and improvements. Store it somewhere you can find it in an emergency, and keep your personal-file backup separate.
