Before digging, check your local council’s nature-strip or verge-garden rules and whether you need a permit. Then plan a planting area that leaves paths, bins, driveways, sight lines and infrastructure accessible, and choose approved plants suited to your locality and conditions. Requirements vary between councils, so there is no single Australian plant list or set of clearance measurements.
1. Check council rules and underground services before digging
In many Australian jurisdictions, a nature strip is public or council-managed road-reserve land, so residents cannot assume they may alter it freely. Search your council website for “nature strip garden,” “verge garden” or “nature strip planting permit.” Confirm the rules that apply to your address before buying plants or disturbing soil.
Check whether you need a permit or plan, which plants and ground covers are allowed, required clearances and height limits, and restrictions near street trees. Ask whether edging, irrigation or changes to soil levels are permitted. Rules can differ even between nearby councils.
For example, Monash says planting or digging generally requires a permit, except for simple lawn renewal. Its guidance calls for a 1.4 m clear footpath zone, bars plants over 50 cm and requires infrastructure to remain accessible. These are Monash-specific requirements, not Australian-wide standards. Read the City of Monash’s planting guidelines for the council’s current conditions.

Before excavation, identify underground services and follow the current local process for checking them. Canterbury’s guidance points residents to Dial Before You Dig; see its nature strip garden advice and verify the service-check process that applies where you live.
2. Map the space you can safely plant
Measure the strip and mark the areas that must remain clear. Think about everyday use as well as pollinator habitat: a bed that blocks access or creates a hazard may not meet council requirements.
- Leave a clear, level route for people walking, including people using mobility aids.
- Allow room for bins to be set out and collected, and keep driveway access clear.
- Keep street trees, drains, poles, hydrants, manholes and other infrastructure accessible.
- Preserve sight lines for people entering or leaving driveways and for road users.
- Avoid sharp or pointed plants, trip hazards and protrusions into the footway.
- Prevent soil and mulch from spilling or washing into paths, gutters and waterways.
Use your council’s measurements and layout rules rather than assuming a standard verge design. Moreton Bay’s verge garden guidance and Fraser Coast’s nature strip garden guidelines provide examples of local approaches.

3. Choose plants for local pollinators and your specific site
Start with your council’s approved or recommended list. If it does not answer what suits your exact street, ask council or a local native-plant nursery for suggestions. “Native” should mean suited to the locality, not simply a species found somewhere in Australia. Moreton Bay describes biodiversity-friendly verge plants as native to the location and a haven for bees and other wildlife; its page also points residents to community nurseries as a potential local source.

- Local suitability: Prefer locally native plants, or other species specifically approved by your council, that support pollinators found in the area.
- Space and safety: Check mature height and spread against council limits, sight lines and footpath clearances. Avoid sharp, invasive, toxic or otherwise prohibited plants where local rules say so.
- Growing conditions: Match plants to the strip’s sun or shade, soil and available water. Water Corporation recommends waterwise species suited to local verges; its advice is specific to its service area.
- Flowers and upkeep: Where suitable plants are available, aim for flowers at different times of year and choose a mix you can maintain. Ask a local nursery or council for species and seasonal guidance for your suburb.
There is no universal Australian nature-strip planting mix. Without knowing your locality, a particular species list or flowering calendar could be wrong for your climate, soil or council rules. For local guidance, consult Moreton Bay’s verge-garden information, Water Corporation’s waterwise verge advice or the relevant council for your address. Brisbane City Council, for example, states that trees cannot be planted on the verge under its guidance; do not transfer that local restriction to other councils without checking.

4. Prepare the bed and plant within the approved design
Once you have the necessary approval and checked services, prepare only the area and depth allowed. Avoid unnecessary soil imports or major grade changes; Waverley Council advises using existing soil where possible and selecting plants suited to local soil. Its verge garden guidelines also caution against sharp or pointed plants.
Plant according to the plants’ needs and the approved layout. A small hand trowel can be useful for individual planting holes, but it is optional; follow service-location and excavation requirements even for small jobs.

5. Water new plants and mulch only as local rules allow
Water plants according to their needs and the season while they establish. Canterbury advises considering hand watering with collected rainwater or recycled water and says irrigation systems are not permitted under its guidance. That restriction is local, so check your own council before installing any watering system.

Mulch can help limit moisture loss, but permitted materials, depth and placement vary. Water Corporation recommends 5–10 cm of coarse mulch in its waterwise verge advice; this is not a universal depth and may conflict with local access, grade or other rules. Check first, keep mulch away from plant stems, and prevent it from spreading onto paths or washing into drains. Fraser Coast also notes mulch’s role in reducing evaporative water loss in its local guidelines.
6. Maintain access as well as habitat
Plan for ongoing care, not just planting day. Water, weed and prune as needed to keep the footway clear and plants within council limits. Replace plants that fail with locally suited, approved alternatives. Fraser Coast Council advises minimizing or avoiding pesticides and herbicides where possible, which can help avoid unnecessary harm to wildlife.
Keep checking access to paths, bins, driveways and infrastructure as the garden grows. In some jurisdictions, public works may disturb verge plantings, so follow your council’s guidance about maintenance and responsibility.
Local rules determine the details
Australian councils do not share one permit process, plant list, height limit or irrigation rule for nature strips. Monash’s clearances, Canterbury’s irrigation restriction and Brisbane’s rule on verge trees are examples of local guidance—not national standards. Use the council responsible for your address to settle the exact design before planting.
