If that command does not resolve on Windows 2000, specify the file’s full path instead.
Create the desktop shortcut

Right-click an empty area of the desktop and choose New > Shortcut.

In the shortcut wizard’s location field, enter
devmgmt.msc. Microsoft identifies this command as Device Manager: Windows snap-ins and applets. -
Continue through the wizard, enter Device Manager as the shortcut name, and finish.

Double-click the new desktop shortcut to open Device Manager. The wizard steps are the standard shortcut workflow described in a Microsoft Q&A example for another MMC console command; that example is not a Device Manager-specific procedure: Creating Disk Management shortcut.
If the command does not work on Windows 2000
Use the full path to devmgmt.msc in your Windows installation directory. A historical Windows 2000 example is C:WINNTsystem32devmgmt.msc; change the directory if Windows is installed somewhere else. The example and command are documented in an archived Microsoft newsgroup discussion: device manager – quick launch?.
