To convert one PNG to PDF in Windows 11, open the image in an app with a Print command, choose Microsoft Print to PDF as the printer, check the page layout, and select Print. Then choose a file name and save location for the PDF.
Convert one PNG to PDF with Microsoft Print to PDF
- In File Explorer, find the PNG and open it in an image app that has a Print command. If it opens in Photos, use the app’s Print control; the available controls can vary by app version.
- In the print dialog, select Microsoft Print to PDF from the printer list. This is the core Windows print-to-PDF workflow described by an Independent Advisor in a Microsoft Q&A answer dated August 23, 2024: Microsoft Q&A: convert a PNG to PDF.
- Review the paper size, orientation, and image fit. These settings determine how the image sits on the PDF page; Microsoft’s general Windows printing guidance also recommends checking page size, orientation, and layout.
- Select Print. When prompted, choose a folder, enter a name for the PDF, and save it.
The result is a PDF page containing the PNG image. This print workflow does not, by itself, establish that text in the image has been recognized or made searchable; that requires OCR.
Print a saved Snipping Tool image to PDF
If the PNG came from Snipping Tool, Microsoft documents two print routes: in File Explorer, right-click the saved snip and select Print, or open the capture in Snipping Tool and choose File > Print. Then select Microsoft Print to PDF, check the layout, and save the output. See Microsoft’s Snipping Tool instructions.
Use the Camera app’s export option for its photos
For a photo or scan handled in the Windows Camera app, its Export control opens Print, where you can print or save as PDF. This route applies to content handled in Camera; it is not a universal conversion control for every PNG. Microsoft describes the flow in its Camera app export guidance.

Choose a workflow for multiple PNGs
Before converting a group of images, decide whether you want one combined PDF or a separate PDF for each PNG. For a combined document, page order and consistent page size and orientation matter; a single-image print workflow does not answer how to arrange multiple images into one file.
- One combined PDF: choose a method that lets you control image order and page layout.
- Separate PDFs: convert each image individually if you want one file per PNG.
- Online service: check whether files are uploaded or processed locally and review the service’s privacy terms before using it for sensitive images.
A Microsoft Community Hub discussion notes that Microsoft Print to PDF handles one image and mentions a third-party converter for multi-image output, but that community recommendation does not independently verify the service’s features or privacy claims. Windows’ native multi-image workflow is not established by these sources, so do not assume that selecting several PNGs will produce the combined document you want.

What to know about PDF appearance and editing
PDF can help preserve a document’s appearance across computers, but that does not make its contents impossible to edit. Microsoft’s general guidance on PDFs and editing PDF content explains that PDFs can be opened and edited in some applications.

- Check that the image app has a working Print command and that the image opens correctly.
- Confirm that the intended print dialog is open and inspect its printer list.
- To help isolate a printing problem, try printing a different file or from another app. Microsoft recommends this kind of test in its Windows printer troubleshooting guidance.
The sources cited here do not establish a specific repair sequence for a missing Microsoft Print to PDF feature, so these checks should not be treated as a guaranteed fix.
