If a used PC triggers a Riot hardware ID (HWID) ban, stop trying to sign in on that computer and submit a Player Support request asking Riot to re-evaluate the ban. Riot investigates and may lift or extend it; a reversal is not guaranteed. The official guidance does not promise a special exception for second-hand buyers.
What a Riot hardware ban means on a used PC
Riot distinguishes an HWID ban from a ban on one account: it associates the restriction with a computer’s physical components and intends it to block that device from accessing Riot games, regardless of the account used. Riot says an attempted login on a computer with an active HWID ban results in VAN 152. [Riot’s HWID ban explanation]
Riot lists extreme repeated disruptive behavior across accounts, verifiable threats of harm, and detection of third-party scripting or cheating tools among circumstances that can lead to an HWID ban. Seeing the restriction on a second-hand computer does not establish that its current owner caused it. Riot’s published guidance describes the penalty but does not set out a used-PC buyer exception or explain how it attributes a particular login to a person.
How to contact Riot Support for re-evaluation

Open the official VALORANT Player Support site and choose Submit A Ticket. The support site organizes help into categories including account, bans and penalties, and technical issues.

Explain that you bought the computer second-hand and are requesting an HWID-ban re-evaluation. Riot’s HWID guidance directs affected players to submit a Player Support request for re-evaluation.

Identify the affected Riot account and describe what happened, including the exact error displayed, such as VAN 152 if that is what you saw. Keep the account-specific details accurate. You can include purchase documentation or the circumstances of the sale as context, but Riot’s cited guidance does not prescribe a buyer evidence checklist or say that proof of purchase guarantees a reversal.

Wait for Riot’s review. Riot says it investigates whether the penalty is valid and then decides whether to lift or extend the HWID ban. Its Community Pact also says players who believe a penalty was issued in error can appeal through Player Support for manual review. [Riot Community Pact]

What not to do while the ban is being reviewed

Do not test the computer with alternate accounts. Riot advises against logging in with any account on a computer suspected of having an HWID ban. It warns that another account used on the device may also be restricted there and banned for a set period, because this can look like an attempt to circumvent the original penalty.

Do not rely on reinstalling the game or deleting an account. Riot says neither removes an HWID ban; its stated route is to request a re-evaluation through Support.

Do not assume a Windows reinstall, component swap, seller statement, purchase receipt, or clean account history will clear the restriction. Riot’s reviewed guidance does not promise that any of these will produce an exception or reversal. Avoid third-party “ban removal” utilities; Riot directs affected players to its support process.

If Riot lifts the HWID ban, what changes?
Riot says lifting the HWID ban means it will no longer ban accounts on sight on that device. An account already banned remains banned until its own HWID-related period ends. Riot may also reapply the HWID ban if the player returns to the negative behavior that led to it. A device-ban review and restoration of an already penalized account are therefore separate outcomes.

What Riot’s published guidance does not promise
Riot’s HWID article explains its general review process, not a separate appeal track for used-PC buyers. It does not state which documents a buyer must provide, guarantee reversal based on proof of purchase, or give a success rate or typical decision time. Riot also says it generally discusses HWID-ban status only with affected players, consistent with privacy limits. The individual determination must come from Player Support.
