Start with everyday habits and leak checks, then adjust outdoor watering; buy water-saving equipment only if it suits your home. Water providers and rules vary across the Palouse, so check with your own utility for current restrictions and rebates.
Why conserving water matters in the Palouse
Palouse communities rely on groundwater for drinking water. The Palouse Conservation District identifies the Grande Ronde and Wanapum as the region’s largest aquifers and says, “The rate at which we pump water from our aquifers is greater than the rate that water is added to them.” The district points to the Palouse Basin Aquifer Committee’s yearly water-usage reports for current measurements; it does not give a numeric trend or publication date on its conservation page.
This is a watershed-wide concern, but water service and rules are local. The City of Palouse’s figures and rates apply to its customers, not automatically to Pullman, Moscow, or other communities. Washington’s drought declaration criterion is supply below 75 percent of normal combined with risk of undue hardship or impacts; that criterion alone does not establish a current restriction in your locality. Check your provider for rules in effect where you live.
Cut indoor water use with everyday habits
The City of Palouse’s 2024 Consumer Confidence Report, published in 2025, estimates household use at about 400 gallons per day, or 100 gallons per person per day. Those are general estimates, not measurements of every home. A few routine changes can reduce avoidable use:

- Take shorter showers. The City of Palouse report compares a five-minute shower at 4 to 5 gallons with a bath that can use up to 50 gallons. Turning off water while brushing, washing hair, or shaving can save up to 500 gallons a month, according to the same report; actual savings depend on household habits.
- Run the dishwasher and clothes washer only with full loads, and choose the appropriate dishwasher load setting. The City report estimates that full loads can save up to 1,000 gallons a month.
- Scrape food from dishes rather than rinsing them before loading the dishwasher, as Washington State Department of Ecology recommends.
Check for leaks before buying equipment
Fixing a leak can be more useful than replacing a working fixture. Ecology says toilets account for nearly 30 percent of indoor residential water use and a leaky toilet can waste 200 gallons per day. The City of Palouse report estimates that fixing a leaky toilet or replacing it with a more efficient model can save up to 1,000 gallons a month. These are broad estimates, not a promise of savings in a particular home.
Test a toilet with food coloring
- Put a few drops of food coloring in the toilet tank.
- Wait without flushing. If color appears in the bowl, water is leaking from the tank into the bowl.
- Repair the toilet or contact a plumber if the cause or repair is beyond your ability.
Check the meter and inspect other fixtures
Look for dripping faucets and showerheads, damp spots around pipes, or toilets that refill when they have not been used. Washington Utilities and Transportation Commission guidance suggests observing the water meter when no water is in use: movement can indicate a leak. Treat this as a screening check, not a diagnosis; a plumber can investigate leaks that are hard to locate or repair.

Water the yard only as needed
Outdoor use can be a significant part of household demand, particularly in hot or dry conditions. Ecology estimates that outdoor use accounts for nearly 9 billion of about 29 billion gallons of daily U.S. household water use, roughly 30 percent; in hot months or dry climates it may reach 70 percent. These are national estimates, not a measurement for Palouse homes.
- Water plants only when needed and during cooler parts of the day.
- Adjust sprinklers so water lands on the lawn or garden, not pavement.
- Apply water no faster than the soil can absorb it. If runoff starts, reduce the flow or pause between watering cycles.
- Consider drought-tolerant or native plants, which can reduce the need for supplemental watering.
- Adjust schedules for plant needs, soil, weather, and any current local watering restrictions.
Choose a watering method that fits the plants
- Drip irrigation: Directs water to plant roots and can suit beds or closely spaced plants. Check emitters and tubing for clogs or leaks.
- Soaker hose: Releases water along the hose, making it useful for rows or beds. Place it where water can soak into the root zone rather than running off.
- Timed hose watering: A hose timer can help control watering duration, but it does not determine whether plants need water. Set it for the site and season, and follow local rules.
When an equipment upgrade makes sense
After changing routines and addressing leaks, consider a fixture or tool only if it fits the way your household uses water. A WaterSense-labeled, water-efficient showerhead is a direct indoor option if your current showerhead is inefficient or due for replacement. The City of Palouse report estimates that a water-efficient showerhead can save up to 750 gallons a month, but that is not a guarantee for a specific product or home.

For a yard you actively irrigate, a drip irrigation kit, soaker hose, or hose timer may help you place or control water more deliberately. None is necessary for every yard, and no device alone guarantees a particular saving. Check product compatibility and installation needs before buying.

Rebate availability and eligibility depend on the provider. The Palouse Conservation District links to separate conservation incentive resources for Pullman and Moscow, while Ecology notes that many providers offer rebates. Those facts do not establish a program for every Palouse resident. Ask your water utility whether a rebate is currently available, which products qualify, and whether approval is required before purchase.
