The app can control a Roku only after the device is online and on the same network as your phone. To complete setup, first get a compatible replacement remote, then connect the Roku to your home Wi-Fi or, if needed, a phone hotspot.
Can the Roku app connect an offline Roku?
No. Roku says its mobile app cannot detect a Roku that is not connected to the internet, including a device after a reset or during first-time setup. The app is a remote substitute only when the Roku and phone can already communicate over the same network. See Roku’s lost-remote guidance and its mobile app information.
So if your Roku has lost its Wi-Fi connection—or has not been set up—you need another way to navigate its menus before the app can help. Roku does not establish a universal way to change the saved Wi-Fi network on a disconnected device without a remote or other control hardware.
Use a compatible replacement remote
Choose a replacement remote that works with your exact Roku model. Roku describes Simple and Voice Remote categories and directs users to check compatibility; do not assume that every Roku remote works with every player or TV. Roku says replacement remotes are available through Roku and major retailers, including Amazon. Check the model compatibility information before buying.

Once you have a compatible remote, use it to follow the on-screen setup prompts and connect the Roku to Wi-Fi.
Connect the Roku to Wi-Fi with the replacement remote
- Turn on the Roku and television, then use the remote to open or continue the on-screen network setup.
- Choose Wireless when prompted for a connection type.
- Select your Wi-Fi network from the list. If it does not appear, scan again.
- Enter the Wi-Fi password, checking capitalization because passwords are case-sensitive.
- Complete the remaining on-screen prompts.
After the Roku is connected, install or open the official Roku mobile app on your phone, join the same Wi-Fi network, and select the Roku when it appears. Roku’s mobile app guidance explains the shared-network requirement.

Use a phone hotspot if home Wi-Fi is unavailable
A phone hotspot can provide the network during setup, but it does not solve the remote-control problem: you still need a compatible remote to choose the network and enter its password.
- Turn on the phone’s hotspot and note its network name and password.
- On the Roku setup screen, select Wireless and choose the hotspot’s network name.
- Enter the hotspot password and follow the remaining prompts.
Roku warns that streaming and software updates over a hotspot may use a lot of mobile data. Check your cellular plan’s limits before using it.

Does Ethernet let you skip the remote?
No. Ethernet can provide a wired network connection only on supported Roku models or, for some players, through a compatible USB Ethernet adapter. Confirm that your exact model supports the connection before buying an adapter. Even with Ethernet, you still need a way to navigate setup menus. Roku’s internet connection guidance and setup information describe model-dependent wired options.

- Different networks: Make sure the phone and Roku are connected to the same Wi-Fi network.
- Local Network permission on iPhone or iPad: Allow the Roku app to access the local network in the device’s privacy settings.
- VPN routing: Temporarily disconnect a VPN if it routes phone traffic away from the local network.
- Router isolation: Check whether router settings prevent devices on the network from communicating with each other.
- Different IP ranges: A wired Roku and a wireless phone on different IP ranges may not be able to communicate.
