Compare a stablecoin by checking three things separately: what its issuer says backs the tokens, how and when that information is verified, and whether you can redeem directly with the issuer. Then assess the risks that disclosures cannot remove, including custody, liquidity, operational, legal, and jurisdiction risks. A token trading near $1 does not by itself establish that you have a direct, unconditional right to exchange it for dollars.
Start with the claim you can actually make
Before comparing reserve figures, identify the token’s issuer and the legal terms that apply to your access route. If you hold tokens through an exchange, you may depend on that exchange’s liquidity and procedures rather than having a direct claim on the issuer. Direct redemption may be limited to eligible, verified customers and subject to stated conditions.
Do not reduce the comparison to a single “safest” ranking. The answer depends on your jurisdiction, whether you can meet the issuer’s eligibility requirements, and which risks matter most to you.
Compare reserves, not just the headline total
Read the issuer’s asset breakdown and ask what kinds of assets it counts as reserves, who holds them, and whether any exposure involves affiliates. Cash, short-dated government securities, deposits, repos, and loans do not have identical liquidity or credit characteristics.

What issuers say backs USDC and USDT
Circle describes USDC reserves as cash and cash equivalents, including short-dated U.S. Treasuries and overnight reverse repurchase agreements. Tether’s terms describe a broader range of reserve assets that can include other assets and receivables from loans made to affiliated entities. These are issuer descriptions, not independent conclusions about the quality or availability of every asset. See Circle’s transparency disclosures and Tether’s terms.
For a dated illustration, Circle’s transparency page reported $75.2 billion in USDC circulation and $75.5 billion in total reserves on September 24, 2026. That is a snapshot from Circle’s page, not a current balance or a guarantee that reserves can be accessed by every holder. Check the issuer’s latest disclosures when making a comparison.

Match reserves to the reported liabilities
Record the reserve value and token circulation figure for the same date. Check how each value is measured, whether liabilities beyond tokens in circulation are included, and whether the report identifies exceptions. A reserve total above circulation is useful context, but it does not by itself establish asset liquidity under stress, legal priority for token holders, or universal redemption access.
Separate reporting frequency from assurance
How often an issuer publishes information and what an independent practitioner actually examines are different questions. Record the date of each report, who prepared or assured it, the procedures and standard used, and whether both reserves and liabilities are in scope. Do not call an attestation a full audit unless the report itself supports that description.

Circle says it discloses USDC reserve holdings weekly and receives monthly third-party assurance from a Big Four accounting firm. Tether says it typically publishes circulation information daily and reserve information quarterly. These are issuer-stated practices and may change; the frequency of a published update does not alone establish the depth of its assurance. The Basel Committee on Banking Supervision’s Basel Framework sets a criterion that reserve composition and value, along with the amount of cryptoassets in circulation, be subject to an independent external audit at least annually to confirm they match disclosed reserves and the mandate. This is a framework criterion, not proof that every stablecoin issuer meets it or a retail guarantee. See the Basel Framework.

Check who can redeem, and on what terms
A stablecoin’s market price or peg target is not the same as a contractual right for every holder to exchange tokens directly with the issuer. Read the current terms for eligibility, identity checks, geographic restrictions, supported fiat routes, minimums, fees, and circumstances in which service may be delayed or rejected.
Direct redemption examples
Circle’s terms condition direct USDC redemption on eligibility and compliance. Tether requires verified-customer status for direct redemption. Tether’s published fee page lists a USD 100,000 minimum redemption and a fee equal to the greater of USD 1,000 or 0.1%; it also lists a USD 150 verification fee. If you cannot meet the issuer’s conditions or minimum, your practical exit may be a secondary-market sale. That route depends on the exchange or other venue’s own access, liquidity, fees, and procedures; it is not the same as redeeming with the issuer.

Even a disclosed reserve balance that exceeds tokens in circulation does not eliminate risks tied to the issuer, assets, intermediaries, or law. Use the following checks to understand what remains uncertain:
- Asset quality and liquidity: Identify asset types, maturities, concentrations, and any exposures that could be harder to sell promptly during market stress.
- Custody and segregation: Find out who holds reserve assets and what the issuer says about segregation, safekeeping, and protection if the issuer becomes insolvent.
- Issuer and legal claim: Identify the issuing legal entity, governing law, relevant regulatory status, and the terms that define a holder’s rights. Disclosures alone do not determine token holders’ priority in insolvency across jurisdictions.
- Operational resilience: Consider whether banking, custody, redemption processing, and other critical arrangements could be disrupted.
- Access and jurisdiction: Check whether your location and chosen route are supported, and whether legal or compliance restrictions could prevent or delay redemption.
The Basel framework addresses reserve and redemption risks as part of its standards. In the United States, the FDIC announced on April 7, 2026, that it had approved a proposed rulemaking covering reserve assets, redemption, capital, risk management, and certain custodial and safekeeping services for FDIC-supervised permitted payment stablecoin issuers. It is a proposal, not evidence that all stablecoins are already subject to an identical implemented regime. See the FDIC announcement.
Build a comparison you can update
Use one row per stablecoin and record evidence from the issuer’s dated disclosures and current terms. Mark missing or unclear information as unknown rather than inferring it from a peg or headline reserve figure.

For each entry, keep the source and date alongside the value. Recheck issuer terms and fee pages before relying on them, since disclosure practices, balances, access conditions, and charges can change.
