To compare robot safety claims fairly, first match each claim to the same robot category, intended use, operating conditions, and applicable standard. Then check which model and configuration were assessed, what the test covered, who performed it, and whether the evidence is a test report or a certification. A standard sets requirements or methods; a report records an assessment; a certification is a named body’s determination within a defined scope. None automatically proves the others.
Start by matching the robot and its intended use
A test result only helps answer a safety question if the test applies to the robot in question. Before comparing claims, write down the robot category, who is expected to use it, where it operates, and the conditions in which it is meant to work. A domestic robot, a public-space service robot, an industrial robot, and an emergency-response robot may face different hazards and be evaluated using different methods.
- Category and intended use: What kind of robot is it, and what task is it designed to perform?
- Users and location: Is it used by trained workers, general consumers, or responders? Does it operate in a home, workplace, or public area?
- Operating conditions: What surroundings, interactions, and use conditions were included in the assessment?
- Market: Which country or region and edition of the applicable standard does the claim refer to?
If the claim does not make these boundaries clear, ask the manufacturer or certifying organization to define them before treating the result as comparable.
Distinguish a standard, a test report, and a certification
These terms describe different parts of the evidence chain. A standard defines requirements, test methods, or both for a stated scope. A test report documents an assessment, including the methods and results recorded. A certification is a named organization’s determination that a product meets specified criteria within a stated scope. A product may be tested against a standard without being certified, and a certification does not establish compliance beyond its listed product, requirements, and conditions.

Read the manufacturer’s wording carefully. “Designed to meet” or “tested to” is not the same claim as “certified to.” Look for the name of the standard and edition, the assessed product, the testing or certification organization, and a report or certificate that substantiates the statement. A manufacturer’s claim about its own product is not itself an independent test report.
Check whether the standard fits the robot
Personal care robots
ISO/TR 23482-1:2020 describes safety-related test methods for personal care robots under ISO 13482. It warns against treating its methods as universal: not every method applies to every robot type, and tests outside the report may be appropriate. The technical report states, “The manufacturer determines the required tests and appropriate testing parameters based on a risk assessment of the robot’s design and usage.” This describes how test selection and parameters are determined; it is not a claim that every manufacturer independently validates its product.
Read the report’s scope and the product’s risk-based test plan together. A reference to ISO/TR 23482-1:2020 alone does not show which methods were selected, how they were parameterized, or what the results were.

Service and consumer-facing robots
UL 3300 addresses service, communication, information, education, and entertainment (SCIEE) robots, including robots intended for use by or near general consumers. UL Solutions describes ANSI/CAN/UL 3300 and ISO 13482 certification and other evaluation services for consumer and commercial robot categories. Its standards and services also cover other robot types; a list of standards is not evidence that every listed standard applies to a particular product.
The UL Standards & Engagement catalog lists UL 3300 as active and reports publication on May 14, 2024, with a revision and ANSI and SCC approvals dated August 14, 2026. Standards status and market editions can change. Check the current catalog and the applicable edition for the product’s market rather than relying on an undated claim.
Industrial and emergency-response robots
UL Solutions lists standards including UL 3100, ANSI/UL 1740, ANSI/RIA R15.06, ISO 10218, ISO 13482, IEC 61508, and IEC 62061. Their appearance together on a provider’s site does not mean they are interchangeable or that all apply to a given robot. Determine which product category, hazards, and market the manufacturer’s claim actually addresses.

NIST’s Department of Homeland Security Response Robot Performance Standards program develops responder-defined test methods and metrics for emergency-response robot capabilities, with the goal of supporting comparisons using statistically significant performance data. Its performance areas include mobility, manipulation, sensors, energy, communications, human-robot interfaces, logistics, and safety. These are capability areas for a distinct operational context, not interchangeable certification labels or a direct substitute for a consumer robot product certification.

Build a like-for-like comparison
For each robot, collect the same evidence fields. If an item is not disclosed, record that it is not stated rather than assuming the products were assessed under equivalent conditions.

| Date and market | Test or certification date and the market or region for which the result is stated. |
| Results and exceptions | Disclosed outcome, limitations, exceptions, and any conditions attached to the result. |
Do not rank products as though their evidence were equivalent when they were assessed under different standards, robot categories, or conditions. Explain the mismatch and compare only the claims each assessment can substantiate.

Ask for the evidence behind the claim
When a product page or sales representative gives only a broad safety statement, request the underlying details. A useful request asks for:
- The exact standard and edition, plus the certificate or report reference.
- The model and configuration covered by the assessment.
- The test plan, methods, and parameters, including the basis for selecting them.
- The environmental and use conditions represented in testing.
- The results, exceptions, and limits on what the assessment covers.
- The name of the organization that tested or certified the product and the date of the assessment.
Then verify that the named organization and document support the precise claim being made. A certificate for one model or configuration does not establish that a different model, later revision, or changed configuration was assessed.
Use certification examples narrowly
UL Solutions announced on March 11, 2026, that Simbe’s Tally autonomous shelf-scanning robot received UL 3300 certification. That is a specific certification claim about Tally, as reported by UL; it does not establish certification for other robots or resolve safety questions outside the certification’s scope.

Likewise, UL describes UL 3115 as addressing technical, ethical, and governance aspects of AI safety and as complementary to a product standard such as UL 3300. That description explains how UL presents the relationship between the standards; it is not an independent evaluation of any particular AI robot.
Separate product safety evidence from broader assurances
Certification to a product standard is not proof of every claim a seller might make about cybersecurity, privacy, AI behavior, or safety in every possible environment. Treat each assurance as a separate question and look for evidence with a scope that actually covers it. A useful safety comparison states both what was assessed and what remains outside the assessment.
