Compare overseas suppliers by estimating the full cost to bring the same goods to the same delivery point—not by comparing unit prices alone. Include product price, freight, insurance, import duties, taxes, and other fees, then check what each quote includes and who is responsible under its Incoterm. Because rates and charges can change, treat the result as an estimate and verify it before ordering.
Make each supplier’s offer comparable
Before calculating costs, align the assumptions. Ask each supplier to quote the same product specification, quantity, packaging, destination, delivery point, and timing. Record the quote date and currency, and request an itemized breakdown of included and excluded charges.
Also record the Incoterm and its named place or port—for example, the specific port or address associated with the term. Incoterms allocate buyer and seller responsibilities, costs, and risks, but the term alone does not make two offers comparable: their named places and service scope may differ. The U.S. Department of Commerce describes the 11 Incoterms 2020 rules and their role in defining these responsibilities in its Incoterms overview.
Build an estimated landed-cost stack
Landed cost is broader than the supplier’s product price. For each quote, calculate the estimated total to the same destination and delivery point by adding the applicable cost components:

- Product amount: Start with the invoice price for the quoted quantity.
- Freight and insurance: Add the costs needed to transport and insure the goods, unless they are already included in the quote. Avoid counting them twice.
- Customs value and import duty: Establish the destination’s customs valuation basis and apply the relevant duty rate to the correct base.
- Taxes and other charges: Include applicable VAT, GST, or other taxes, as well as customs, brokerage, handling, and delivery fees not already included.
The customs value used to calculate duty is not necessarily identical to the supplier’s invoice total. WTO members apply the Customs Valuation Agreement framework, which primarily uses transaction value with specified adjustments; national law determines how transport costs to the import point are treated. The World Customs Organization explains this in its customs valuation FAQ. The European Commission likewise identifies tariff classification, customs value, and the applicable duty rate as factors in calculating duty in the EU (EU customs duty calculation).
Do not assume a tax formula from one country applies elsewhere. The Department of Commerce’s worked example is illustrative; in some jurisdictions a tax base may include customs value plus duty, but the calculation varies. Singapore Customs, for example, publishes its own rules for customs value and currency conversion (Singapore customs valuation).

Verify tariff classification, origin, and rates
Identify the product’s tariff classification in the importing country and confirm the origin used to determine the rate. A supplier’s code may be from its export country rather than the importing country. The first six digits of the Harmonized System (HS) are harmonized internationally, but national tariff schedules can add further digits and apply different rates. The U.S. International Trade Commission explains this distinction in its HTS classification FAQ.
Check whether a preferential trade-agreement rate may apply and what evidence of origin is required. Do not rely on a code or rate supplied without confirming it against the importing authority’s current tariff information. The U.S. Department of Commerce notes that duties depend on the product and country, and that other taxes or fees may apply; customs authorities determine the actual applicable rates (tariff guidance).

Compare shipping on matching terms
Request multiple shipping quotes for the same route and service scope. The Department of Commerce advises comparing several international shipping companies (shipping options). Give each provider consistent details so the prices are meaningful:
- Origin, destination, and final delivery point
- Transport mode, shipment weight, and dimensions
- Expected transit timing and service level
- Insurance coverage and exclusions
- Customs-clearance support, destination handling, and surcharges
- Whether the provider or another party will invoice duties and taxes
A freight forwarder may help arrange transport and documents and coordinate with customs brokers, but confirm the services and charges directly with the provider. Check the Incoterm, named place, and quote inclusions against the freight quote so that a charge already included in one offer is not added again.

Use a comparison table that shows assumptions
Keep non-cost differences visible. A lower estimated total may depend on a longer transit time, different delivery point, or unresolved fees. A table like this makes the basis of each estimate clear:

If you convert currencies, note the exchange-rate basis and date. Label the total as an estimate, identify unconfirmed charges, and cite the date and source of tariff assumptions in your own working comparison. The Department of Commerce cautions that tariff and tax rates can change and carriers or brokers may add charges; it advises: “Always refer to these landed costs as ‘estimated.’” (Determine Total Export Price).

Recheck before placing the order
Near order placement, confirm current tariff classification, origin treatment, duty and tax rates, freight pricing, and provider fees. For shipment-specific decisions, consult the importing country’s customs guidance or an appropriate customs broker. An exact landed-cost figure cannot be established without the product, origin, destination, quantity, Incoterm, shipment details, and current quote information.
