Compare ETFs with similar objectives and benchmarks—not just similar names—then check each fund’s prospectus costs, dated holdings, benchmark-relative returns, and trading frictions. An expense ratio is important, but it does not capture every cost an investor may pay, and a fund’s return may not match its index.
This guide is for general investor education, not individualized investment advice. The SEC’s ETF guidance discussed here covers ETFs registered as open-end investment companies or unit investment trusts under the Investment Company Act of 1940; it does not cover every exchange-traded product, including certain commodity trusts and exchange-traded notes.
Start by confirming the ETFs are comparable
Record each ticker, share class if relevant, investment objective, benchmark, asset class, and strategy. Review the current prospectus before comparing fees or performance: it describes the fund’s objective, principal strategy, risks, costs, and historical performance. A broad-market ETF and a sector ETF are not interchangeable just because both hold stocks.
For index ETFs, look beyond the index name. Indexes can weight securities by market capitalization or price, and an index fund may hold every index security, a representative sample, or use derivatives. These design choices can produce materially different exposures. Investor.gov explains these approaches on its Index Funds page.

How do I compare ETF expense ratios?
Use the standardized fee table in each fund’s current prospectus. The expense ratio generally expresses annual operating expenses as a percentage of fund assets. Those expenses are paid from fund assets and reduce returns. Record the reported figure and whether a fee waiver or reimbursement applies, including its stated end date when provided.
Do not treat the expense ratio as the investor’s complete cost. The SEC’s July 23, 2025 Mutual Fund and ETF Fees and Expenses – Investor Bulletin states: “The prospectus fee table does not show other fees you may pay, such as brokerage commissions and other fees to financial intermediaries.” Brokerage commissions, bid-ask spreads, portfolio transaction costs, and securities-lending costs may also affect the investor’s overall cost, even though they are not all captured in the expense ratio.

The SEC warns that “Some funds call themselves no-expense or zero-expense funds or emphasize their low expense ratios without mentioning other costs investors pay—either directly or indirectly—when investing in the fund.” That warning appears in the same July 23, 2025 bulletin. Compare fees among funds with genuinely similar objectives and exposures; there is no universal expense-ratio cutoff that makes an ETF a good value.
What should I look at in an ETF’s holdings?
Check the sponsor’s holdings page and the latest prospectus or shareholder report. Record the holdings’ as-of date, then compare the top positions and weights, number and type of securities, sector or issuer concentration, and any cash, derivatives, or sampling. Compare those details with the index methodology and the exposure you actually want.

Holdings are a dated snapshot, not a promise about what the fund will own indefinitely. The SEC’s Updated Investor Bulletin: Exchange-Traded Funds (ETFs) says fund websites provide portfolio holdings and other information, typically as of the close of the previous business day. Investor.gov also notes that index-fund holdings are disclosed quarterly in shareholder reports and filings as applicable. Use the date attached to each disclosure when making a comparison.
Holdings overlap can show that differently branded ETFs own many of the same securities. It can help identify redundant exposure, but it is not a complete diversification assessment: it does not by itself account for every risk, strategy, or change in holdings.

What is tracking error for an ETF?
Tracking describes how closely an index fund’s returns follow its named benchmark. “An index fund may not perfectly track its index,” says the SEC Office of Investor Education and Advocacy in its Investor Bulletin: Index Funds. Sampling, expenses, trading costs, and other factors can contribute to a gap between fund and index performance.
Compare fund total returns with the correct benchmark over identical start and end dates and on a consistent return basis. If fund materials publish a tracking statistic, note its benchmark, time period, and calculation method before comparing it with another provider’s figure. The cited regulator sources explain that returns may diverge but do not establish one universal formula or window for a statistic labeled “tracking error.” Do not treat figures from different providers as directly comparable unless their methods and periods align.

Include trading costs and market-price differences
ETF shares trade on an exchange at market prices, which can be above or below net asset value (NAV). The bid-ask spread—the gap between the price available to buy and the price available to sell—is a trading cost. Compare spread information under similar market conditions; spreads and premiums or discounts can change over time, and an ETF is not guaranteed to trade exactly at NAV.
The SEC’s February 23, 2023 ETF bulletin says, “ETFs that are more liquid and have higher trading volume typically have tighter or smaller spreads.” It also notes that a fund website provides median spread information. Treat that as a general relationship, not a guarantee about any specific trade or time.
Build a consistent ETF comparison
Use one row per fund and gather the information from current, dated documents. Keep funds with unlike strategies in separate groups rather than declaring a winner based on a single number.

Where to verify the details
For a specific ETF, prioritize the current summary or full prospectus, shareholder report, sponsor fee and holdings pages, and the index provider’s methodology. The SEC’s ETF bulletin and Investor.gov’s Index Funds page explain general ETF and index-fund considerations; the SEC’s fee bulletin and How Fees and Expenses Affect Your Investment Portfolio – Investor Bulletin discuss how costs can affect returns. These general sources do not provide current ticker-specific fees, holdings, waivers, tracking measures, or spreads, so verify those in the fund’s own dated documents.
