Compare candidate data centre locations against your workload’s latency needs, site-specific power delivery dates and network performance—not just distance to users or a regional capacity estimate. First reject sites that cannot meet hard requirements, then weigh cost and room to grow among the viable options.

Define the workload and geography first

Start with the application, the people and systems it serves, and the resources it depends on. Map users, data sources, cloud services and required network peers; then document latency tolerance, initial capacity, growth horizon and whether workloads can move between locations.

The right balance depends on the workload. Real-time inference and latency-sensitive enterprise services may benefit from proximity to users and strong network performance. AI training and some inference workloads can be less sensitive to user proximity, though they still depend on power, connectivity and access to data. The IEA’s 2025 Energy and AI report and CBRE’s 2026 site-selection guidance discuss these differing considerations.

Set a measurable latency ceiling for the application and identify the endpoints against which it matters. There is no universal acceptable number of milliseconds that makes a data centre location suitable for every workload.

Check whether power can actually be delivered

A transmission line on a map, a regional capacity estimate or an open connection request does not establish that a particular site can receive the power it needs on schedule. Ask the utility and project team for site-specific capacity, connection dependencies, required grid or utility upgrades, dated milestones and the expected delivery date for the requested megawatts. Confirm what capacity can be delivered in each phase if the facility will expand.

Also compare reliability and resilience requirements, not just the headline capacity. Record what is confirmed, what remains conditional and what evidence supports each delivery date. ASHRAE’s AI Data Center Energy Performance Framework: Site Planning identifies power availability and grid constraints as primary feasibility and schedule considerations. Its guidance states: “Prioritize power availability and grid capacity early in site selection, as utility constraints and interconnection timelines are now primary drivers of feasibility and schedule risk.”

The scale of grid risk is not uniform across sites. In its 2025 Energy and AI report, the IEA estimates that around one-fifth of global data-centre buildout in its Base Case is at risk of delay because of grid bottlenecks. That is a global scenario estimate, not a prediction of delay at an individual location.

Compare the full cost and risk of energy

Evaluate the cost of delivered energy over the period relevant to your project. Include the applicable energy price, reservation and grid-access charges, taxes and exposure to market volatility. Consider how much long-term price visibility you need, whether a hedging strategy is available, and whether sustainable energy supply is a project requirement.

A headline electricity rate alone is not enough to rank locations: the associated charges, price risk and supply arrangements can change the economics. CBRE’s 2026 site-selection guidance identifies these elements as part of long-term power economics.

Measure connectivity against users and required peers

Assess the routes and services the workload actually needs. For each candidate, compare validated latency to relevant user areas and network points of presence, available fibre, carrier choice, access to exchanges and cloud on-ramps, and route diversity. Ask for measurements from the proposed site or equivalent service paths; distance alone cannot establish latency or resilience.

Use the application’s latency ceiling to judge results, and verify that the proposed routes meet availability and resilience requirements. CBRE’s site-selection guidance and Site Selection Magazine’s data-centre site-selection overview discuss connectivity factors including fibre, carriers, network performance and access to relevant infrastructure.

A candidate that meets today’s requirements may not remain viable as capacity grows. Compare the evidence and constraints for:

  • Cooling and water: available cooling options, water access and local water stress.
  • Hazards and environmental requirements: natural hazards, applicable permitting and environmental constraints.
  • Delivery and local feasibility: construction readiness, approval timelines and community acceptance.

Capture which requirements are satisfied, what evidence supports the assessment, and which issues could change schedule or limit later phases. ASHRAE’s site-planning guidance recommends early consideration of resource constraints, expansion, hazards and permitting; CBRE’s 2026 guidance also addresses planning certainty and sustainability.

Use a two-stage shortlist, not one universal score

Apply the same definitions and evidence standard to every candidate. First screen out locations that fail hard requirements—for example, a workload latency ceiling, a required power-delivery date or a minimum capacity. Then compare cost and strategic flexibility among the sites that remain. This avoids allowing a low price or a high weighted score to conceal a requirement the site cannot meet.

For the second stage, score each axis separately before applying project-specific weights:

  • Workload fit: user and data-source geography, plus measured latency to required endpoints.
  • Power: confirmed capacity, dependencies, dated delivery milestones, reliability and expansion potential.
  • Economics: total delivered energy cost, charges, taxes, volatility exposure and any hedging or sustainable-supply strategy.
  • Connectivity: fibre and carrier access, exchanges and cloud on-ramps, route diversity and measured performance.
  • Site feasibility: land, cooling and water, hazards, permits, environmental and community constraints, construction readiness and phased expansion.

Keep the supporting evidence beside each score. Treat estimates differently from confirmed commitments, and record who supplied the information and when it was last validated. The result is a defensible shortlist, not a claim that one location is best for every data centre.

What market concentration can—and cannot—tell you

The IEA’s 2025 Energy and AI report says 15% of global data-centre capacity under development is concentrated in the ten largest markets by installed capacity, using announced projects and a comparison describing 2024 market data. This indicates that established hubs remain attractive to developers; it does not show that a particular hub has available power, suitable network routes or the right economics for your project.
