Compare contractor quotes only after you line up what each one includes: the work and materials, exclusions, total price and fees, schedule, payment terms, and written promises. Then check the contractors’ credentials and make sure the signed contract records the agreed details. This is general U.S. consumer guidance; contract, licensing, insurance, permit, deposit, and cancellation rules vary by state and locality.
Get written estimates for the same work
Ask multiple contractors for written estimates that describe the work, materials, expected completion date, and price. The Federal Trade Commission recommends getting three written estimates, but that is a recommendation, not a guarantee that three bids will be comparable. If prices differ substantially, ask each contractor to explain the assumptions behind the number. The FTC cautions, “Don’t automatically choose the lowest bidder.”
Before comparing prices, give each contractor the same project description and ask them to identify what is included, excluded, or still undecided. A low price may reflect a narrower scope or different material assumptions rather than a better deal.
Build a side-by-side comparison
Use a worksheet or table to put each offer on matching rows. This is a practical comparison method, not an official FTC form. Ask contractors to clarify every blank, allowance, exclusion, or phrase that could change the price or finished result, and get agreed details in writing.

Not every comparison item applies to every job. For example, the FTC’s solar guidance says solar bids should state the full installation cost, including building or electrical permit fees, and recommends comparing system brand and size, expected power production, production guarantees and remedies, equipment and workmanship warranties, ongoing costs, repair responsibilities, and payment terms. Those solar-specific criteria should not be treated as a universal checklist for unrelated construction work.
Check the contractor before choosing
Verify the contractor’s license with the relevant state or county agency, ask for proof of insurance, and check recommendations and complaint information. A favorable price does not replace these checks. Requirements differ by location, so confirm which licenses and insurance are applicable to your project with local authorities.

Make sure the contract matches the offer
Have a written contract before work begins. Read it in full and compare it with the estimate and any promises made during sales conversations. The FTC’s home-repair guidance identifies these details to check:
- The contractor’s name, address, phone number, and applicable license number.
- The estimated start and completion dates.
- The agreed scope, including labor and material promises.
- The payment schedule.
Fill in every blank before signing. Do not sign a document you have not read or do not understand. Contract requirements vary by state, so check your state or local consumer protection office for rules that apply to your situation.

Set payment terms that limit risk
Do not pay the full project amount upfront, and do not release final payment until the work is complete and satisfactory. Some states cap contractor down payments; ask your local consumer agency what limit applies rather than relying on a national percentage. Tie installments to clearly described stages of work.
For disaster repairs, the FTC suggests asking your bank or credit union whether it offers a Certificate of Completion arrangement. Under such an arrangement, staged payments can be released after you approve each stage.

Check whether cancellation rights apply
The FTC says a written statement about cancellation rights may be required when an agreement is signed in the home or somewhere other than the seller’s permanent place of business. Whether that protection applies depends on the circumstances and applicable law; do not assume every construction contract comes with the same cancellation period. Check the relevant state or local rules before signing.
Recognize pressure tactics and respond to disputes
Be cautious if a contractor pressures you to decide immediately, demands cash or full payment upfront, asks you to obtain required permits, or presents financing paperwork without giving you time to read it. Do not sign blank documents or financing papers you do not understand. Get the estimate, complete scope, and contract in writing before committing.

If a dispute arises, the FTC advises first trying to resolve it with the contractor. Keep copies of project documents and correspondence, and document conversations in writing. If that does not resolve the issue, your state attorney general or local consumer protection office may be able to help.
