Compare cloud providers against the workload you need to protect, in the regions where it must run—not by counting data centers, zones, or published reports. Evaluate resilience and supply-chain transparency separately: resilience depends on provider capabilities and your architecture and operations, while supply-chain disclosures need to be judged by their date, scope, supplier coverage, traceability detail, outcomes, and assurance. The public materials available for AWS, Microsoft Azure, and Google Cloud support a disciplined comparison, but not a universal ranking.

Why resilience and supply-chain transparency need separate comparisons

Data-center resilience is about whether a particular workload can continue operating or recover when components, facilities, or locations fail. A cloud provider supplies infrastructure and fault-isolation options, but the customer chooses services, configures deployments, protects data, and operates recovery processes. AWS describes this as a shared responsibility; Microsoft likewise distinguishes platform foundations from customer workload design and operations. Google Cloud’s reliability guide also treats regions, zones, and location-scoped resources as building blocks to be matched to workload requirements.

Supply-chain transparency asks a different question: what can a buyer verify about the materials, suppliers, labor and human-rights standards, hardware lifecycle, and sourcing behind a provider’s operations? A provider’s report establishes what that provider says it does or measures. A report’s existence—or an energy procurement figure—does not independently verify every supplier practice.

Keep the dimensions separate in procurement notes and any scoring model. A provider can document useful resilience capabilities while leaving a supply-chain question unanswered, or publish sustainability data that does not establish the recovery behavior of your application.

Define the workload and its recovery needs first

Before comparing provider features, write down what the service must do and what failure it must withstand. Otherwise, a comparison of regions, zones, or service commitments can reward capabilities your workload does not need while overlooking its actual dependencies.

  • Availability target: State the workload’s service-level objective (SLO), including the measurement window and what counts as unavailable.
  • Recovery time objective (RTO): Set the maximum acceptable time to restore service after a disruption.
  • Recovery point objective (RPO): Set the maximum acceptable loss of recent data, expressed as time or an appropriate workload-specific measure.
  • Data location: Identify residency, sovereignty, or contractual constraints, and specify where replicas and recovery environments may be placed.
  • Critical dependencies: Map databases, identity, DNS, networking, keys, third-party services, and operational access. A recovery design that restores compute but not a required dependency may not restore the workload.
  • Failure scenarios: Decide whether the design must tolerate a component failure, a zone disruption, a regional outage, a failed deployment, or an operator error. These are not interchangeable cases.

Use the same requirements for every provider. Record the workload’s target separately from each cloud service’s published service-level agreement (SLA): an SLA is a service commitment with stated eligibility conditions, not a guarantee that an application assembled from multiple services will meet its SLO.

Compare fault boundaries, recovery, and obligations

Compare what happens to your specific service and data when a fault crosses a boundary. Provider terms such as “region” and “zone” are not a complete measure of equivalence: implementations differ, and service support and configuration requirements vary. Compare the architectural effect and customer actions, not just the labels.

  • Service and location support: Check the exact service documentation for each intended region and deployment configuration. Verify whether a service supports the zones, regions, or replication pattern the design requires.
  • Fault isolation: Determine which failures a deployment is designed to isolate. Confirm whether the service distributes resources across the desired boundary by default or requires you to configure that distribution.
  • Data durability and recovery: Document backup frequency, retention, replication behavior, failover and failback steps, and who initiates them. Confirm whether replicas are independent enough for the failure scenarios in scope.
  • Customer actions: Identify the work required to select, configure, monitor, and test each reliability feature. A feature that is available but not enabled does not meet a recovery objective.
  • SLA conditions: Read the current, service-specific SLA and its qualifying configuration, exclusions, geography, and customer duties. Record the remedy and eligibility conditions separately from the workload’s business impact.
  • Operational proof: Run recovery exercises against the documented RTO and RPO. Record results, failure points, and the date of the exercise; do not treat a diagram or a provider feature description as proof that your application recovers as intended.

A provider’s reliability guide is a starting point, not a substitute for service-level documentation. AWS explains region and Availability Zone fault-isolation options in its disaster-recovery guidance. Azure’s reliability overview and shared-responsibility guidance describe platform and customer roles, including customer selection of zones, multiple regions, and backups. Google Cloud’s infrastructure reliability guide, last reviewed September 23, 2026 UTC, describes regions, zones, and location-scoped resources as reliability building blocks. Verify the current documentation for your exact service and geography at decision time.

What the reviewed provider materials establish—and what they do not

The table summarizes the types of evidence available in the reviewed public materials. These are provider-authored descriptions and reports, not results from a common independent comparison.

AWS AWS disaster-recovery documentation describes AWS infrastructure responsibilities and customer responsibilities that depend on selected services and resiliency design. Microsoft Azure Microsoft’s reliability overview covers platform foundations, services, and customer workload design and operations. Its shared-responsibility guidance says customers select and configure capabilities such as zones, multiple regions, and backups; SLA eligibility depends on stated conditions. Microsoft’s reports hub links an Environmental Sustainability Report, Human Rights Transparency Report, Conflict Minerals Report, and supply-chain integrity statements. A Microsoft Azure blog post dated September 30, 2021 describes historical supply-chain practices. The reviewed material does not establish a current, independently verified comparison of Azure supplier traceability with AWS or Google Cloud. The 2021 blog describes Microsoft’s practices at that time, not verified current performance.
Google Cloud Google Cloud’s infrastructure reliability guide describes regions, zones, and location-scoped resources as reliability building blocks and advises matching architecture to workload requirements. It was last reviewed September 23, 2026 UTC. Google’s operations page discusses work across data centers and its hardware supply chain. It reports more than 240 agreements to purchase nearly 35 GW of new clean energy from 2010 to 2025, and more than 12 GW contracted in 2025; these are Google-reported procurement figures for the 2025 reporting period. The clean-energy figures do not measure supplier traceability or data-center resilience. The reviewed material does not establish a common independent audit or comparable cross-provider traceability result.

For Microsoft’s historical description, Azure CTO, Deputy CISO, and Technical Fellow Mark Russinovich wrote on September 30, 2021: “End-to-end visibility: Near real-time visibility to supply, inventory and factory status aligned with demand is fundamental to managing supply disruptions and responding to exceptions.” Treat this as Microsoft’s description in that dated post, not independent evidence of current supplier visibility.

Assess supply-chain disclosures by evidence quality

For each provider, inspect the relevant underlying reports rather than relying on a reports hub or summary page. Record the reporting period and definitions before comparing claims. At minimum, look for the following:

  • Reporting period and boundary: Which year does the report cover, and which businesses, facilities, suppliers, or tiers are included?
  • Supplier standards and due diligence: What requirements apply to suppliers, and how does the provider describe screening, monitoring, remediation, or escalation?
  • Coverage and traceability: Which supplier tiers, materials, components, or locations can be traced? Is coverage measured, or is the report describing a policy or intended process?
  • Outcome measures: Does the report disclose measured results, such as identified issues and corrective actions, or only commitments and procedures? Do not treat unlike metrics as comparable.
  • Independent assurance: Is any information subject to external assurance or audit? Identify exactly what was assured, by whom, under what methodology, and for which period.
  • Gaps and limits: Note undisclosed tiers, unmeasured outcomes, differing definitions, or claims that cannot be checked against an independent source.

Google’s reported clean-energy procurement figures provide dated context about energy purchasing, not a measure of supplier traceability. Similarly, a supplier manual or human-rights report may reveal standards and processes without showing complete visibility into every tier or independently verified outcomes. Keep such evidence in its proper category.

Use a repeatable comparison record

For each candidate provider and workload, keep a dated record. This makes unknowns visible instead of allowing a polished guide, SLA percentage, or report title to stand in for evidence.

  1. Write the requirement: Record the target, failure scenario, allowed recovery location, and any data-location constraint.
  2. Attach the service evidence: Note the exact service, region, configuration, documentation title, publication or review date, and the relevant SLA conditions.
  3. Describe the recovery path: Record backup, replication, failover, failback, dependencies, and customer steps. Mark which elements have been exercised and when.
  4. Capture disclosure evidence: For each supply-chain report, note reporting year, boundary, supplier coverage, traceability method, outcome measures, and assurance scope.
  5. Mark each finding: Use clear statuses such as “documented,” “customer-configured,” “tested,” “not stated,” and “not independently assured.” “Not stated” means the reviewed material did not establish the point; it does not prove the provider lacks the capability or practice.
  6. Ask the provider for the missing proof: Request a current service-specific answer or report, identify the claim and boundary you need clarified, and ask whether the response is independently assured.

Do not combine unlike evidence into a single numeric score unless the scoring method defines common boundaries and weights. A count of locations, an SLA, a supplier policy, a traceability metric, and an assurance statement measure different things.

Questions to take into procurement

  • For the exact service and region, what fault boundaries are supported, and what configuration is required to use them?
  • Which recovery steps remain the customer’s responsibility, and how should we test them against our RTO and RPO?
  • What conditions, exclusions, and customer actions determine eligibility under the service SLA?
  • Which data locations, replicas, network paths, or dependent services could prevent recovery in our stated scenario?
  • For supply-chain claims, what reporting period and supplier tiers are covered, and which outcomes are measured?
  • What portion of the disclosure is independently assured, and what remains provider-reported?
  • Can the provider supply current evidence for an item marked “not stated,” with scope and methodology?

Choose based on whether the provider’s documented capabilities and obligations, your tested architecture, and the available supply-chain evidence meet the requirements you set. The reviewed public materials do not support declaring a universal resilience or transparency winner among AWS, Azure, and Google Cloud.
