Compare cement producers across several measures—not a single “cheap” multiple or high margin. A useful framework combines valuation (EV/EBITDA, P/E and, where appropriate, EV per tonne), leverage (net debt/EBITDA with its definition), normalized profitability, returns, and operating context. The figures must also refer to comparable reporting periods and a clearly stated share-price date.

1. Set the peer group and comparison date

Start by naming the companies and markets you are comparing. Cement producers operate in different geographies, currencies and business mixes, so record each issuer’s reporting currency, fiscal period and latest reporting date before calculating ratios.

Align annual periods where possible. A fiscal-year label does not guarantee that two companies cover the same months: Ambuja’s FY 2025–26 report says it changed its year-end from December 31 to March 31. For market multiples, choose one share-price date and calculate market capitalization and enterprise value on that date. Identify whether earnings are trailing or forward, and use the same period basis across peers. 2. Compare valuation using more than one measure

EV/EBITDA

Enterprise value (EV) represents the value of the operating business to both debt and equity investors; EBITDA is earnings before interest, tax, depreciation and amortization. EV/EBITDA offers a view of business value relative to operating earnings before financing and tax effects. It does not remove differences in capital intensity, accounting, or the quality and sustainability of earnings.

P/E

Price-to-earnings (P/E) compares equity value with earnings after financing costs and tax. Read it alongside EV/EBITDA: differences between the two can reflect debt, interest costs, taxes and other factors affecting net income, rather than a simple contradiction between “cheap” and “expensive.”

EV per tonne

EV per tonne can serve as a cement-sector cross-check, but only when the denominator is defined consistently. Clarify whether it uses installed capacity or actual production; then consider utilization and product mix. A capacity-based figure for a producer running below capacity is not directly equivalent to one based on tonnes produced or a peer with different utilization.

A higher or lower multiple may reflect expectations for growth, asset quality, market position, geography, margins, capital intensity or balance-sheet risk. Treat these as questions to investigate, not conclusions established by the multiple itself. No current share-price-derived multiples are presented here.

3. Read leverage with its definition and period

Net debt/EBITDA is a useful starting point for leverage, but the ratio depends on what the issuer counts as net debt and which EBITDA period it uses. Report net debt as well as the ratio, and check whether lease liabilities are included, how cash is treated, and whether the company is in a net-cash position. Use a consistent period and accounting basis for every peer.

Do not assume similarly named measures have identical definitions. Cementir reports net financial debt/EBITDA and net gearing as distinct indicators and provides definitions in its annual report. Refinancing requirements and interest costs can add important context, but include them only when the relevant company filing supports the detail. A low leverage ratio alone does not establish that debt is inexpensive or that repayment timing is comfortable.

4. Normalize margins before comparing profitability

For each company, write down the exact margin calculation: the EBITDA measure used in the numerator and the revenue or sales measure in the denominator. Distinguish reported EBITDA from adjusted EBITDA, and record any exclusions or exceptional items. A shared label does not guarantee a shared calculation.

Cementos Pacasmayo cautions in its Form 20-F that its EBITDA and adjusted EBITDA measures may not be comparable with similarly titled measures reported by other cement companies. Exceptional items can make a single year look stronger or weaker than ordinary operations. Cementir reported 2025 revenue from sales of €638.311 million and EBITDA of €181.811 million, an EBITDA margin of 28.5%, compared with 27.9% in 2024. The company said 2025 EBITDA included approximately €17 million of non-recurring net income, principally an insurance reimbursement, partly offset by non-recurring expenses and a gain on land sales. Compare several years where data is available. Then look for disclosed changes in volumes, prices, input costs, product mix or operating efficiency that may help explain margin movement. Do not infer a cause from the margin alone.

5. Add returns and operating context

ROE (return on equity) and ROCE (return on capital employed) can show how effectively a company uses shareholder equity or invested capital. Definitions and balance-sheet structure matter, so compare like-for-like calculations and inspect the issuer’s formula. Use company disclosures to interpret—not flatten—operating differences. Relevant context may include segment mix, cement volumes, capacity additions, energy and fuel exposure, freight, clinker substitution and capital expenditure. Cementir reports group and segment financials, while Ambuja discusses premium and specialised products as well as operating EBITDA per tonne. 6. Build a comparison that can be checked

Once you have refreshed the figures from filings and selected a common market-price date, put the comparison in one table. Keep each measure’s period, unit and definition visible; do not fill gaps with estimates. A practical checklist for each issuer is:

  • Market-price date, market capitalization and enterprise value
  • Trailing or forward earnings period used for EV/EBITDA and P/E
  • EV-per-tonne denominator: capacity or production, with utilization context
  • Net debt, treatment of cash and leases, and EBITDA period for leverage
  • Reported or adjusted EBITDA margin, its denominator, and exceptional items
  • ROE or ROCE definition, fiscal period, geography and segment context
